PM -Thursday, March 30, 2000 City of Lakeville Water Treatment Facility Staff Present: City Administrator Bob Erickson, Acting Community & Economic .Development Director Daryl Morey, City Attorney Joel Jamnik, Associate Planner Frank Dempsey, Associate Planner Ron Mullenbach, and planning consultant David Licht of Northwest Associated. Consultants. (Planning Commissioner Jerry Comer was also present.) Planning Commission Chair Karl Drotning opened the neighborhood meeting. at 7:00 PM and welcomed all those in attendance. Mr. Drotning then introduced staff in attendance and stated that the purpose of the meeting. was to review the draft zoning ordinance and draft zoning map. (A copy of the draft zoning rnap and a comparison of the current and proposed zoning districts was distributed to those at the meeting.) 'David Licht of Northwest Associated Consultants, the City's planning .:consultant, reviewed the Zoning Ordinance for those in attendance. The Zoning. Ordinance has three basic sections, the administrative sections, performance. standards, and zoning districts. Mr. Licht stated that the new zoning ordinance will include certain uses that will be allowed by administrative permit. Administrative .permits are approved by the Zoning Administrator, a position which is filled by the City Administrator. Mr. Licht explained that the City will be utilizing a new RAO, Rural/Agricultural Overlay Zoning District to identify those. areas in the Staged MUSH Expansion Areas. These areas will have. their underlying urban zoning, but will not be eligible for urban development until the property is brought into the current MUSH and the RAO overlay district is removed. The new zoning ordinance -will also use new nomenclature for existing zoning districts. Current R-2 lots which were platted. after January 1, 1994 will be zoned RS-2 and be subject to the same lot standards. Current R-2 lots platted prior to January 1, 1994 and current R-2A lots will be zoned RS-3 and be subject to the same lot standards. Anew RS-CBD residential zoning district will be applied to residential lots in the historic downtown area... The RS-CBD District will have reduced lot standards to bring more of the existing lots into compliance with .the Zoning Ordinance. Mr. Licht also explained that except for the Central Area, the PUD zoning district will no longer be used for areas guided for single family residential land uses on the 2020 Land Use Plan. The PUD will be able to be used in areas guided for low/medium, medium, medium/high and high density residential, commercial and industrial land uses. A member of the audience asked whether areas guided for low density. residential uses could be expected to develop as townhouse units. Staff responded that except for the Central Area, the PUD zoning district .will. no longer be used for areas guided for single family residential land uses on the 2020 Land Use Plan. The PUD will be able to be used in areas guided for low/medium, medium, medium/high and high-density residential, commercial and industrial land uses. The emphasis of the district is to allow low intensity commercial uses as permitted uses and residential uses as conditional uses. There being no further questions, the meeting was adjourned at 8:30 PM. Mr. Licht invited all in attendance to speak individually with staff members regarding their site-specific concerns and questions.
