Flag pledge followed. .Present; Friedges, Clay, Jensen, Sullivan and Emond. Also present; Pat Farrell, Village attorney and Robert Frigaard, Village engineer. 72.x+25 Motion by Sullivan seconded by Clay that the minutes of the. July 3, 1972, meeting; stand as read,. Friedges Clay, Jensen, Sullivan and Emond "aye", motion carried, N1rs. Larry McCaghy was sworn in as a member of the Human Rights Commission Mr. Aekerman_presented his building report for. June. 1972. Mr. Ackerman asked for the council's advice concerning the cutting of some trees on an easement from Maplewood.Estates thru to Dakota Heights by Dakota Electric. This w11 be cheek out by Mr. Farrell. 72.26 Motion by Sullivan seconded by Friedges that all thosehome owners that have-homes sold or in the process of building at the time the new rate schedule went into effect, should be allowed the old rate for hookup. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried, 72.x+27 Motion by Sullivan seconded by Friedges to hire Glenn Langord as plumbing and heating inspector at a salary of $85o per month subject to a 9C day probationary period. Sullivan, E~ond, Friedges and Clay "aye" Jensen opposed, motion carried.. 72.x+28 Motion by Clay seconded by Sullivan that the building inspector get three quotes on prices for a new half ton pickup for the inspection department. Sullivan,. Emond, Friedges, Clay and Jensen "aye", motion carried... The Park & Reoreaton report for. June 2$, 1972, was presented. 72.x+29 Motion by Friedges seconded by Emond to pay Mr. Tinges X30 for one year for the rental of approximately 2 acres of land. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion. carried. The Plaxning Commission report for June 29, 1972, was presented. 72.E+3v Motion by Clay seconded by Sullivan to table the. variance request for Mr. William Busch until Aug. 7 and refer this .matter back to the Planning Commission for a further recommendation. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. 72.x+31 Motion by Clay seconded by Emond to table the variance request for Mr. Grussendorf until Au:g. 7 and refer this matter back to the Planning Commission for further consideration. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. 72.x+32 Motion by Clay seconded by Friedges to approve a remodeling permit for Mr. Jerry Enggren sub~eet to an agreement drawn up by the Village attorney. 3ensen, Sullivan Emond, Friedges and Clay "aye", motion carried. 72.x+33 Motion by Friedges seconded by Emond to follow the Planning Commission recommendation and rezone from B-5 to R-1C land ~.n. Va11ey Park 1st Addn. legally described as: Lots 1 thru 13, B1. 1; Lots l thru 6, B1.2; Lots 6D thru 63, B1.2; and lots l thru 15, B1. 3: Sec. 3, T114, R2C. Sullivan, Emond, Friedges, Clay and Jensen "aye", motion carried. Wayne Leonard representing Wakely Investment Co. showed their planned unit... development to the council and were advised they would need a special use permit but the rezoning is not necessary. 72.~+3~+ Motion. by Jensen seconded by Clay to deny the request for rezoning for the Wa,kely Inves-6anent Co. on the following described propertys Land east of Holyoke Ave, south of Highway F, north of 2v5th St. and west of Lakeville .Village owned park property. PUD plan as presented. Friedges, Clay, Jensen, Sullivan. and Emond "aye", motion carried. ~l) ! ! . - VILLAGE OF TULLE COUNCIL MEETING JULY. 14, 1972 The continued hearing on sanitary sewer extensions in College .Park Additt~n was opened. Mr. Ackerman reported to the council that he and Mr. Frgaard had found about 9 homes..that have been having t3^ouble with Bess pools. James Robinette eacp].aned that he had investigated what the state agencies felt about this situation and according to all latters received, these agencies definitely ..felt. that: sewers should be installed when at all possible. 72.36 Motion by Emond seconded by Friedges to order the College Park project and authorize the engineer to prepare the plans and specs. Clay, Jensen, Sullivan, Emond and Fredges "aye", motion. carried. The continued hearing; an sewer and water extensions on 215th St. was opened. Mr. Arnold aauber requested, more information on proposed assessments for his property.. Mr. Farrel]. .advised the council that it could do ane of three things,, a. order the pro~eet, b, authorize either water or sewer separately or, e. turn down the whole thing. 72.x+37 Motion by Jensen seconded by Sullivan to order the sewer project on 235th St. and authorize the engineer to prepare the plans and epees for this project. Jensen, Sullivan, Emond, Friedges and Clay "aye,,, .motion carried, Representatives. of Instant Homes were present in regard to the mobile home ordinance. 72.38 Motion by ~nond seconded by Friedges to refer the corrected mobile home ordinance to the Village attorney for the final draft and bring back next Monday.: Sullivan,.. E~nond, Friedges, Clay and Jensen'"aver,,. motion carried. 72.x+39 Motion by Clay seconded by Emond to table Mr. Todd's building permit request. until he appears with a revised plan. `E~nond, Friedges, Clay, Jensen and Sullivan "aye", motion carried.. Action on Jesco was tabled far one week. The recommended planner was diseuseed. 72.~F~+O Motion by Clay set~onded by Friedges to set up an appointment with Lee Starr,. the proposed consultant. Friedges, Clav, Jensen, Sullivan and Emond "aye", motion carried. 72.~+~1 .Motion by Jensen seconded by Sullivan to approve the rezoning for Vera Donna from B-5 f;o R-3C for the following described propertys Out3ot B and C3utlot C, Valley Park 1st Addn, See. 3, T11~F, R24. .Jensen, Sullivan, Emond and Friedges "aye", Clay opposed, motion carried. 72.~~F2 Motion by Friedges seconded b~ Jensen to rezone the following property fxom R-1C to R-3C for Mr. Vern Donnaya 4ut3ot A and 4utlot C, Va11ev Fark 6th Addn, See. 3, T 114, R24. Jensen, Sullivan, gnond and Friedges "aye", Clay opposed, motion carried. 72.~+~3 Motion by Jensen seconded by Sullivan to notify the .Department of Natural Resources. requesting an immediate hearing on the Crystal.. Lake pu~in~ and that they cease pumping irmnediately. Sullivan, F~nond, Friedges, Clay and Jensen "aye.", motion carried. Carl Hoffman asked the council if it would be possible to obtain an on sale beer license for about 2 hours on Sunday the 16th. for the Clown Club. 72.~~+~ Motion by Sullivan seconded by Clay to approve an on sale beer l3.cense for the Clown Club for one hour. before and one hour after the Panaprog Parade on Susjday, the 16th of July, 1972. and waiving the fee.. Emond, Fri edges, Clay, Jensen and Sullivan "aye", motion carried. Stub Hall appeared before the council as the representative of the fire department. and .requested that 2 stabs anel a training roam be added to the Village Ha11. 72.~+~+5 Motion by Sullivan seconded by Friedges to grant taae request of the fare department but to add the two extra stalls. ~.ddition to the 2 stalls-requested. Fredges, Clay, Jensen, Sullivan and Emond "aye", motion carried. ~2) • • VILLAGE OF T.A~TIL COIINCIL MEETING JULY.~O, 1972 72.~~+6 Motion. by Emond seconded by Sullivan to authorize the Village engineer tc> prepare the plans and specs for the ~ stall addition to the Village Hall.. Clay, Jensen, Sullivan, E~ond and Friedges "aye", motion carried. 72.~+~-7 Motion by Jensen seconded by Eanond to- purchase the .sign. f'or t2i.e 70 .acre .park. Jensen, .Sullivan., gnond, Fredges and Clay "aye", motion carried. The preQinetchangeswere discussed. 72.~+~+8 Motion by E~nond seconded by Sullivan to adopt the amendment -~o Ordinance 38 which wi11 divide precinct one to comply with the legislative redistricting. (Amendment to be prepared by Mr.. Farrell) Sullivan, E~nond, Fredges, Clay anti Jensen. "aye",::motion carried... Mr. Frigaard told the council that he had tabulated the bids for the seal coating of the approximately ~ to 6 miles of street. He said that Blacktop Construction .was low. 72.E-~+9 Motion by IInond seconded by Friedges tc~ accept the seal coating bids. F~ttond Friedges, Clay, Jensen and Sullivan "aye", motion .carried. 72.x+50 Motion by Etnond seconded by Jensen to accept the low bid of Blacktop C©nstruction C©, which is X9,000 with the deduct of $50~, a,1t. 2. Fredges,-Clay, Jensen, Sullivan and Emond "aye", motion carried. 72.x+51 Motion by Jensen seconded by Clay to set the 1st meeting xi Aug. for a hearing. on water and sewer extensions in Airlake Park. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. 72.x+52 Motion by Sullivan seconded by Jensen to follow the recommendation of the engineer and extend the water and newer for one block on 208th St. from Ithaca to Jacquard. Jensen, Sullivan, Emond., Fredges and Clay "aye", motion carried. 72.x+53 Motion by Friedges seconded by Sullivan to purchase an addan.g machine for the clerks office. Sullivan Fond, Friedges, Clay and Jensen"aye", motion carried. A meeting was set for the 18th with the auditor to start on preparation of the budget.
