Present; Friedges, Clay, Jensen, Sullivan and Emond. Also present; Robert Frigaard, Village engineer and Dave Grannis, III, attorney: 72.~+5~+ Motion by Clay seconded by Friedges to accept the minutes of the July 10, 1872, meeting as presented. Friedges, Clay, Jensen, Sullivan and E~nond "aye{', motion carried. 72.55 Motion by `Friedges seconded by Sullivan to pay the claims against the Liquor Store.... ( cheeks #~+~+~+5-~+~F$2, 620-6331 Clay, Jensen, Sullivan, Em©nd and Friedges "aver', motion. carried.. 72.56 Motion by E,mond seconded by Sullivan to pay the claims against the Village. (checks # $301-8397 and 552-5$2), Jensen,- Sullivan, Emond, Friedges and `Clay "aye" m©ti©n carried. The water-and Sewer .Report for July 5, 1972,.was presented. A motion to table the "no scavenger. dumping ;into the. Lakeville system" was withdrawn.. 72,x+57 Motion by-Clay seconded by Jensen to refer the recommendation of the ~~iater and Sewer Committee to follow the Metro Sewer Board advice on no scavenger dumping into the Lakeville Sewage System be referred back to the water & Sewer Committee for further recommendation in view of the fact that there is some objection tcj the dumping of cesspool pumpings on private property.. 'Sullivan, E~nond, .Friedges, .Clay and Jensen "aye", motion carried. 72.x+58 Motion by Clay seconded by Friedges to follow the recommendation of the .water and Sewer Committee and authorize the Village engineer tc~ prepare a preliminary report on water extensions between 205th and 206th Streets on Hollins Ave. as .petitioned by Richard Todd, with Todd to pick up the total assessment. Emond, Friedges, Clag, Jensen and. Sullivan „aye", motion carried.. 72.x+59 Motion by Emond seconded by Sullivan to follow the water & Sewer recommendation and renew the Badger Meter Company purchase agreement for another year. Friedges, Clay, Jensen, Sullivan and ~nond "aye", motion carried.. Clay, Jensen and Friedges opposed, Sullivan and F,mond "aye", motion failed. 72.461 Motion by Jensen seconded by Friedges to purchase. model 1110, heavy duty pickup, at the price of 2399.90 from Joe Graeve Motors, Inc. Jensen, Sullivan Emond, Friedges and Clay "aye", motion carried.. A petition for speed limit signs in Marion Heights Additon was presented. 72.x+62 Motion by Friedges seconded by Clay to accept the Marion Heights Addition petition. Sullivan, E~nd,.Friedges,.Clay and Jensen "aye", motion carried. 72.463 Motion by Clay seconded by Sullivan to turn this petition over to themaintenance , department for proper disposition, gnond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72,~46~+ Motion by Clay seconded by Friedges to grant the Jaycees an on sale beer license for the 5th of August, 1972, at a fee of $10. Friedges, Clay, Jensen, Sullivan .and F~nond "aye", motion carried. 72.465 Motion by Clay seconded by gnond to approve the utility permit Job-5-149 for the Minneapolis Gas Co. as recommended by: the engineer... Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. (l) VILLAGE OF OUNCIL N~;ETING JULY 17, 1972 72.66 Motion by Clay seconded by Friedges to .charge the normal fee of 9~3 per lot for assessment requests. Emond, Friedges and Clay "aye", Jensen and Sullivan opposed, motion carried. 72.x+67 Motion by Jensen seconded by Emond to join the Metropolitan League of 1~Iun,icpalties and pay the dues for one year which are ~~+26.4fl. .Sullivan, gnondy Frie dges, Clay and Jensen "aye", motion carried. 72.x+68 Motion by JensenLSeconded by Sullivan to approve the franchise ordinances for Dakota Electric Co, and Northern States Power as presented. Emond, Clay, Jensen, and Sullivan "aye", Friedges opposed, motion carried. 72.E+6g Motion by Sullivan seconded by Emond to adopt the Mobile Home Ordinance as it was presented to the Village. attorney subject to the additions requested by the council. Friedges, Clay, Jensen,. Sullivan and Emond "aye", motion carried. The continued hearing on the Valley Park Drainage Area West of Cedar Avenue was opened. Robert,Frigaard gave a brief resume of the project, Stanley Kolstad asked about assessment charges. It was mentioned that this hearing was for the purpose off' getting the ideas of the landowners. Jane Grinstead presented a petition against this improvement. It is signed by 1g property owners. 72.x+70 Motion by Friedges seconded by Emond to accept the petition against this project. (Copy attached). Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. Pete Sterling of Dynasty Investment Co. said that utilities were needed to develop.. the property and to obtain money. Mrs. Franicis Anderson asked if this project could be ordered in part for those who actually wanted it. Mr. Anderson asked. if there. was a need and it was stated that the land owners would have to inform the council of their wishes. A letter was presented from Vern Donnay for a continuation of this hearing. 72.x+71 Motion by Jensen seconded by Emond to continue this hearing until the lst meeting in August at g:15 P.M. Jensen, Sullivan, Emond, Friedges and Clay "aye", motion carried. John McBrien, representing Farr~u.ngton, asked the council to approve an agreement between the two villages relative to utility improvements in the disputed area. Mr. Grannie recommended that the. council defer action on this until the agreement is fully reviewed. 72.x+72 Motion by Jensen seconded by Friedges. to refer this agreement to the attorney for his comments and also to the consulting attorney who is handling the appeal regarding the annexation. .This will be placed on the agenda the 2nd meeting in August. Sullivan, Emond, Friedges, Clay and Jensen."aye",.motion carried. Lee Starr, recot~mended planner, was interviewed by the council. 72.x+73 Motion by Clay seconded by Friedges to hire the firm. of Beckman, Yoder and Seay Inc. as Village planners at the monthly maximum of ~20fl subject to ago day .proving per~.od, Any further expenditures will have to be authorized by the council. Emond, Friedges, Clay, Jensen and Sullivan "aye"', motion carried. Weichselbaum's final plat was presented and Mr. Weichselbaum stated that the county planner had. approved it. 72.~+7~+ Motion by Jensen seconded by Friedges that the Weiehselbaum final plat be approved subject to a X1500 donation for park i.n lieu of land donation. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. Mr. Andy Anderson, County Administrator,. along with a pup representing the Dakota Housing Authority presented various plans to the council whereby public housing for low income people could be funded. ~2) • VILLAGE OF LAKFVILLE C©UNCIL MEE'T'ING 4 17: 1972 Colleen Loney, Jack Claeatsky, Jerry Flint and Nan MCKay presented different methods of providing.. housing and advised the council that they would have to decide which method would be mast agreeable to-them. 72.x+75 Motion by Clay seconded by E~ond to table this matter until the'l~+th of August to give the attorney an opportunity to review this matter before diving his opinion. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried, 72.76 Motion by Clay seconded by Sullivan that the Village change from Aquazime sanitary .facilities to Satellites as they are cheaper and service can be obtained when needed. Jensen, Sullivan, Emond, Fredges and Clay "aye", motion carried... 72.x+77 Motion by Sullivan seconded by Clay. to authorize the street department to make repairs on the street in Bassett's Addition. Sullivan, Emond, Friedges, Clay and Jensen "ayer~, motion carried. The upgrading of 215th Street from Cedar Avenue to the frontage road on 35W was discussed. 72.x+78 Motion by Jensen seconded by Clay that the 215th Street Improvement Project be ordered and appointing Friedges, Sullivan and Frigaard on the right of way purchasing committee. ~o~td, Fredges, Clay, Jensen and Sullivan "aye", motion earreci.
