VILLAGE OF LAKEVILLE (1JUNCIL MEETING FEBRUARY 7~ 1972 The meeting was called to order at 8 P.M. by Mayor Jensen. Flag pledge followed. Present: Friedges, .Clay, Jensen, Sullivan and Emond. Also present; Robert Frigaard, Village. engineer and Pat Farrell, Village attorney. .72.57 Motion by Clay seconded by Friedges to accept the minutes. of the January 17, 1972, meeting as read. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. Mr. Herbert Lambert and Mr. Howard Lovelace were sworn in as members of the Park & recreation Committee.. 72.58 Motion by Clay seconded by Sullivan to follow the x~olice committee recommendation and hire Michael Cummings and Llmyd Larson as of Feb. 7, 1972, as police patrolmen and the expenditures as presented, Clay, Jensen, Sullivan, Emond and Jensen "aye", motion. carried. List of expenditures attached. Mr. Larson and Mr. Cummings were sworn in as new patrolmen. The Park & Recreation Committee report for Jan. 25,.1972, was I~'esented. 72.59 Motion. by Clay seconded by Friedges to follow the Park & Recreation recommendation for the use of park lands in Valley 1~ark and to obtain. two satellites for the week end of the festival. Jensen, Sullivan, Emond, Friedges and Clay "aye", motion carried. 72.60 Motion by Friedges seconded by Emond to have signs installed at the pleasure rinks stating "NO HOCKEY". Sullivan, Emond, Friedges, Clay and Jensen "aye", motion carried. Mr. Clarkson advised the council that there will be liability insurance covering the festival. 72t_61 Motion by Esnond seconded by Jensen to table the recommendation regarding water and sewer to the 70 acre park site until more definite plans on municipal buildings are presented. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72.62 Motion by Jensen seconded by Emond to contact an architect or/engineer to get something started on a municipal building.... Friedges, Clay, Jensen, Sullivan and Emond 'Faye", motion carried. The Water & Sewer minutes for January 19, 1972, were presented. 72.63 Motion by Sullivan seconded by IInond to follow the Water & Sewer recommendation and hold a public hearing on sewer and water extensions on Iberia Ave, 202nd to 205th St. on"March 13th at 9 P.M. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. The Water & Sewer minutes for Feb. 2, 1972, were presented. The clerk was instructed to write a letter enquiring into the status of the Village request regarding the grant from the federal government for sewers. 72.6+ Motion by Friedges seconded by Sullivan to st>re the new sewer rod machine at Delmer Henry's warehouse at a monthly rent of X35. Jensen, Sullivan, Emond, Friedges and Clay "aye", motion carried. 72.65 ~[otion by Friedges seconded by Clay to reappoint Fred Fredrickson, Leonard Quist and Larry Hazel to the Water and Sewer Committee. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72.67 Motion by Emond seconded by Clay to continue M~.peo Sand & Gravel request for a special use permit and gravel permit until the lath of Aprii. Friedges, Clay, Jensen, Sullivan and Einond "'aye", m©tion carried. 72.68 Motion by Clay seconded by Ernond to refear a possible change of the building ordinance to require garages with single family dwellings to the Planning Corcunission. Clay, Jensen, Emond and Friedges "aye", Sullivan opposed, motion carried. Mr. Ackerman presented a letter to the council that he had sent to the Mayor and council regarding a home that Floyd Bentson had built and sold to Mr. Leesen. Copy attached. Mr. Leesen gave a report of the many code violations in regard to this home.. The attorney .advised him-`and the council that a complaint could be .signed against Mr. Bentson for .the building code violation and also that Mr. Leesen could. take this matter to court, 72.$9 Motion by Jensen seconded by Sullivan to instruct the attorney to take whatever action is necessary to prosecute Mr. Bentson for. code violations.. Jensen, Sullivan, Emond, Friedges and Clay "aye", motion carried. Mr. Gerald Bacon appeared before the council to inquire into the status of the proposed Fosisum duplex. Mr. Ackerman informed him that no percolation test had been made-as yet and that no building permit had been issued. Mr. Michael Edwards presented the council with buttons to the Snow Festival and invited them and all the residents of Lakeville to the festivities. - Mr. Edwards also presented some suggestions to the council regarding the 235 program.. Preparation of stickers for informing Valley Park residents of the Fire Dept.. number and that Lakeville will take over when the present contract expires,... was discussed. A letter from Frederick Willys regarding Cedar Abe. was presented. 72.70 Motion by Clay seconded by Sullivan to instruct the clerk to write the county highway department that Lakeville has no objection to the county's upgrading of Cedar Ave.at no cost to the Village. Sullivan, l~nond, Friedges, Clay and Jensen "aye",, motion carried. 72.71 Motion by Clay seconded by'Emond to adopt. the attached wage schedule. Emond, Friedges, Clay, Jensen and Sullivan,"aye.", motion carried. 72.72 Motion by Jensen seconded by Friedges to follow the auditor's advice and place Arlene Larson on the Liquor payroll. Friedges, Clay, Jensen, Sullivan and Emond "aye",.motion carried. The clerk was instructed to cheek and see if Don Larson should also be placed on the payroll. A letter from Bonestroo & Assoc. regarding the acceptance of the Valley Park 5th services was read... Noactionwas taken. The sump hole in Valley Park was discussed and it was decided to check this fence twice a week. ~2) . ~ • VILLAGE OF LAKEVILLE COUNCIL MEETING FEBRUARY 7, 1972 72.73 Motion by Friedges seconded by Emond to approve the change of attorneys to Geimer, McRostie & Rice for .the Farmington annexation. Clay, Jensen, Sullivan, Emond, and Friedges "aye", motion carried. The matter of the trailers parked at the creamery lot was discussed. 72.7- Motion by`Suilivan seconded by Clay to-turn over this matter to the legal attorney. Jensen, Sullivan, Emond, Friedges and Clay."aye",-motion carried. Three informal bids for a, pickup for the maintenance department were presented. 72.75 Motion by Friedges seconded by Emond to accept the low bid from Joe Graeve motors of $2,789.5+, an International Mod. 1110. Sullivan, Emond, Friedges, Clay and Jensen "aye", motion .carried. 72.76 Motion by Sullivan seconded by Friedges to request the state. aid maintenance money from the state. Frnond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72.77 Motion by Clay seconded by Sullivan to authorize the engineer to prepare the necessary: plans and specs for improving Minnreg Road with the necessary full base and 2~F' mat. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion. carried. 7:2.78 Motion by ..Clay seconded by Friedges to ,take bids on the purchase of regular gas and diesel fuel for the remainder of the year, 1972. Bids to betaken until. 8P.M. on Febraary 22, 1972. Clay, Jensen, Sullivan, Emond and Friedges "aye', motion carried.. 72.79 Motion by Emond seconded by Sullivan to have the necessary netting installed on the hockey rinks in Valley Park before the week end. Jensen, Sullivan, E~nnond, Friedges and Clay "aye", motion carried. 72.80 Motion by Friedges seconded by Emonci. to pay the claims against the Village and the additional claim presented by Grannis & Grannis. Sullivan, Emond, Friedges, Clay and Jensen "aye", motion carried. 72.81 Motion by Emond seconded by Friedges to approve the garbage permit for James A Thumps©n subject to the receipt of the bond. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. A letter from the state regarding resurfacing Hiway ~5fl was read:.. 72.82 Motion by Sullivan seconded by Emond to ackza.owledge the receipt of a petition of all the owners of South Bluff Addition for the installation of water and sewer service in South Bluff, Friedges, G1ay, Jensen, Sullivan and ~~nond "aye", motion carried. 72.83 Motion by Clay seconded by Emond to accept the petition of Harold Malmanger for extension of sewer and water service east of The .Place to his property. and refer this petition to the ';dater & Sewer Committee to come back with a recommendation by Feb. 22.
