Present; Friedges, Clay, Jensen, Sullivan and Emond. Also present; Robert Frigaard, Village engineer. 72.86 Motion by Friedges seconded by Clay to accept the minutes of the February 7, 1972,. meeting as read. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. Leonard Quist, Fred Fredrickson and Larry Hazei were .sworn. in as members of the Water and Sewer Committee. The minutes of the February 10 ,1972, Planning Commission meeting were presented. 72.87 Motion by Emond seconded by Sullivan to follow the Planning Commission recommendation and approve the final plat for Dakota Heights First Addition with the proper funds escrowed. Clay, Jensen, Sullivan, Emond and Friedges "aye",motion carried. A discussion followed on the preliminary plat of Dakota Heights. 2nd Addition. It was felt that percolation tests should be made in this. area . 72.88 Motion by Friedges seconded by Emond to approve the preliminary plat of Dakota Heights 2nd Addition subject to Lots 1, 2 , and 3 of-Block 2:being kept as collateral for future park land. Jensen, Sullivan,. Emond, Friedges and Clay "aye", motion carried. 72.89 Motion by Sullivan. seconded by Friedges to allow Mr. Laddusaw to rough in the streets in Dakota Heights 2nd Addition. Sullivan, Fniond, Friedges, Clay and Emond "aye", motion carried.. 72.90 Motion by Emond seconded by Sullivan to accept the plat of Dakota Heights at the scale presented subject to a proper scale reproducible is provided to the Village. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72.91 Motion by Friedges seconded by Sullivan to follow.. .the recommendation of the Planning Commission. and grant the variance for height of building and special use permit t© Charles M. Fredhiem Co. as the letter from the PCA was presented. (Letter attached). Friedges, Clay, Jensen, Sullivan and Emond "aye"~ motion carried. 72.92 Motion by Clay seconded by Emond to table the Malmanger rezoning for 1 week. Clay, Jensen, Sullivan, Ernond and Friedges "aye'', motion carried. ~la~ 72.93 Motion by,Frea.dges secondedjby o able the amendmentto the ordinance. Jensen, Sullivan,:Emond, Friedges and Glay "aye", motion carried. 72.9+ Motion by Clay seconded by Emond to set up a public hearing before the Planning Commission on the 30th of March for th.e proposed amendment regarding garage requirments and paved driveways. Sullivan, Emond, Friedges, Clay and Jensen "aye", motion carried. 72.95 Motion by Clay seconded by Friedges to include the set-back and side yard recommendation in this same hearing. Emond, Friedges, G1ay, Jensen and Sullivan "aye", motion .carried. 72.86 Motion by Clay seconded by Emond to instruct the clerk to obtain a girl to write the Planning. Commission minutes and pay her the same rate as other part time help. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. (1) VILLAGE OF LAKEVILLE COUNCIL ME',ETING F~RUARY 15, 1972 The Park & Recreation minutes for Feb. 9, 1972,. were presented. 72.97 Motion by Friedges seconded by Emond to send the proposed park regulation ordinance to Mr. Farrell .for his review.Clay, Jensen, Sullivan, IInond and Friedges "aye", motion carried. The Building Inspector`s report was presented. 72.98 Motion by Clay seconded. by Friedges to instruct the clerk to write to Mr. Raplinger and inform him. that he. has until May 15, 1972, to remove the trailer from his property. Jensen, Sullivan, IInond, Friedges .and Clay "aye", motion carried. 72.99 Motion by Sullivan seconded by Ilnond to accept the permits with serial numbers ~+~+01 through 600 as presented by the B~~ilding Inspector.. Sullivan, IInond, Friedges, Clay and Jensen "aye", motion carried. Mary Ann Corrigan, representing Metro Cable TV, gave a brief resume of the progress being made by this company. She said they would like to co-ordinate the opening with the Panaprog celebration which will be July 12 thru 16. 72.100 Motion by Clay seconded by Sullivan to return the certified check to C~Lrlson Tractor_Co. gnond, Friedges, Clay, Jensen and Sullivan "aye', r motion Carded. 72.102 Motion by Sullivan seconded by Clay. to authorise the issuance of a cheek for the back taxes on the property bought from Mr. Lyden. Friedges, Clay, Jensen, Sullivan and ~nond "aye", motion carried. 72.103 Motion by Clay seconded by Ilnond to adopt the resolution re- =?equest and obt<~ining technical and engineering services from the Minn. Dept. of Highways. Clay, Jensen, Sullivan, Flnond and Friedges "aye", motion carried. 72.10+ Motion by Friedges seconded by Clay to accept the list of officers as presented by the fire department. Jensen, Sullivan, gnond, Friedges and Clay ".aye", motion carried. 72.105 Motion by Sullivan seconded by Friedges to approve the abatement for John Clarke on parcel 20170-B3. Sullivan, IInond, Friedges, Clay and Jensen "aye", motion carried. 72.106 Motion by Friedges seconded by IInond to approve the abatement .for Hitehcack Ind.,_Inc. on parcel22560. Emond, Friedges, Clay, Jensen and Sullivan "'aye", motion carried.. 72.107 .Motion by Qlay seconded by Sullivan to approve the abatement for Michael C. Nelson on parcel #;21877. Friedges, Clay,. Jensen., Sullivan and E~nond "aye", motion carried. 72.108 Motion by Clay seconded by Sullivan to have Betty Hullett placed on the payroll as of the 1st of Feb. Clay, Jensen, Sullivan, E~nond and Friedges "aye", motion carried. 72.109 Motion by Friedges seconded by Sullivan to have the clerk attend the annual clerk's conference. Jensen, Sullivan,. ~nond, Friedges and Clay "aye", motion carried. ~~r. Frigaard presented the plans and specs for the sewer replacement lines. A decision will be .made regarding these plans when the attorney brings in his opinion on the funds to be spent on this project. Mr. Jensen advised the council that the merchants on main street .would like to have all the improvements in before the street is paved. The method for proceeding with this project was discussed but no definite plans were made at this time.
