HomeMy WebLinkAbout02-28-72 r VILLAGE ©F LAKEVIL,LE SPECIAL COUNCIL MEETING FEBRUARY 28, 1972 The meeting was cal ed to order by Mayor Jensen at 8 P.M. Present; Friedges, Clay,'Jensen, Sullivan and Emond. Also present.;. Robert Frigaard, Village engineer, Pat Farrell, Village attorney, Robert Pulscher, Village financial consultant and Greg Murphy, Village auditor. Mr. Murphy advised the council about how much r:ic~~zey was in each fund balance.. Mr. Pulscher presented a summary on slides about how the financing of the water and sewer project was being done. He felt that the policy for deferring payments of area charges will accentuate he problernof deficits in the fund. Some of his recommendations were that the Counci`5. accept Mr. Frigaard's recommendation regarding unit and area charges, adopt an ordinance relating to future connections, watch each year to see how the total cost comes out, adjust area and hookup charges every year to cover any increase`and to adopt an ordinance establishing l sanitary sewer fund to take care of all sanitary sewer projects ~o aid in bookkeeping. This matter was turned over to .the. attorney, Mr. Farrell gave his opinion regarding the use of the present Sewer Hookup -Fund. He felt that the charges for hookup up should relate to-expenditures and. that this matter should be-reevaluated. He felt 'that the Council could sell general, revenue bonds to fund the replacement sewer and repay them out of utility revenues. 72.127 .Motion by Sullivan seconded by Jensen to accept the plans and specs for the replacement sewer and authorize bids be accepted at 2 F'.M. on March 17th.. The project will be paid for out of the utility operating fund. Friedges,. Clay,. Jensen, .Sullivan and Emond "aye",..motion carried. 72.12$ Motion: by Emond seconded by Clay to adopt the resolution (attached) authorizing the condemnation of the Fischer property. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. 72.129. Motion by Friedges seconded by Jensen to return the letter re unit charges to the Village. engineer and. have him work up a new list to cover the entire Village. Jensen, Sullivan, Emon,d, Friedges and Clay."aye", motion. carried.. Mr. Pulscher advised theeCouneil that the.HUD member had inspected. the proposed park property and was quite impressed. He felt that he Council should set a bond issue and the council was advised that it would need to show that .there were matching funds available for this project. The warranty deed would. be needed before HCJD funds can be obtained.
