Present; Friedges, Clay, Jensen, Sullivan and Emond. Also present; Robert Frigaard, 'Village engineer and Pat Farrell, Village attorney. 72.1+8 Motion by Friedges seconded ;by Clay to accept the minutes of the March 6, 1972, meeting as read. Friedges,`Clay, Jensen, Sullivan and Emond "aye", motion carried. The Planning Commission.. minutes for March 9, 1972., were presented,.: 72.19 _Motion by Sullvan,seconded by Emond to follow the Planning Commission recommendation and grant a building permit subject to adequate parking spaces and distance to lot line to Dr. Robert Anderson. Clay, Jensen, Sullivan, Emon:d and. Friedges "aye", motion carried. The Park and Recreation'minutes for March 8, 1972, werepresented. Z'he building inspector presented his report for Feb. 1972. 72.150 Motion by Clay seconded by Friedges to advertise for a plumbing and heating inspector and to take applications until 8 P.M. on April 17, 1972.., Jensen, Sullivan, Emond, Friedges and Clay "aye", motion carried. The bids for gas and oil were opened. Following is a list'of bidders; Lakeville Oil, Hill Oil Co. and Zimmer Oil Co Mr. Farrell advised the council that they were not obligated to take the bids of only one bidder, in his opinion the bids could be split between two bidders. 72.151 Motion by Clay seconded by Sullivan to accept the low bid of Zimmer Oil Co. for the gas and the low bid of Hi11 Oil Co on diesel fuel. Bids attached. Gas.15,98 Oil l~-.3. Sullivan, Emond, Friedges, Clay and Jensen "aye", motion carried.. 72.152 Motion by Fr~.~;dges seconded by Sullivan to present the three fire contracts to Elko, New Market and Eureka. Elnond, Friedges, Clay, Jensen and Sullivan '°aye'°, motion carried. The Fredrickson request for water .and sewer was put off for J more week. The hearing for the Iberia Ave. Water & Sewer Extensions was opened. Concerned property owners present si~~ed the attached list. Mr. Frigaard explained what the project would consist of and gave the cost estimates. There were. no objections from the floor. 72.153. Motion by Clay seconded by Emond to order the Iberia Ave. improvement and authorize the engineer to draw up the plans & specs on project 72.2. Friedges, Clay, Jensen, Sullivan and Ilnond "aye", motion carried. 72.15+ Motion by E~r?ond seconded by Friedges to set a hearing on the Hughes Ave. project (205th St. to .end of cul-de-sac) for the second Monday in April. at 9 P.M, Clay,. Jensen, Sullivan, Ilnond and Friedges "aye", motion .carried. Verne Novotny requested information regarding an alley that had been vacated and what could be done regarding a sewer line that serviced two houses.. He was advised that when the alley was vacated, the property reverted back to the property owners,. T sewer problem would have to be handled by the property owners. The.. council told them they probably would not be charged a hookup fee but would have to bear all costs as to 'repair of streets. The hearing on the Holyoke Ave. project was opened.. Mr. Farrell advised the .council to continue this hearing until the first meeting in April but to proceed with the hearing tonight... The reason for this was that the property owners had not been notified within the legal time limits. Marie Heller and Lenny Gephart were present for the hearing Mr. Frigaard gave a resume. of this pro~eet He felt that the costs would be approximately 10% higlz~r than what had been suggested at the hearing two years ago. (1) ~ • .Y VILLAGE OF LAKEUILLE:COUNCIL MEETING MARCH 13~ 1972 Mr. Tom Sloan of the Northern States Power Company, explained what had transpired at the last hearing: The. cost for the installation of each lite would be approximately $1,000 per standard and. would e city owned. He advised that if the Village would like to install hi-pressure~~°~i~es instead of the-mercury vapor street lites, they could double the lite output. 72.155 Motion by Friedges seconded by Clay to continue this hearing until April 3rd at g P.M.' Jensen, Sullivan,. Emond, Friedges and Clay "aye", motion carried.. The council was advised that Mr. Pulscher felt that the lights should be assessed. on a fr©nt foot. basis. Mr. Laddusaw presented his revised preliminary plat for Dakota Heights 2nd Addition.. This was changed due to the request for park land in Suburban Acre: which would tie in with this addition." Mr. Laddusaw was advised to place a cul-de-sac. at the end of Txonia Ave. 72.156 Motion by Sullivan seconded by Friedges to approve the revised preliminary p3at for Dakota Heights 2nd Addition. Sullivan, Emond, Friedges, Clay and. Jensen "aye", motion carried. 72.157" Motion by Clay seconded by Emond to authorize the engineer to do a storm drainage study on this area with the cost to be paid by the developer. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. Mr. Laddusaw .requested that the council consider having the hearing on the=preliminary plat instead. of at the final plat. 72.158 Motion by Emond seconded by Friedges vo authorize the engineer to prepare the plans fora 2 stall extension to the fire barn. Friedges,, Clay, Jensen, Sullivan and Emond "aye", motion carried.' Various pieces of correspondence were presented to the Council. .72.159. Motion by Emond seconded by Sullivan. to accept the plans and specs-for Clay's .Acres and Howland Ave. and to set the letting date for April 7, 1972,'at 2 P.M. This is project X72.1.
