Present; Friedges, Clay, Jensen, Sullivan and Ea~ond. Also present; Pat Farrell, Village attorney and Robert Frigaard, Village engineer. 72.16U Motion by Clay seconded by Sullivan to approve the minutes of the March 13, 1972, meeting as corrected.. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion. carried. 72.161 Motion by Friedges seconded by ~a©nd to pay the Liquor Store claims, ~F25~# thru 4296 in the amount of ~26,2?5.25 and. checks 482 thru 512, in the amount of X5,874.27. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. 72.162 Motion by Bmond seconded by Friedges to pay the claims against the Village with the exception of cheek #x'($67. .(Checks 7828 thru 7879 in the amount of ~~fl,17C.89 and payroll cheeks 422 thru 45o and 414, 451 thru 454 in the amount of X16,872.40) Jensen, Sullivan, Emond, Friedges and Clay "aye", motion carried. The dater & Sewer minutes for March 15, 1972, were resented.- The metro sewer contract was held over until April , 1972.. Mr. & Mrs.. Richard Whittier asked the council if some~ng coulei be donee to keep heavy construction equipment off .the street in front of their home on Hughes Ave. This street has not been taken Overby the Village and is in terrible shape. It was felt that the contractor should maintain this street and the Whittlers were informed that there wi11 be a public hearing on street improvements on this street the lath of April. Mr. Frigaard presented his bid tabulation on Trtu~k Sewer Replacement line. List of bidders attached. $e advised the council that Fischer Constreution Co. was low bidder and recommended they take this bid.. 72.163 Motion by Friedges seconded by ~mond to accept these bids. .Sullivan, F.~c3nd, Friedges, Clay and Jensen "aye", motion carried. 72.164. Motion bq Clay seconded by Friedges tc> award the bid to Fischer Construction Co. Bid was ~64,669.ofl. Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. Paul Oxley .reported to the Council on the Civil Defense ~uergency Plan. He also requested some funding for attenda.ng a three dag school. 72.165 Motion by Ea~ond seconded by Jensen to authorize $2b expense money to attend the school plus mileage. Friedges, Clay, Jensen, Sullivan and E~nonel "aye:',..motion carried. A petition for street lights was presented by. LeRoy Martinson for lights 3.n Glenn Addition. 72.166 Motion by Esiond seconded by Clay to turn this matter over to NSP,for their proposals for lights in Glenn Addition. Clay, Jensen, Sullivan, Emond and Friedges "aye", motion carried. Mr. .Farrell reported to the council that there are seine problems on the .Fredrickson request for water & sewer. Mr. Fredrickson is willing to do the work at a much smaller cost than it could. be done by letting this out on bids but the matter of assessing benefitted property o~rners would have to be worked out., He said that the council could have a public hearing and serve notice on the property owners. Informal bids could be taken on the pipe and day labor could do the work. The total cost to be assessed against Mr. Fredrickson. He recommended that all property owners be asked to come in to work out an arrangement in, event they wish to hook on to the sewer: (1) ~ . Jensen,.Sullivan, Emond, Friedges and Clay Faye", motion carried.. 72.168 Motion by Emond seconded by Sullivan to table the franchise ordinance until the 3rd meeting in April. Sullivan, E,mond, Friedges, Clay axed Jensen "aye", motion carried. Hannon.: Emond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. George Grohosk asked the council what it thought of placing mobile homes on platted lots. He was advised to make application to the planning Com~desion. Mr. Curt Gunderson presented a petition against the proposed airport .:site from the Lakeville Concerned Citizens. 72.174 Motion by Fx°iedges seconded by Sullivan to accept this petition. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. Mr.~Jeusen advised that funds had been approved forthe purchase of the... Ritter..property. He said that an election would have°to be held to approve a :bond. issue for ill®,d4fJ which would be Lakeville's share for the purchase of the land. May g was suggested as the date for the eleetian and before that brochures would have to be prepared to advise the voters about, this bond issue: 72.171 Motion by Emond seconded by Clay to adopt this resolution determining the expediency of issuing general obligation park bonds, and calling an election thereon. Clay, Jensen,. Sullivan, Emond and Friedges "aye", motion carried. 72.172 Motion by Jensen seconded by Friedges to adopt the resolution sutharizing;the condemnation of the Ritter property for park and recreation purposes. Jensen, Sullivan, Emond, Friedges and Clay. "aye", motion serried. 72.173 Motion by Clay seconded. by Jensen to authorize the Urban Planning & Design Co. to prepare brochures on the Park bond issue at this time with the final approval of the proof to be by the .Village Council with the elelivery of the printed brochures to be by the 1~#th of April.. Jensen, 9u].livan, Emond, Friedges and , Clay "aye", motion carried. .The clerk was instructed to contact the school for. availability of dates fQr informational hearing-about the let of .May. 72.17+ Motion by Jensen seconded by Emond to authorize'the building committee and the engineer tc> start on the plena & epees for a ma,intenax~ee bui~.ding. <E~nond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72.175 Motion by Emond seconded by 3ensen to set up a meeting with Mark Hurd Aerial Surveys to disease the possibility of having a survey done of Lakeville. Friedges, C1sy, Jensen, Sullivan and Emond "aye", motion carried. 72.176 Motion by Clay seconded by Sullivan to have the traffic engineer study the possibility of lowering the speed limit 'to 35 miles per hour on the portions of county reads as shown on the attached map. MARCH 20,.1972 72.177 Motion by Claq seconded by Jensen to .authorize the engineer to request a R.R. signal on Holgoke Ave, from the State Highway Dept. Jensen, Sullivan, Ernoad, Friedges and Claq "aye", motion carried. 72.178 Motion by Sullivan seconded bq Emond to contact the countq and request traffic signals on Holyoke Ave. and Countq Road #7~. Sullivan, Emond,` Friedges, Claq and Jensen "aqe", motion carried. A letter from the Sts,te Dept. of Highways regarding the access to Marrinan Park was read. The Clerk was instructed to write sand tell them that the Village still wants. the. access permit. 72.179 Motion by Claq seconded bq Friedges to set .the board of equalization meeting for the 2gth day of June starting at ~+P.M. Emona, Friedges, Clay, Jensen and Sullivan...".aye", motion carried. 72.18U Motion bq Sullivan seconded by Emond to instruct the clerk to send a letter to the Plann3.ng Commission recommending that the Planning Commission give a formal approval of the Village projects as listed-in the attached letter from Mr. Farrell. Sullivan and Emond "aqe"', ~tioa carried. 72.181 Motion bq Sullivan seconded by Clay to follow Mr. Farrell's recommendation for the collection of NSF checks which is as follows: 1. a formletter under the attox~n.eq's name 2. have the police. collect local cheeks 3. get a bill collector for third phase of collection Claq, Jensen, Sullivan, Emoad and Friedges "aqe", mention carried.
