Pledge of allegiance followed. .Present; Friedges, Clay, Jensen, Sullivan and F.~mond. Also present; Osmun Sprinsted, finaa~cial consultant and Robert Frig~.ard Village engineer. .72.199 Motion by Friedges seconded by Sullivan to approve the minutes of the April 3, 1972, meeting as read. Friedges, Clap, Jensen, Sullivan. and E~aond "aye", motion carried. The building inspector's report for March, 1972, was presented. Mr. Leonard Bentson asked the council if they would approve a permit to move a building from the Weichselbaum property to Antler's Park. He will allow the fire dept. to burn the remaining buildings. 72.240 Motion by Clay aceonded by Sullivan to authorize the burning of the buildings sub3ect to a letter from the PCA and written permission for the burning of these buildings from the owner. Clay, Jensen, Sullivan, Fond and Friedges "age", motion carried. 72.cC1 Motion by Friedges seconded by Clay to authorize a ~5~ earne.~t m©neg check for the Ritter°;property. Authorization is also given for Mr. Farrell and Gene Jscoti~sc~n to work up the description of 13 acres to be reserved for Mr. Ritter. Jensen,. Sullivan, H~aond, Friedges and Clay "aye", motion carried. 72.242 Motiaa by Clay seconded by ~mond to authorize the purchase of the playground equipment as listed on the attached list with the cost not to exceed these figures. Sullivan, Emond, Friedges, Clay and Jensen "aye", motion carried. The clerk was .instructed to notify the Park & Rec Committee tca bring in a recommendation for planting of trees in the 70 sere park this spring. Osum Springsted presented the proposed bond resume to the Council. He explained that this bond could be refinanced in 1982. This bond project will cover the 72.1 and 72.2 (Clay Acres and Iberia Ave.)Copy of folio in file. Mr. Springsted felt that it would be to the advantage of the Village to try to get a SA,A rating. A charge of ~6t)G would have to payed for this. 72.2tJ3 Motion by Sullivan seconded by Friedges to authorize Springsted Inc.. tca secure the bond rating. Fond, Friedges, Clay, Jensen and Sullivan "aye", motion carried. 72.2G~+ Motion by Eland seconded by Sullivan to adopt the proposed bond resolution,. changing the time to 8 P.M. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. The hearing on Hughes Ave. was opened=at 9 P.M. A list of interested property owners is attached. l~r Frigaard gave a brief resume of this pro,~ect. Mrs.. Richard Whittier asked how this project would be assessed as they have a home on a corner and could possibly be assessed on two different pro,~ecte for street imrpovements. The council felt that some policy w11 have to be worked out for future assessments of corner lots. 72.2Q5 Motion by Sullivan. seeo~.~.ed by Eaaand to order this pro3ect and authorize the engineer 'tca prepare the plans and specs. C1ay,~ Jensen, Sullivana, Edmond and Friedges "aye", motion carried. The Council discussed the payment of Hud expensed it was decided that these should be payed out of the Park Fund. 72.2G6 Motion by Friedges seconded by Clay tca accept the bids fear Clay Acres. Jensen, Sullivan, E~onci, Friedges and Ciay "aye", motion carried. 72.207 Motion by Friedges seconded by Sullivan to follow the. recommendation of the engineer and award the bid to the low bidder, Hoffman Bros. whose bid was ~332~G3o.n8 and authorize the engineer to prepare the contracts.. Sullivan, Rmond, Friedges, Clay and Jensen "aye", motion carried. Brad Johnson informed the council that the heirs of Leo Aronson had decided that they did not care to pay for having the replacement sewer moved further over. He informed the council that the aucticr~ for the sale of the equipment would be .May 13 and 1~# and they-would like to have everything i.n goad shape :for this. 72.2 Motion by Jensen seconded by Emond to install~replacemerat street signs where needed and have signs installed in old plats. Friedges, Clay, Jensen, Sullivan and Emond "aye", motion carried. 72.214 Motion by Su.lliean seconded by Friedges to grant Thomas LeJeune a permit far the Lakeshore improvement.' Clay, Jensen, Sullivan, EaQOnd and F'riedges "aye", motion carried. 72.211 Motion by Sullivan seconded: by Clay -tc> approve the duplicate cheek for Peter Friedges in the amount of X85.32 to replace check #x+29 dated March 15, 1972. Bond requirement will be r~aived. Jensen, Sullivan,.Emond, Fredges and Clay "aye", motion carried. 72.212 Motion by Clay seconded by Sullivan to follow the attorney's recommendation and have the Plazuing ComZni.ssion c©nsider the proposal of the County Surveyor with respect to the reviewing of all plats-under a plat checking program..'... Sullivan, Emond, Friedges, Clay and Jensen "aye", motion. carried, The fire departaie~t and the council discussed .the addition to the building for fire dept. purposes. The fire dept.- representatives wi11 come back on May lst with a definite proposal. 72.213 Motion by Clay seconded by Priedges to :.use the Village equipment to sweep the school parking lot and charge ~l0 per hour to cover expenses. Emond, Friedges, Clay, Jensen and Sullivan "age",.motion carried. Various other matters were discussed by the council. Motion to ad~oura by Emox~d seconded by Sullivan carried unan3.mously.
