Planning Commission Work Session
Thursday, September 21, 2000

Present: .Chair Drotning, Sharon Kot, David Bellows, Laurie Rieb and Wendy
Wulff.
Absent: Bruce Skipton and Jerry Comer.
Staff: City Administrator, Robert Erickson, Community and Economic
Development Director, Arlyn trussing, City Planner, Daryl Morey,
Associate Planner, Frank Dempsey, and Attorney Matthew Brokl.
Chair Drotning called the work session to order at 6:45 p.m.
On Thursday, September 21, 2000 the Planning Commission held a work session to
which representatives of Fleet Farm were invited to discuss their plans to install
storage racks on their site adjacent to single family residential and 170t" Street. The
meeting was attended by Tom Green, Jerry and Brad of Fleet Farm and also Bruce
Buxton, Fleet Farm's consulting engineer.
i The storage racks are proposed by Fleet Farm to be located 5 feet from the north
property .line and 10 feet from the east property line and anchored to a concrete slab.
The storage racks would be open to the west and south. Staff provided an outline
memo that discussed a development history of the site. The memo also presented
planning and zoning issues raised by staff and suggested that the walls be constructed
of masonry. Drawings and photos were also submitted and prepared by Fleet Farm
as well as City planning staff.
Fleet Farm presented a written narrative outlining their proposal in response to the
staff report. The report also gave Fleet Farm's perspective on the development history
of the property. Fleet Farm stated their plan to construct the storage racks would allow
them to store additional. product on site and additional .product within covered shelters.
Fleet Farm did not want to construct the walls with frost-footings as this would increase
the cost of construction. They also do not want to construct the walls to meet the
minimum 30 foot setback requirements as this would reduce their outside storage
area. Staff is concerned with the wind load on the anchored fence and, in the event of
high winds, the close proximity of residences to potential airborne debris.
City staff expanded on the development background of theFleet Farm property including
the City's approval of the site development in 1985 as part of a Tax Increment Finance
project. The residents immediately east of Fleet Farm had long complained about the
lack of screening between Fleet Farm and their properties. In the late 1980's, the City of
Lakeville pursued an effort to install screening along the east boundary line. Fleet Farm
cooperated and shared. the cost of landscape installation with the City.

In the 1990's, Fleet Farm received approval for an automatic car wash and parking lot
modifications and an entrance onto 170th Street. Fleet Farm also submitted sketch
plans for a new 5,000 square foot convenience store on the property in the area of the
existing fuel facilities lot. The development would have been subject to the newly
adopted fuel facilities development ordinance. Fleet Farm decided not to pursue the
convenience store plans further.
The Planning Commission stated that development regulations and standards have
increased significantly since the Fleet Farm site developed was approved in 1985
including increased screening requirement adjacent to residential properties; increased
on-site landscaping requirements; increased architectural requirements and; maximum
impervious. surface allowance of 70% in the Crystal Lake Watershed District. Staff
followed by discussing the significant number of high quality commercial developments
planned. in the I-35 corridor that would be developed under the current standards
noted earlier.
. The Planning Commission suggested that Fleet Farm submit amended plans that
address the concerns raised and that meet current Lakeville development standards
including minimum setbacks, masonry walls with footings and increased landscaping.
Fleet Farm stated that they would consider the issues raised by the Planning
Commission and thanked them for their time.
Community arid Economic Development staff will forward copies of the "Tuesday Night
Council Meeting" video to each Planning Commission member to watch at their
convenience with discussion at a future Planning Commission Meeting.
The work session was adjourned at 7:30 p.m.
