Staff: Community and Economic Development Director Arlyn trussing and' City Planner Daryl Morey. Chair Drotning called the work session to order at.8:20 p.m. Staff presented. sketch :plans for several proposed attached townhouse projects 'and stated that the developers of these projects have had some difficulty meeting the RM-1 District requirement of a maximum of two townhouse buildings or six ...units per side on a dead end private drive. This is especially true in' environmentally sensitive areas where wetlands, teep slopes and/or tree stands. affect the design of the townhouse development. Staff suggested the possibility of limiting the number of townhouse units on a private drive to twelve, but not specify a maximum number of units per side. The Planning-Commission agreed that the RM-1 District standards were created to require public, not private, streets. Dead end private drives were seen as acceptable, provided they were limited in number and in length.. The current wording limits the length of the private drive and requires that it be a dead end. A longer access or a through access must be a public street. The Planning ..Commission pointed out that a public street can be reduced in width by conditional use permit. The Planning Commission also pointed out that the Central Area is zoned. PUD and flexibility from the design standards is allowed in environmentally sensitive situations. The Planning Commission recommended no change to the wording of the existing ordinance. They agreed to review and discuss this issue as part of their review of the entire Zoning Ordinance in 2002, as mandated by the City Council The work session was adjourned at 9:10 p.m. spectfuily submitted, Daryl. rey, .City nner ~
