HomeMy WebLinkAbout02-04-99 City of Lakeville PLANNING COMMISSION MEETING MINUTES February 4, 1999 The February 4, 1999 Planning Commission meeting was called to order by Chair Drotning at 6:00 p.m. in the City Hall Council Chambers. Roll call of members was taken: Present: Kot, Drotning, Wulff, Alternate Commission Member Skipton, Ex-Officio Commission Member Bellows. Absent: Rieb. Staff Present: Daryl Morey, City Planner; Ron Mullenbach, Associate Planner; Frank Dempsey, Associate Planner; Andrea McDowell Poehler, City Attorney; and Donna Quintus, Recording Secretary. The minutes of the January 7, 1999 Planning Commission Meeting were approved as submitted. ITEM 4: ANNOUNCEMENTS City Planner Daryl Morey reminded the Commission of the upcoming Joint City/County Planning Commissioners Meeting where presentations will be made by representatives from MnDOT Access Mana~ment, the Dakota County Plat Commission, and City Planning and Public Works staff regarding linking land use planning and transportation decisions. The seminar is scheduled for Thursday, February 11, 1999 from 6:30 p.m. to 9:00 p.m. at the Western Service Center. ITEM 5: PUBLIC HEARING: ZONING ORDINANCE AMENDMENT: R-2A DISTRICT Chair Drotning opened the public hearing for consideration of the City's request for an ordinance amending Title 11 of the Lakeville City Code (Zoning Ordinance). City Planner Daryl Morey attested that the legal notice had been duly mailed and published as required by state statute. Associate Planner Ron Mullenbach presented an overview of a proposed ordinance amendment that will add an R-2A Single Family Residential Zoning District to Title 11 of the City Code, the Zoning Ordinance of the City of Lakeville. The 1998 Strategic Growth Management Task Force and the 1998 Comprehensive Plan Update for the City of Lakeville recommend the establishment of a new zoning district for reduced single family residential lot sizes in areas of the City where there are no environmental constraints, such as heavy tree cover, wetlands, steep slopes, etc. It is believed that the new zoning district would accommodate more affordable new single family housing developments within the City, while providing more efficient land consumption patterns. Associate Planner Mullenbach reviewed each section of the zoning ordinance that would be affected by the proposed amendment. Mullenbach presented a map Planning Commission Meeting Minutes February 4, 1999 Page 2 recommended by the Strategic Growth Management Task Force showing sites within the City that would be considered for the R-2A zoning classification. Commissioner Wulff questioned why setback requirements from abutting major collector arterials are not listed in each district. Staff responded that the language proposed for each district is consistent with the current format of the Zoning Ordinance. Commissioner Wulff recommended that a definition for "Buffer Lots" be included as a part of the proposed ordinance amendment. Staff responded that they will review Commissioner Wulff's recommendations with NAC to determine if these changes should be made as a part of the proposed amendment or if it would be more appropriate to address these issues as a part of the overall Zoning Ordinance update process to be completed in 1999. There were no comments from the audience. 99.07 MOTION by Kot, Second by Wulff to close the public hearing at 6:50 p.m. Roll call vote was called on the motion. Ayes: Kot, Skipton, Drotning, Wulff. • Nays: 0. Chair Drotning indicated that he was a member of the 1998 Strategic Growth Management Task Force and discussed the rationale for the committee's support for reduced single family lot sizes. The proposed district will offer smaller single family lots and reduced setbacks that will provide more efficient development patterns and more affordable owner-occupied housing opportunities. 99.08 MOTION by Kot, Second by Skipton to recommend to City Council approval of an ordinance amending Title 11 of the Lakeville City Code, the Zoning Ordinance of the City of Lakeville, as proposed in the January 28, 1999 Planning Report and to direct staff to review: 1) adding a definition for "Buffer Lots"; and 2) adding setback requirements from major collector and arterial streets within each specific zoning. Roll call vote was called on the motion. Ayes: Skipton, Drotning, Wulff, Kot. Nays: 0. Associate Planner Mullenbach indicated that staff is recommending an amendment to the Subdivision Ordinance of the City of Lakeville, Title 10 of the City Code, to require a minimum lot depth of 150 feet for double frontage lots to be consistent with the proposed Zoning Ordinance amendment. • Planning Commission Meeting Minutes February 4, 1999 Page 3 i 99.09 MOTION by Skipton, Second by Wulff to recommend to City Council approval of an ordinance amending Title 10 of the Lakeville City Code, the Subdivision Ordinance, subject to the approval of the proposed amendment that would add an R-2A Residential District to the Zoning Ordinance. Roll call vote was called on the motion. Ayes: Drotning, Wulff, Kot, Skipton. Nays: 0.
