PLANNING COMMISSION MEETING MINUTES
March 18, 1999
The March 18, 1999 Planning Commission meeting was called to order by Chair
Drotning at 6:00 p.m. in the City Hall Council Chambers.
ROII call of members was taken:
Present: Kot, Moates, Drotning, Rieb, Comer, Wulff, Ex-Officio Commission Member
Bellows.
Absent: None.
Staff Present: Michael Sobota, Community and Economic Development Director; Tim
Hanson, Assistant City Engineer; Andrea McDowell Poehler, Assistant.
City Attorney; and Donna Quintus, Recording Secretary.
The minutes of the February 18, 1999 Planning Commission Meeting were approved as
submitted.
ITEM 4: ANNOUNCEMENTS: None.
ITEM 5: PUBLIC HEARING: 1999-2003 Capital Improvement Program
Chair Drotning opened the public hearing for consideration of the application of the City
of Lakeville for an amendment to the Capital Improvement Plan. element of the
Comprehensive Land Use Plan. Assistant City Attorney Poehler attested that the legal
notice had been duly published as required by state statute.
Assistant City Engineer Tim Hanson noted that the City's Capital Improvement Plan
(CIP) was reviewed at a City Council Retreat held on February 27, 1999. The City is
proposing changes from the approved 1998-2002 CIP to address the I-35/185t" Street
and 1-35/CSAH 50 interchanges improvements.
Assistant City Engineer Hanson provided an overview of the. proposed 1999-2003 CI P
and briefly described the following significant projects and/or major changes and in
accordance with the following proposed timetable:
1999
? Reconstruction of 202"d Street between Holyoke Avenue and Dodd Boulevard.
? .Heritage Commons bridge construction.
? Dodd Boulevard upgrade related to development of Heritage Square.
? Reconstruction/Upgrade of CSAH 5 between 170t" Street and CSAH 46.
? Construction of Ipava Avenue from the Lakeville Senior High School to the new
Lakeville Junior High School as a four-lane parkway.
? Cedar Avenue upgrade (likely to be constructed in 2000).
. 2000
? Begin construction Of I-35/185t" Street interchange.
? CSAH 46, east of Pilot Knob Road to City boundary.

? Reconstruction of CSAH 64 between Holyoke and Cedar Avenue.
? Conduct a feasibility study to determine the need for a satellite water treatment
facility in Fairfield Business Campus or expansion of existing facility.
2001
? Finalize I-35/185t" Street interchange construction.
? Construction of Well No. 15.
? City-wide pavement management project.
2002
? County Road 70 bridge reconstruction and realignment of Kenrick Avenue (provided
outside funding is approved).
2003
? I-35/CSAH 50 interchange reconstruction/realignment.
? Reconstruction of Dodd Boulevard from Heritage Commons to 185t" Street.
Community and Economic Development Director Michael Sobota and Assistant City
Engineer Tim Hanson responded to questions from the Commissioners and provided
clarification of the proposed projects and their relationship to land use.
There were no comments from the audience.
99.19 MOTION by Kot, Second by Wulff to close the public hearing at 6:55 p.m.
Roll call vote was called on the motion. -
Ayes: Kot, Moates, Drotning, Rieb, Comer, Wulff.
Nays: 0.
Sobota indicated that the Planning Commission review is to determine the consistency
of the CIP with the City's Comprehensive Land Use Plan. Community and Economic
Development staff have reviewed the proposed CIP document and. find it to be
consistent with the City's Comprehensive Plan Update.
99.20 MorioN by Rieb, Second by Wulff that the Planning Commission finds that the
proposed 1999-2003 Capital Improvement Plan is consistent with the City's
Comprehensive Land Use Plan and to recommend to City Council approval and
adoption of the City of Lakeville 1999 - 2003 Capital Improvement Plan.
Roll call vote was called on the motion.
Ayes: Moates, Drotning, Rieb, Comer, Wulff, Kot.
Nays:. 0.

Assistant City Attorney Andrea McDowell Poehler led the Planning Commission in a
training session regarding zoning, rezoning, and comprehensive plans. Ms. Poehler's

presentation included a brief review of the following: 1) the Municipal Land Use and
Metropolitan Land Use.Planning Acts which provides for the municipalauthority to plan;
2) the role of the planning :Commission related to the preparation and review of
comprehensive plans, zoning and subdivision ordinances, and rezonings; and 3) the
execution and implementation of the Comprehensive Plan.
ITEM 7. UNFINISHED BUSINESS: NOne.
ITEM 8C. 1998 Comprehensive Guide Plan Update -Metropolitan Council Review/Approval
Process
Community and Economic Development Director Sobota. indicated that the 1998
.Comprehensive Guide Plan Update, approved by the City Council on December 21,
1998, is currently being reviewed by the Metropolitan Council. Surrounding and
affected units of government concluded their 60-day review period on March 1, .1999.
City staff is currently drafting responses to the approximately 40 comments submitted
by governmental agencies such as the Metropolitan Airports Commission, Dakota
County, surrounding cities and townships, and Metropolitan Council. The responses to
comments will be reviewed by the City Council at a work session.
Sobota indicated that after the Metropolitan Council has given their final approval of the
new plan, the City has nine months to bring .its zoning ordinance into conformance with
the 1998 Comprehensive Plan Update. At their March 15, 1999 meeting, the City .
Council approved a Contract for Professional Services from Northwest Associated_
-Consultants, inc. (NAC) for the 1999 Development Regulations Update.
Sobota further indicated that the City Council also discussed the recently received
number of proposed townhome development proposals that would be consistent with
the proposed 1998 Land Use Plan, but are inconsistent with the current 1988 Land Use
Plana Because the current zoning ordinance does not address performance standards
and defined zoning district densities for low/medium, medium, medium/high and high
density residential land uses and related housing styles, the City Council directed NAC
to update the R-4, R-5, R-6, and R-7 zoning district standards for townhomes, condos,
apartments and other multi-family housing types as a priority. Completion is anticipated
within approximately 90 days.
There being no further business, the meeting was adjourned at 8:40 p.m.
