At 7:30 p.m., ..Planning Commission Vice-Chair Dennis Miller. welcomed residents,
property owners, elected and appointed officials, staff, and .other interested persons to the
East Rural Service Area neighborhod meeting.
Community and Economic Development Director Michael .Sobota discussed the current
rural service area planning process, indicating that the evening's meeting: was intended to
provide an opportunity for input and feedback on the proposed ultimate land use plans for
the area. He also discussed the development constraints, issues, and objectives involved
in planning ultimate land uses in the East Rural Service Area.
• Planning Consultant Alan Brixius discussed the history of planning activities in Lakeville
since incorporation of the Village and Township in 1968. Revision. of the comprehensive
guide plan in 19.68 prompted-the development of the City's first Subdivision and Zoning
.Ordinance, as well as the City's first Comprehensive Sewer Policy Plan. In 1980,. the City.
for .the first time. developed comprehensive plans for parks/trails, transportation, water
systems, and storm drainage.
Planning -Consultant Brixius.. also. discussed the role of the Metropolitan Council in
Lakeville's planning activities. The Met Council controls four.. major regional
systemslfacilities: 1) sanitary sewer, inc}uding regional interceptor lines and waste :water
treatment plants; 2) transportation system; 3) aviation/airports; and 4) regional parks,
including Murphy-Hanrehan.
The City's comprehensive. guide plan update process will include: 1) .research and the
development of a comprehensive inventory report; 2) a planning tactics reports, including
interviews of neighboring units of government; 3) ultimate land use plans for the rural and
urban service areas, which is currently underway; and 4) the development of urban
service area plans; and 5) the development of objectives and policies.
City Engineer Keith Nelson discussed the: Metropolitan Urban Service Area history and
related policies, the sanitary sewer plan. expansion. areas map, and Dakota County
Transportation Plans.

Planning Consultant Brixius discussed existing infrastructure in the northeast area of the
City, the 50-year Transportation Plan and its influence on Land uses, development
constraints, land use objectives and ultimate land use plans for the East Rural Service Area.
Planning Consultant Brixius discussed the staging of development east to west along the
existing Apple Valley interceptor sanitary sewer. The Urban Reserve area is intended fore
ultimate urban- development, with gravity sanitary sewer extending out of Farmington.
Sewer is not likely to be extended into the. Urban Reserve area until after 2020,. the scope
of the current plan update.. The sanitary sewer plan recommends utilizing existing
infrastructure investments before construction of new facilities.
Planning Consultant Brixius identified the goal of greater housing diversity and life-cycle
housing to support employment bases, like Airlake Industrial Park. The higher density
residential development should be kept close to commercial. areas and higher functional
classification streets and not adjacent to existing single family. development. This strategy
was used in the Cedar/Dodd area in 1990 when the guided uses for that area were
adopted.
.City Engineer Nelson stated that gravity sanitary sewer lines serving the urban reserve area
will be extended east to west. City Engineer Nelson also discussed the County
Transportation Plan, including plans for Pilot Knob Road, Cedar Avenue, .and County Road
46. Pilot Knob Road will be upgraded from 170th Street south to Highway 50 in 1998.
Most of this construction will occur in Farmington and must be .completed before .
construction begins on Cedar Avenue. Cedar Avenue is slated for expansion to four-lanes
south of Dodd Boulevard to Highway 50 in 1999, with possible completion in 2000..
dim Ostenson, 7808 Creekridge Cir. #310, Bloomington asked why land adjacent to the.
Central Business District is not in Expansion Area A and whether the City could influence
the staging. City Administrator Bob Erickson presented an area covering 800+ .acres
within the MUSH which is adjacent to the CBD that the City .has identified for residential
development to support the Town Square area. The area includes the future expansion of
Ipava Avenue as a north-south collector. This area seems to be the most logical location
for the next stage of residential growth. .City staff is recommending: that in 1999, Ipava
Avenue will be built as a two-lane rural section from 185th Street south to the existing
facility. The parkway will be constructed as private development occurs.
Don Patton, 3459 Washington Drive, Eagan. asked why .the trunk sewer system was not
shown on the Expansion Area map. Planning Consultant Brixius. responded. that his
suggestion was duly noted.
Planning Consultant Brixius discussed the planning process being utilized by the City.
Systems plans are already in place, such as the comprehensive sewer policy plan, storm
water managementplan, parks and open. space plan, etc. Upon completion of ultimate
land use plans for the rural service area, the Planning Commission wilf hold a .public
hearing to take public comment before making recommendations to City Council

Colleen Ratzlaff-LaBeau, 8356. - 190th Street asked whether lot sizes are proposed. to be
reduced. Planning Consultant Brixius indicated that implementation questions, such as
minimum lot sizes, would be adressed upon completion of the ultimate land use plans.
Don Patton, 3459 Washington Drive, Eagan asked whether alternative housing styles and
densities .would be made a part of the City's plans due to changing demographics.
Planning Consultant Brixius noted that the proposed ultimate land use plan does reflect
preferences for varying housing types, while remaining. sensitive to existing land uses and
single family neighborhoods. Mr. Patton pointed out and Community and Economic
Development Director Sobota noted that there are some areas currently zoned for single
family development that may be appropriate for medium or high density residential uses as
shown on the proposed plan.
David Segal, 11900 Wayzata Boulevard, #208, Minnetonka asked whether the Urban
Reserve area will be available for rural residential development. Planning Consultant
Brixius noted that the current policy is to limit unsewered lots to a minimum of 1 O acres.
Land uses in the interim must also facilitate ultimate urban design. Clustering will be
explored as a policy in .this area. Community and Economic Development Director
Sobota .added that. most of this area was eligible for the .State Agricultural Preserve
program.
Colleen Ratzlaff-LaBeau, 8356 -.190th Street asked whether smaller lot .sizes will be
considered. Community and Economic Development Director Sobota stated that the City
Council has advocated the 100' minimum frontage in the past. The issue can be raised in
later stages of theplanning process.
Sean Regan, Airlake .Development, Inc. asked whether the city was designating so much
area for high density .residential development to decrease the average unit value in
Lakeville to meet Livable Community Goals. City Administrator Erickson responded that
the City's efforts. in the past, including the residential. subdivision moratorium, have
actually raised the average unit value. Changes in housing styles occur due to changes in
demographics. Variety in )and use designations will facilitate changing housing style
preferences in the future.
Marilyn Hadfield, 18851 Dodd Boulevard asked how many lots are currently available for
new home construction in Lakeville. Community and Economic Development Director
Sobota presented the Current' Development Projects report. Current conditions, as of
)anuary 9, 1998, are as follows

Pat Messinger, 16475 Gerdine Path W. asked why the City is proposing a concentration of
densities in the Valley Park area. Community and .Economic Development Director
Sobota indicated that hydric soils conditions restrict typical single family .residences with
.basements. The transportation. corridor of Pilot Knob Road is also appropriate for the
location of higher densities.
Marilyn Hadfield, 18851 Dodd Boulevard asked what the definitions for the various
densities are. Planning Consultant Brixius indicated that low density = 0-4 du/acre,
medium density = 4-10 dulacre, and high density = 10+ du/acre.
Colleen Ratzlaft-LaBeau, asked whether there are currently any plans to upgrade Highview
Avenue from Dodd Boulevard south to 195th Street. Community and Economic
Development Director Sobota responded that the extension of Ipava Avenue from 185th
Street to the high school to parkway standards is identified in the 50-year Transportation
Plan. The City Capital Improvment Program proposes the construction of Ipava Avenue in .
the next 5 years to relieve traffic levels on Dodd Boulevard.
Don Patton, 3459 Washington Drive, Eagan noted that not all medium. density residential
development is necessarily low income.
Tom Hoffman, .8315 - 190th Street W. asked whether roads will be constructed through
the Urban Reserve area. Community and Economic Development Director Sobota stated
that. typically roads would not be constructed due to the lack of need, except for specific
cases like Cedar Avenue. Planning Consultant Brixius stated that the transportation plan
identifies transportation system needs early, but does not establish a timeframe for
construction.
Kip Sander; 7725 - 200th Street W. asked what the criteria for a park search area is and
whether there were plans for constructing drainage ponds in the area. Community and
Economic Development Director Sobota stated that the parks and open space plan
identifies criteria for size, location, and types. of parks. Attempts area also made to co-
locate parks with school. sites. Park and Recreation :Advisory Committee member Pat
Messinger indicated that neighborhood parks are typically one-half to three-quarters of a
mile from each neighborhood. as identified in the Parks and Open Space Plan. City
Engineer Nelson presented the storm water management plan, which identifies areas for
storm water ponding and water quality .treatment areas and addresses stormwater
management capacity issues.

reviews Farmington's land use plans when developing the plans for the East Rural Service
Area. Planning Consultant Brixius noted that the plans had been reviewed.

Dear Mr. Mullenbach:
I received the City notice regarding the January 28th meeting for purposes of discussion of
the Comprehensive Plan Update as it applies to the east rural service area. I have another meeting
• at the same hour in Inver Grove Heights and will not be able to attend. However, I wish to make
some written comments about the documents that you sent me, as follows:.
1. It appears .from the map that I received that my land, which consists of
approximately 80 acres lying south of Dodd Road and west of Holyoke and 40
acres lying south and west of the first tract are designated as an area in Expansion
Area B which means no development until the year 2010-2015 while all of the
other land in the general area not presently within the MUSA line is planned for
development in Expansion Area A {2005-2010). I certainly .hope I'm either
misreading .the map or that an error was made and that in fact my land is .also
included in Expansion Area A.
2. I note that all of my 1.20 acres is shown as low density residential. In two recent
meetings I have attended, .your City Administrator, Robert .Erickson, spoke at
length at each meeting to the effect that it was his intention that 185th Street be
upgraded and extended in the near future across the City of Lakeville to
Farmington and perhaps beyond all the way to Hastings. His precise comments,
which I made note of, were that "There won't be any. $250,000 houses built on
185th Street in the future." If Mr. Erickson is correct, and i assume that he is, my
land should not be guided. for a purpose which will have no market. ,
3. The City has acquired a large tract of land immediately west of my 80 acre parcel
and north of my 40 acre parcel and has developed the property into a community

park with a number of ball fields, etc. I know from experience that a park with ball
fields, lights, noise, etc. does not lend itself well to a single family home
development where the residents are looking for peace and serenity.
4. Probably the best use of my land in the future at which time it will be bisected by a
busy cross county highway and adjacent to a large community park will be for
multiple residential development of townhomes or condominiums with perhaps.
some single family residential areas and perhaps some commercial areas at the
intersection of Holyoke and 185th Street.

At 5:00 p.m., Planning Commission. Chair Laurie Rieb welcomed residents, property
owners, elected and appointed officials, staff and other interested persons to the
Northwest Rural Service Area meeting.
Community and Economic Development Director Sobota discussed the current rural
service area planning process, indicating that the afternoon's meeting was .intended to
provide an opportunity for input and feedback on the proposed. ultimate land use plans
for the area. He also discussed the development constraints, issues, and objectives
involved in planning ultimate land uses in the Northwest Rural Service Area.
Eugene Thompson, 12341 163rd Street W. questioned why the time of the meeting was
i so early and whether it was intended to prohibit the majority of residents from attending
the meeting. Community and Economic Development Director Sobota. related
alternative. methods of participation for those who could not attend the meeting,
including written and telephone communication. Mr. Sobota indicated that it was the
intent of the City to provide an open process.
Planning Consultant Alan Brixius discussed the history of p arming activities in Lakeville
since incorporation of the Village and Township in 1968. Revision of the
comprehensive guide plan. in 1968 prompted the development of the City's .first
Subdivision and Zoning Ordinance, as well as the City's first Comprehensive Sewer
Policy Plan. In 19.80, the City for the first time. developed comprehensive plans for
parks/trails, transportation, water systems, and storm drainage.
Planning Consultant Brixius discussed development constraints in the Northwest Rural
Service Area including: hydric soils; wooded areas; floodplain; steep slopes; multiple
purpose trailways; linear. parks; and .the transportation system. Planning Consultant
Brixius noted that staff is recommending a Rural Residential designation for the majority
of this area with a density of one dwelling unit per ten acres. In addition, the Deer Park
neigfiborhood is proposed to be rempved from the 2010 Metropolitan Urban Service
Area (MUSH). .Sanitary Sewer would not be extended into this area until at least after
2020. The Orchard Lake Elementary site is proposed to be brought completely within
the MUSH. The YMCA camp and Trinity Evangelical Free Church properties .are
proposed for public/semi-public ultimateland uses, consistent with the current use.. of
the properties.

Roger Hokanson, 16040 Judicial Road asked whether the proposed ultimate land use •
plan for the Northwest Rural Service Area is consistent with Burnsville's land .use plans
for the area immediately to the north. Planning Consultant Brixius indicated that -similar
development constraints and public opinion existed immediately to the north in
Burnsville and that Burnsville officials have proposed rural residential land uses for the
area.
Dan Anderson, 16265 Lynch Path asked whether Lakeville's plans could be vetoed or
overruled by the .Metropolitan Council or any other governmental agency: Planning
Consultant Brixius noted that it is highly unlikely that the Metropolitan Council would
reject plans designating this area for rural residential land uses.
City Engineer Keith Nelson presented background information. on the MUSH boundary,
the Expansion Areas map, and the adopted Comprehensive Sewer Policy Plan. The
Expansion Areas are based on a 5-year supply of developable Land. When the city gets
to a point at which it contains less than a 5-year supply of developable land, the next
expansion area will be either incrementally or entirely brought into the MUSH.
Eugene Thompson, 12341 163rd Street W. asked staff what the current charge on his
water bill was for if he was not paying for sanitary sewer service. City Engineer Nelson
indicated that residents in the area are charged a stormwater utility fee, and not a fee for
sanitary sewer. The fee is used for water quality programs for lakes and ponds.
Brian Knoch, 16499 Judicial Road asked why. the MUSA boundary cut through his
property. Community and Economic Development Director Sobota replied that the
MUSA boundary should follow along parcel lines. No amendment to the MUSA
boundary was proposed other than the expansion of the MUSH to include all of the
Orchard Lake Elementary School site and the removal of the Deer. Park subdivision
area. Mr. Knoch was invited to come forward after the meeting to get a closer look at
the zoning map to determine, if in fact, the boundary did cut through his property.. Mr.
Knoch indicated that he would like to have his entire property located outside the
MUSA boundary.
Walt Sternberg, 16720 Klamath Trail, who. owns property in the Deer Park
neighborhood, indicated that he would like his property to remain inside the MUSA.
Community and Economic Development Director responded. that his comment would
be duly noted.
Brian Knoch, 16499 Judicial Road asked what the plans for County Road 46 are and if
there were plans to extend the road west of County Road 5. City Engineer Nelson
stated that it is unlikely that CR 46 will be extended west of CR 5 through Murphy-
Hanrehan Park. The connection has been taken out of the Dakota & Scott .county
Transportation Plans and is not expected to be put back into the plan. The Lakeville
City Council is strongly .opposed to any extension of CR 46 west of CR 5 and such
extension is not included in the 50-year transportation plan. Mr. Knoch asked whether
property owners could expect a change in the City's position relating'to CR 46 in the
future. City Engineer Nelson indicated that this was not likely. Rather, 185th Street and

CR 70 have been recommended by .the City as possible alternatives to CR 46 for
designation as an. east-west arterial
Dan Anderson, 16265 Lynch Path asked whether the .Metropolitan Couriei I could
overrule .Lakeville and Dakota County and extend CR 46 west of CR 5. 'City Engineer
Nelson indicated that scenario is highly unlikely due to the Lakeville City Council's
strong stance against such an extension. City Administrator Bob Erickson added that
.Murphy-Hanrehan Park is included within the Regional Park System under the
Metropolitan Council's. jurisdiction. As such, the Metropolitan Council is likely to be
very protective of the park and .would not be in favor of extending an arterial
transportation route through its boundaries.
Dan Callahan, .15715 )udicial Road, Burnsville informed those present of the Dakota
County task force that is studying County Road 42. The task force has been studying CR
46 for possible extension. west of CR 5. Dakota-County will be hosting an' open house
on February 26th at the Galaxie Avenue Service Center in Apple Valley to discuss the
issue. Those interested were encouraged to attend and add input into the study.
Brian Knoch, 16499 )udicial Road asked how often the plan for the Northwest Rural
Service Area will be revised. Community and Economic Development Director Sobota
indicated that state law requires the City to review its comprehensive plan every 10
years following the December 31, 1998 deadline for the current plan update process.
Ella Foulkrod, 11033 181st Street W. asked what the plans. are for 185th Street..
.Community and. Economic Development Director Sobota discussed the acquisitions that
have taken. place for the future full diamond interchange .improvements at Interstate 35
and 185th Street. Scott County is currently two-thirds complete with its extension of
.185th Street west of Interstate 35. City Engineer Nelson stated that 185th Street may
ultimately be a four-lane minor arterial, but there are no plans for expansion in the next
five years.
Ms. Foulkrod also asked whether there were plans to bring sanitary sewer service to
Acorn Heights subdivision. Community and Economic Development Director Sobota
stated .typically. the City does not extend sanitary sewer services or other utilities. The
City reviews plans of private developers and the private developers actually construct
the infrastructure. .Public hearings would beheld by the City before development and
extension of utilities to the area as an opportunity for public comment. Since Acorn.
Heights. subdivision is inside the MUSH it will be included in the Urban Service Area.

Mike Gillen, 16600 )udicial Road asked what the status of construction of the trail is
along Klamath Trail. City Engineer Nelson stated that construction will ultimately bring
trails to Orchard Lake Elementary School. City Administrator .Erickson indicated that
Klamath Trail will continue to be a two-lane rural roadway.
Dean Undesser, 17685 )unelle Path .asked whether traffic will increase on CR 5 and
CSAH 50. City Engineer Nelson stated that traffic will certainly increase as a result of
increased residential development in Lakeville.. City Administrator Erickson. indicated

that the future upgrade of the. 1-35/185th Street interchange to a full diamond may
relieve traffic levels on CR 5 and CSAH 50. Land has already been acquired in the
southeast quadrant by the City for that purpose. Conditions at the state level indicate
that this interchange upgrade may receive funding in the upcoming legislative session.
Dan Smith, 11849 Knolls Path asked if the City has received any indication that railroad
service may return to the CP Rail line which runs through the Northwest Rural Service
Area. City Engineer Nelson stated that according to recent discussions with CP Rail
there currently are no plans to resume service on .the CP Rail line. However, there are
presently no plans by CP Rail to abandon this line either. City Administrator Erickson
indicated that the Lakeville City .Council is in favor of abandoning the rail line, but it
would be difficult for this to occur. Even if the current owners were to agree, other rail
companies would be extended an opportunity to purchase the line before it could be
abandoned.

.Offended. I own a acre in Deer Park and Z don't think
a public forum should be called to discuss the future
of my land with strangers. If a .change aas to be made
concerning my land , it should be discussed between ti7e
city and. me. I gay the taxes: on this land I have the
property rights. What Z want to t~se it for is my business,
;iy past exsperience with public- forums is that further
encumbrances are usually imposed on my property. The
trail in front of my house is a good example. People came
up to me and said because they were taxpayers they could.
put a trail in front of my ~ land.. I--, told them lets put "
it in front of your house and you can have 90 people
tuning across your driveway every day.
Of course I'm already mad at :you for"ldaying there are bluffs
on my land. The bluffs are near redwing and wabasha, these
are hills we .have here. Another variance required because
of your opinion.
Lets look at your past record, how much planning
have you included for the animals that your projects have
displaced? You take down the trees, replace them with ugly
houses .and complain about the burning of rainforests.
All I ask of you and my local goverment,.:.. that you •
leave me alone.

I am generally pleased with the proposed revision to the MUSA line (2020)
presented at our community meeting at .Orchard Lake Elementary on
January 28, .1998. I think you will find that many of my neighbors in the
"Northwest Area" share my feelings.

p g p y o the Northwest Area do not fit the mold
for "typical" suburbia. The City staff displayed a commendable amount of
sensitivity and "walk-a-mile-in-their-shoes" savvy, by not just leaving the
ivfUSA line per 1988 but moving it back. In moving the MUSA line, the
City is recognizing the severe topography of the "Northwest Area" and
that development of this area is unfeasible for the foreseeable future (20+
years) .
As I .mentioned to you at the. meeting, I would like to request one
additional revision to the MUSA Line (2020) in the "Northwest Area".
Currently, my wife and I homestead 3 contiguous parcels. Two of them are
outside the proposed MUSA line (2020} .and one of them is inside the
MUSA line (.2020). To avoid having the MUSA line bisect our.. property I
would propose that you move the line further south so that all of our
property is outside the MUSH line.
The parcel in question is PID#22-44300-011-00. It is the northern part of
Lakeview Gardens, Outlot 1. My neighbors: Eric and Sue Lund, owners of
the southern part of Outiot 1 also would like to remain .outside the MUSA
line. You should expect a similar request from them.
.Please see the attached map for Location of the proposed MUSA line .and
the parcel in question.
Justification for this change is straightforward. Outlot l has topography
and environmental features similar to the adjacent Deer Park area. Outlot
' 1 would also receive its access to sewer and water from the same source as
Deer Park (along Judicial Road}. The Deer Park area, which had. been
inside the 1988 MUSH line, has been shifted to outside the MUSH line
(2020). Thus, consistent application of this principle would call for Outlot
1 to also be moved outside of the MUSH line (2020}.
Additionally, Outlot 1 already contains a residence (The Lunds) with a
new (less than 3 years old} septic system. It is unlikely hat this system
will cause environmental problems _in the foreseeable future.. It is a fact,
however, that development of Outlot 1 is uneconomical.. The cost of
.bringing sewer and water/ subdivision to any part of Outlot 1 would be
far greater than any increase in value. This provides additional support
for moving the MUSA Line (2020} so that Outlot 1 is outside the MUSA.

We support the proposed revision to the MUSA line (2020) presented at our community meeting
at Orchard Lake Elementary on January 28, 1998 and appreciate. your efforts to move the MUSA
dine. We share the feelings of our neighbors, Brian and Debora Knoch, and would prefer that our
property remain outside of the proposed MUSH line (2020). The property in question is
property: LD #22-44300-0.12-00. It is the southern part of Lakeview Gardens, Outlot I. Our
neighbors, Brian and Debora Knoch, owners of the northern part of Outlot 1, would also like to
remain outside the MUSH Iine.
Our property contains a single residence and is not suited to further development. We have a
satisfactorily functioning: well with a .recently. replaced pump. Our septic .system is recently
constructed and meets or exceeds all current standards. We foresee no problem with this system,
so we have. no reason to expect to need city water or sewer services. In short we have no reason
to want our property within the MUSA line.

At 7:30 p.m., Planning Commission Secretary Dick Cecchini welcomed residents, property
owners, elected and appointed officials, staff and other interested persons to the Southwest
Rural Service Area. meeting.
Community and Economic Development Director. Michael Sobota discussed the current
rural service area. planning process, indicating that the neighborhood meeting was
intended to provide an opportunity for input and feedback on the proposed ultimate land
use plans. He also discussed the development constraints, issues, and objectives involved
in planning ultimate land uses in the Southwest Rural Service Area.
Planning Consultant David Licht discussed the history of planning activities in Lakeville
since incorporation of the Village and Township in 1-968. Revision of the comprehensive
guide plan in 196.8 prompted the development of the City's first Subdivision and Zoning
.Ordinance, as well as the City's first Comprehensive Sewer Policy Plan. Mr. Licht noted
that in 1980 the City, for the first time, developed comprehensive plans for parks/trails,
transportation, water systems, and storm drainage.
Planning. Consultant Licht .also .discussed the role of the Metropolitan CQUncil in
Lakeville's planning activities. The Met Council controls four major regional
systems/facilities: 1) sanitary sewer, including. regional interceptor lines and waste water
treatment plants; 2) regional transportation systems; 3) aviation/airports, and 4) regional
parks, including Murphy-Hanrehan.
.The City's comprehensive guide plan update process will include: 1) comprehensive
inventory and planning tactics reports, with the planning tactics report having already
been completed; 2) ultimate land use plans for the rural and urban. service areas, which is
currently underway; and 3) the: development of objectives and policies.
The Met Council has mandated that cities .plan for the uses in the rural service: area to aide
in planning regional facilities as identified above. The comprehensive guide plan map
will designate all rural service areas. as Rural Character until urban services are provided.
The ultimate land use plan will provide residents and property owners an indication of the
ultimate use of their property and will aide the Met Council in planning for regional
facilities.

Assistant .City Engineer Tim Hanson discussed the Metropolitan Urban Service Area
(MUSH) boundary, gravity .sanitary sewer service, the former land bank system, and the i
digitization of the MUSA boundary.
Planning Consultant Licht discussed the purpose of the meeting as an opportunity to
provide. input and feedback on the proposed ultimate land use plans.. The meeting was
.not an opportunity to negotiate for MUSA expansion or the extension of sanitary sewer
service. Planning Consultant Licht presented the. proposed ..ultimate land use plans,
including the Shiely gravel mine reclamation area. The Shiely reclamation plan and the
proposed high density residential uses would not be realized until such time as sanitary
sewer becomes available to the area. Densities on the proposed land use plan related to
the following: 1) low density = 0-4 .dwelling units per acre (du/acre); 2) medium .density
= 4-10 du/acre; 3) high density= 10+ du/acre.
Warehouse uses are proposed south of County Road 70 due to sanitary .sewer capacity
problems downstream. The Rural Residential designation west of Lnterstate 35 would set a
density of 1 du/ 10 acres. Planning Consultant Licht also discussed the need to limit the.
amount of commercial land uses as recommended in the Strategic Plan for Economic
Development.
Susan Klotz, 9775 215th Street W. questioned whether the ultimate land use plan showed
the location of a road extending south from 210th Street near her property. Assistant City
Engineer Hanson identified the road as the extension of jacquard Avenue. While the
adopted Transportation :Plan does not pinpoint an exact location, it does identify a need
for anorth-south major collector street in this .area. The .exact Location would be
determined. when private development of the area is proposed.
''"`Kim Peterson, 12050 Lucerne Trail asked why the City is proposing high density land uses
west of Interstate 35 and north of the Muller Theater site. Planning Consultant Licht
explained that high density residential uses would allow a transition between more intense
commercial land uses to the east and less intense low density residential uses to the .north
and west..
- Rich Storlie, 12393 - 205th Street W. stated that he did not recall the Shiely reclamation
plan showing high density residential uses in that location. Community and Economic
Development Director Sobota explained that. high density .residential uses were show for
that location in the Shiely reclamation plan. Mr. Storlie reiterated that he did not feel that
high density residential uses were proposed in the original plan.
Marilyn Raplinger, 19817 210th Street W. also questioned the high density residential
designation north of Muller Theater. Mrs. Raplinger expressed .concerns of high traffic
levels on Keokuk Avenue. Planning Consultant Licht explained that high traffic levels
were expected on .Keokuk due to the commercial land use designation. Streets would be
constructed to appropriate capacity levels as identified in the 50-year Transportation Plan..
Rand Herrild 18561 Knollwood Circle asked whether the com rehensive uide Ian

Licht presented the adopted Transportation Plan.. The City of Lakeville has produced a 50

year transportation plan, exceeding the 20-year timeframe of most cities' transportation.
plans. All streets from minor collectors to major arterials are identified. through the next
50 years. The comprehensive guide plan .references the transportation plan, as well as
other facilities plans (i.e. sanitary sewer, water system, parks and open space, stormwater
management}.
Mike Foty, 11900 210th Street W. asked what the ultimate use of the of the property just
west of the Muller Theater site would be. Mr. Licht stated that the property is currently
zoned R-6, Medium Density. Planning Consultant Licht explained that the current zoning
and land use plan maps indicated ghat the property would develop as transitional medium
density uses between the commercial uses to the east and low density residential uses to
the west.
Mr. Foty indicated that he would .like to know if and when sanitary sewer could be
extended to his property and what the City's plans for the area are, so that he could market
his property. Planning Consultant Licht explained that the Cooling property is the
westerly boundary of the MUSH and that the MUSA boundary is controlled by the Met
Council. Large financial investments have been made on existing interceptor lines within
the City. Areas served by the existing interceptors get priority for MUSH allocation.. As a
policy,. the City has never amended the MUSA to accommodate additional private
development. Planning Consultant Licht summarized his statements by saying that the
Met Council would. not allow an expansion of the MUSA until .the return on prior
• infrastructure investments is realized.

medium density residential uses south of Ritter .Farm Park. Planning Consultant Licht
explained that. the land. uses would serve as a transition between high density residential
uses to the east along 1-35 and rural residential land uses to the west.
~~`"'Ms. Roth noted that this designation was in conflict with the R-1, Low Density Single
Family-zoning of the property. Planning Consultant Licht discussed the problem of zoning
.property consistent with: ultimate land. use plans prior to services becoming .available.
.Zoning prematurely raises expectations before development is possible. The Rural
Character designation in the comprehensive land use plan will: control development
through implementation of the zoning ordinance, as it has for the last 20 years.
Ms. Roth questioned whether sewer assessments would be based on zoning.. Assistant
City Engineer Tim Hanson discussed the City's current sewer. assessment policy. Private.
.development pays for the-installation of infrastructure improvements. Planning Consultant
Licht also described the Green Acres program which allows land. owners to defer
assessments on property that remains agricultural. He suggested contacting the Dakota
County Assessor's office regarding the Green Acres program.
Susan Klotz, 9775 - 215th Street W. questioned the City's regulation of development in
the area south of McStop, especially as it pertained to the L&M used car lot and specific
storage facilities. Community and Economic Development Director Sobota stated that he
would research the parcel mentioned and provide that information to Ms. Klotz

john Raplinger, 11897 - 210th Street W. asked whether gravel mining would. be allowed
in the Rural Residential area. Planning Consultant Licht stated that the Planning .Inventory •
document will contain a Geological Resources map which identifies sand and gravel
resources within Lakeville. While gravel mines are not identified as land uses, they are
allowed in the zoning ordinance as an interim use. The comprehensive plan will address
the issue in reference to the newly adopted interim .use ordinance. Community and
Economic Development Director Sobota explained that the Lakeville City Council did
approve an amendment to the zoning ordinance to allow gravel mining as an interim use,
rather than a conditional use.
Mr. Raplinger also questionedwhether mass transit rail. connections between Northfield
and Minneapolis will be considered in the comprehensive guide plan update. Planning
Consultant Licht stated that this will be addressed in the urban.. service area and.
transportation sections of the comprehensive guide plan update. Mass transit connections
most likely will not be .accomplished as described within the timeframe of this update,
.however. Community and Economic Development Director Sobota indicated that the -
1998 comprehensive guide plan update will cause staff to revisit the transportation plan,
and other systems plans, and amend where .appropriate after adoption of the 1998 Guide
Plan.
City Administrator Bob Erickson pointed out that Lakeville is a member of the I-35
Solutions Alliance. Transportation will be addressed by the State legislature as .part of two
current .policy issues: 1) the County Road 70 interchange bridge expansion; and 2) the •
light rail line being proposed along the Hiawatha corridor. Decisions made by the state
legislature during the current session on the two aforementioned issues will. greatly affect
the transportation system in Lakeville. Planning Consultant Licht stated that .the Met
Council Regional Blueprint currently identifies no transportation infrastructure
improvements outside the 1-494/694 beltway through 2020.
Charlie McKinstry-Luepke, 10762 - 210th Street W. asked how the BC, .Business Campus
designation will affect his single family residence. Planning Consultant Licht explained
that no land use would. be isolated. Ultimately his property would be expected to develop
for business campus uses.. Community and Economic Development Director Sobota.
indicated that the sanitary sewer pipe will work its way over to this area from the Golden
Pond subdivision and that development of Mr. McKinstry-Luepke's property is still ten to
fifteen years into the future.
Mr. McKinstry-Luepke asked whether Independent School District #194 is planning
construction of a school in Fairfield Business Campus. City Administrator Erickson replied
that construction in Fairfield Business Campus is not scheduled in the next phase of ISD
#194 construction, but may be the next logical site for an elementary school to serve
southern Lakeville, Elko, New Market, and Credit River townships.
Colleen .Powell, 11774 - 205th Street W. asked the reasoning behind the low
density/medium density residential land use designation near. Ritter farm Park, Planning .
Consultant Licht stated that the concept was to create a transition from surrounding land
uses. The public wilt have an opportunity to comment on any development plans for the
area in the future.

Ms. Powell alsoasked whether the R-6, Medium Density zone to the west of Muller
Theater could be down-zoned in the future. Planning Consultant Licht explained that the
issues identified would be more :appropriately handled during the urban service area
planning process.
Susan Kotz, 9775 - 215th Street W. asked whether the ultimate land use plan showed 'a
division of land uses along South .Creek. Planning Consultant Licht stated that a
demarcation between land uses on the. proposed plans is intended to follow South Creek.
Bobbi Longley, 20935 Laredo Path asked whether a bike :path would be constructed along
205th Street. City Administrator Erickson stated that the Capital Improvements Program is
currently under review by City Council. The City Council will determine whether the trail
should be extended to Muller Theater from Kansas Avenue. Any plans for trail expansion
would include safety design measures due to the trail's proximity to Interstate 35.
Planning Consultant: Licht indicated that the Parks and Trails plan wotald-be revisited upon
completion of the comprehensive guide plan update.
Ruth McLeod, 9800 - 210th Street questioned what the ultimate design of the County
Road 70 bridge would be. City Administrator Erickson responded that a 5-lane bridge
would meet MnDOT standards. The bridge is a high legislative :priority in the upcoming
session. County Road 70 is planned to continue as four lanes east of the bridge where it
• eventually intersects with Cedar Avenue. The four lane segment is necessary in the future
to serve the large employment base in Airlake Industrial Park.
Ms. McLeod. asked whether there.. were plans to expand CR 70 to four lanes .west of
Keokuk. City Administrator Erickson explained that such improvements were not
proposed by Dakota County. Expansion would most likely involve the addition of turn
lanes. Planning Consultant Licht indicated that land use plans in Scott County/Credit River
township immediately west of Lakeville will affect CR 70/Scott County Road 8 expansion
issues. Current approved Land. use plans for Credit. River. indicated a net density of 1 du/7-
8 acres. Higher densities as previously proposed may have triggered expansion of CR 8
and increased congestion on I-35.
John Raplinger, 11897 - 210th Street W. asked staff to provide an overview of the
planning process for those in attendance. Planning Consultant Licht indicated that the City
would be holding two more rural service area neighborhood meetings on January 28th,
1998. A public .hearing will be held by the Planning Commission in March of April of
1998 to offer a final opportunity for public comment before recommendation is made to
the City Council. Staff has yet to determine whether accompanying text will be developed
before the public hearing.
Bobbi Longley, 20935 Laredo Rath expressed that turn lanes were needed on `CR° 70 for
traffic .entering Lucerne Trail. Planning Consultant :Licht stated that her concerns were
duly noted.

resources map. Planning Consultant Licht indicated that the maps, and other information

as requested, could be obtained from City staff. The gravel. resources map will be sent to
all those requesting it at the meeYrng.
Susan. Klotz, 9775 - 215th Street W. asked how gravity sanitary sewer .will be extended
from Golden Pond subdivision. Assistant City Engineer Hanson indicated that. the pipe
would generally follow drainage. ways in the area. Community and Economic
Development Director Sobota stated that gravity sanitary sewer would be installed by
private development as it gradually moves from east to west.
Mike Foty, 11900 - 210th Street W. asked whether Scott County is governed by the Met
Council. Planning Consultant Licht. explained that Scott County and Credit River. had
presented a plan showing 2.5 acre lots in Credit River township. The Met Council
mandates that the .township zoning regulation could not be less restrictive than Met
Council regulation, therefore the plan was rejected. The revised plan identified hydric
soils and precluded them from development. Therefore, density has been substantially
reduced and Credit River has an approved land use. plan.
Tom Bornhauser, Super 8 Motel asked whether there will be communication between. the
City and commercial businesses in the 135/CR 70 area related to the expansion of the
interchange bridge. Planning Consultant Licht stated that the project plan. includes notice
of impacted. businesses when funding is available for the project.
There being no further questions, the meeting was adjourned at 9:45 p.m.

~s per our discussion last Friday I will try to convey my thoughts on the proposed land use
cf the Sout,~:«est Area Pursuant to a short meeting with your engineers. I am the managing
partner or the Lakeville Industrial Acreage Partnership which is made up of 3 connected
parcels 22 03100 O 10 29, 22 03100 O 10 28 and22 03100 010.28-- this was Purchased
from Roland Simones in 1973 with the purpose of development when the Demographics
«ould alla~ti•. The three of us are at retirement age and would like to reap the rewards of our
patience... ~ such I would like to propose the following topics for our meeting to allow for
dour preparation.
L"nder thz current proposal ,our parcels arz split bettiveen Expansion area B and C which
rnakes it u:.gractical to develop the frontage area along new CO rd 70. Would like to adjust
tine boundary to include the rest of this i 26 acre parcel in Area B.
The current proposal divides our property into 4 different land uses i.e., MD,BC,CI and
CI-OFFICE. As you indicated this plan is for guidance for the city to evaluate development
proposals. ~z'ill the plan be flexible enough to allow adjustments in the future based upon
e~.•clring t~;e best land use based on the developers proposals?
~yhat is the basis of the Expansion area timeframes--It appears that the 2010 to 2020
timeframe is .very conservative for this area tivhich is close to the 3 5 W corridor and is now
c~srrentlybzing developed --i.e. the Current business campus, the new theater west of 35W,
etc. It appears inconsistent not to completely allow development on the East side. I would
recommend considering adjusting E.pansion Area B along the New CO Rd 70 corridor and
roving up the timeframe consistent with developers proposals based on their economic
viability.

Brown ~ Christensen bought the above referenced parcel 20 years ago as a rear estate
investment and next door to the Brown ~ Cris, loc. 7 acre office and yard to the north.. Later the 7
acre parcel was used as a partiahpayment in the buy-0ut of Brown & Cris, Inc. ftom ~ '
Mr: Christensen .and a new office was built on the 3;i acres, of which only 7 acres are required.
The remainder of the property is ready for development. ~ ~
The property has 1,OO0.L.F: of frontage on 1=35 with good access. This highly visible site has
been zoned B-4 for over 30 years and is an excellent COMMERCIAL location. Part of it would have
been sold by now if it were inside the MUSA Line. We have several inquiries every year, but have
to decline them because of lack of utilities. (No sign or advertising).
This property will be served by the same permanent I'rft station for sanitary sewer as the .
property to the south which is inside the MUSA Une. It could be served now with a rivate

for temporary lift station and forcemain. We feel it was unfair to have not included our property
within the MUSA. at the time the property to the south was included.
We also strongly dsagree with changing .the guide plan from Commercial to High Density
Residential at the same time you are proposing adding new commercial across the freeway. It
goes without saying we oppose being placed into MUSA EXPANSION AREA'C'.
