PLANNING COMMISSION MEETING MINUTES
October 15, 1998
The October 15, 1998 Planning Commission meeting was called to order by Chair Rieb
at 6:00 p.m. in the City Hall Council Chambers.
Roll call of members was taken:
Present: Miller, Rieb, Drotning, Cecchini, Alternate Skipton, and Ex Officio David
Bellows.
Absent: Kot, Wanner, Wulff.
Staff present: Michael Sobota, Community and Economic Development Director; Daryl
Morey, City Planner; Tim Hanson, Assistant City Engineer; Joel Jamnik, Assistant City
Attorney; and Donna Quintus, Recording Secretary.
The October 1, 1998 Planning Commission meeting minutes were approved as
submitted.
ITEM 5: PUBLIC HEARING: Heritage. Library Addition Preliminary/Final Plat
Chair Rieb opened the public hearing for consideration of the application of the City of
Lakeville for the preliminary and final plat of Heritage Library Addition. Assistant City
Attorney Joel Jamnik attested that the legal notice had been duly mailed and published
as required by state statute.
City Planner Daryl Morey presented an overview of the City of Lakeville application for
the preliminary and final plat of the Heritage Library Addition located on a 14.6-acre site
north of 202"d Street (CSAH 50), south of Heritage Drive, and west of Holyoke Avenue.
Proposed Lot 1, Block 1 (9.3 acres) will plat the existing City Hall site and proposed tot 2,
Block 1 (5.3 acres} will plat the site of the proposed Dakota County Heritage Library. The
property is currently zoned B-4, General Business District and. government buildings are
a permitted use in the B-4 District.
City Planner Morey indicated that the proposed two-lot, one block development is
consistent with the City's Comprehensive Land Use Plan as well as the land uses
identified in the Town Square concept land use plan.
Planner Morey noted that Dakota County has scheduled an improvement project for the
upgrade of CSAH 50 to a four-lane divided roadway between Holyoke Avenue and Dodd
Boulevard in 1999. The Dakota County Plat Commission has reviewed the Heritage
Library Addition preliminary and final plat and has recommended to the Dakota County
Board a variance to allow the continued use of the existing. City Halt driveway access
onto CSAH 50. Relocation of .this driveway to the required driveway spacing identified in
the County's access guidelines would require filling of an existing wetland. This driveway
is proposed to be restricted to a right-in, right-out access at the completion of
improvements to CSAH 50.
Planner Morey presented details of the site plan and. architectural design for the
• proposed Dakota County library facitity. Site lighting, parking layout, waste and recycling
receptacle enclosure, and ingress/egress to the site were discussed. Building setback,

lot coverage, parking, and proposed landscaping meets Zoning Ordinance requirements.
Two driveway accesses are proposed off of Heritage Drive and a connecting link to the
City. Hall parking lot. The City will expand the City Hall parking lot to the north and an
additional access to Heritage Drive across from Homefire Way will be provided to the City
Hall parking lot . The westernmost access wilt serve the employee parking lot and waste
and recycling receptacles, as well as the loading area. Planner Morey .presented details
regarding proposed on-site vehicular movement to a proposed book drop-off drive aisle
located at the front of the library building.
City Planner Morey indicated that a freestanding sign and on-site directional signs are
proposed. Community and Economic Development Department staff will review the
freestanding sign, employee parking area sign(s) and the book drop-off entrance and exit
signs at the time of sign permit application.
The Environmental Affairs Committee reviewed proposed grading, drainage, utilities,
wetlands, and tree preservation plans and recommended approval. The Parks and
Recreation Committee has also recommended approval of the Heritage Library Addition
preliminary and final plat.
Community and Economic Development Department staff and Engineering Department
staff recommend approval of the Heritage Library Addition preliminary and final plat.
There were no comments from the public.

Roll call vote was called on the motion.
Ayes: Miller, Skipton, Rieb, Drotning, Cecchini.
Nays: 0.
The Commission discussed the traffic circulation on site. Commissioner Drotning noted
the lack of a turnaround fior the westerly staff/delivery parking lot. The Commission
requested staff to review the turnaround and recommend any changes needed prior to
City Council. action.
.The Commission discussed and agreed to an additional stipulation for approval of the
Heritage Library Addition to read as follows: Stipulation No. 5, "Approval of an access
variance for the existing City Hall access off 202" (CSAH 50) Street shall be approved
by the Dakota County Board of Commissioners. prior to recording of the plat."
98.157 MorioN by Miller, Second by Skipton to recommend to City Council approval of the
Heritage. Library Addition preliminary and final plat subject to the four (4) stipulations as
listed in the October 9, 1998 Planning Report with the addition of Stipulation. No. 5
regarding an access variance as listed above.
Roll call vote was called on the motion.
Ayes: Skipton, Rieb, Drotning, Cecchini, Miller.

ITEM 6A. Cooperative Power Association (CPA) Conditional Use Permit
Community & Economic Development Director Michael Sobota indicated that at the
September 17, 1998 Planning Commission .meeting the public hearing was closed for the
Conditional Use Permit application of Cooperative Power Association (CPA). After
extensive discussion, the Planning Commission directed the applicant provide additional
information and address the issues raised by the public and the Planning Commission
and action was tabled until the October 1, 1998 Planning Commission meeting. At the
request of the applicant, the Planning Commission, at the October 1, 1998 meeting,
again tabled action on the CPA proposal until this meeting.
Sobota indicated that Cooperative Power Association has submitted a letter dated
October 9, 1998 requesting that their application for a Conditional Use Permit be
withdrawn until further notice. Mr. Kevin Maas, CPA Corporate Real Estate Advisor,
indicated in his- letter that CPA will continue to work with Northern States Power (NSP)
and Dakota County Highway officials toward addressing the issues raised at the
September 17, 1998 public hearing. Mr. Maas noted that CPA will submit a new
Conditional Use Permit application at a later date after they have had adequate time. to
address the issues.
98.158 MOTION by Cecchini, Second by Drotning to acknowledge receipt of the October 9, 1.998
letter from Cooperative Power Association indicatingtheirnfficial withdrawal of heir
application for a Conditional Use Permit for the installation of 115 Kv transmission lines
from Dodd Park to Air Lake and Lake Marion to Air Lake.
Roll calf vote was called on the motion.
Ayes: Rieb, Drotning, Cecchini, Miller, Skipton.
Nays: 0.
The next Planning Commission Meeting will be held at 6:00 p.m. on Thursday, November
5, 1998.
There being no further business, the meeting was adjourned at 6:50 p.m.
