HomeMy WebLinkAbout10-14 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING OCTOBER 14,1998 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Wanless-Sobel at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lu1f, J. Larson, C. Wanless-Sobel, C. Bonn, A. Raymond, and P. Messinger. Also present were Parks and Recreation Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Approval of Parks and Recreation Advisory Committee minutes of September 30,1998 The minutes of the September 30, 1998 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #S. Staff reports and summary of current projects. ? Staff reported that. the sewer and water hookup at Quigley-Sime Park has been completed. The project was sodded where possible by the STS crews and will be dormant seeded in other areas. ? Staff is attempting to have repairs completed to the Flagstaff trail. ? Dodd Pointe Park has been completely restored. The berm that was planned may be built during the Pilot Knob/County Rd. 46 interchange improvement project. ? In addition to the sodding project at Quigley-Sime, the STS crews completed the Parkview rink-painting project and started repair of the erosion problem at the Chertyview Park underpass. This is the final week of the STS contract and the crews may also work on some fencing repair projects as time allows. ? The City Forester and other park maintenance staff is also currently working on trimming and planting of trees in the entire park system. ? Staff is working with Benjamin Sign Co. on the park signage prototype for neighborhood parks. Benjamin Signs will produce three designs, which will then be bid on by various sign manufacturers. Committee members received a copy of John Hoger's fall project list, which is now about 20% complete. The Park Maintenance crews have been working hard in their attempt to get the priority projects done before winter. ITEM #6. Review Metropolitan Regional Arts Council grant application and authorize Parks and Recreation Advisory Committee Chair to sign Certification Form. The Parks and Recreation Departments from the cities of Lakeville and Farmington are again jointly applying for the same grant as last year. The grant will allow the cities to continue the Awaken to the Arts concert series in both cities in 1999. As part of the criteria of the grant, the Certification Form needs to be signed by the Parks and Recreation Advisory Committee Chair following approval by the committee. 98-45 Motion was made by Lulf, seconded by Larson, to approve the grant application to the Metropolitan Regional Arts Council and authorize the Certification Form to be signed by Parks and Recreation Advisory Chair Warless-Sobel. Motion passed. ITEM #7. Review preliminary and final plat of Heritage Library Addition. Committee members received Planning and Engineering Department reports for the new Heritage Library and the City Hall property plat. There will be no park or trail dedication fees associated with the plat. Staff and committee members discussed the site plan and development timelines. A bituminous trail was installed on the north side of Heritage Way in conjunction with Heritage townhomes. A concrete sidewalk will be installed on the south side of Heritage Way in conjunction with the construction of the library. A groundbreaking for the library is scheduled for November 10th at 4:00 PM. 98.46 Motion was made by Larson, seconded by Raymond, to support the Heritage Library plan as presented and concur that the plat meets the trail requirements with the installation of the sidewalk on the south side of Heritage Way. There. are no park dedication requirements associated with this plat. Motion passed. ITEM #8. Preliminary review of proposed changes to the existing Park Dedication Fund ordinance. Staff showed committee members a draft of the revised park dedication ordinance. The draft shows the trail dedication fee being removed and combined with park dedication fees for a total of $1,125.00 per dwelling unit. In addition, the 5/8 and 3/8- trail construction cost share was also removed from the subdivision ordinance. A park and trail fee survey of comparable-sized metro communities showed that several of the cities require higher park dedication fees than are currently being charged in Lakeville. Lakeville's last increase in 1994 took into consideration the increase in the construction cost index. Staff stated the attorneys would be working on another draft. Staff will report back at the next meeting. Committee member Larson stated that he feels the park dedication rate for commercial and industrial properties should be based on the actual market value of a property, not the county's fair market value prior to development. ITEM #9. Unfinished business. Staff updated committee members on the status of the land acquisition for the Klamath Trailway Phase III. After several months of negotiations, the City of Lakeville is still unable to reach an acceptable agreement with the last remaining property owner. Staff will be recommending condemnation proceedings so that acquisition of the property can occur before spring trail construction season. ITEM #10. New business. The 1998 Minnesota Recreation and Park Association State Conference will be held at Bandana Square in St. Paul from November 4th-6th. Committee members were encouraged to attend, if possible, and asked to contact staff for registration details. Staff has begun preliminary work on the update of the Parks and Open Space System Plan. A Scope of Services will be prepared and staff is hopeful that the committee can begin working on the project in January. ITEM #11. Announcements.
