PARKS AND RECREATION ADVISORY COMMITTEE MEETING
SEPTEMBER 30, 1998
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Warless-Sobel at 6:00 PM.
ITEM #2. Roll call.
Present were C. Bonn, P. Messinger, A. Raymond and C. Warless-Sobel. L. Lulf
arrived later; H. Lovelace was on vacation; J. Larson was absent. Also present was
Park Director Steve Michaud.
ITEM #3. Approval of minutes of September 16, 1998.
The minutes of the September 16, 1998 Parks and Recreation Advisory Committee
meeting were discussed. Committee member Bonn requested clarification of a
statement in the minutes concerning acquisition of property in Valley Park. Staff
stated that a process of review concerning future park properties will take place
during the update of the Parks and Open Space System Plan in 1999. There were no
additions or corrections and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports and summary of current projects.
? Staff reviewed current projects and added that volunteers are still needed for the
Haunted Forest. Colette Warless-Sobel and her two sons will be present. Pat
Messinger is also planning to be there but cannot commit at this time.
? Staff reported that the Snowmobile Task Force will be meeting this Thursday
evening, October 1, 1998. It was noted that developers D.R. Horton and
Shamrock Development will not issue permits for a snowmobile trail south of the
Zweber Woods. The trail north of 175th Street will be a key topic at the Task
Force meeting. Member Messinger stated that alternative routes utilizing 175th
Street either going east or west would not be acceptable. During the winter all
existing paved trails on 175th Street are. plowed for school access by
neighborhood children.

? Park Maintenance is presently working on a variety of repairs throughout the
park system. Mowing has finally slowed down, however, some mowing will
have to be accomplished next week.
? Dakota Heights rink is completely finished. Park staff is now concentrating on
completing Parkview rink.
? Tree trimming has also started in various parks throughout the system. Tree
planting will start in the near future.
ITEM #6. Review final plat of Gopher Mini Storage Second Addition and
make park dedication recommendation to City Council.
Staff explained that trails exist on the south side of the property and sidewalks exist
on the west side of the property. The developer will be responsible for any damage
to existing sidewalks and trails. Staff further explained that this is a commercial
development and is required to pay a park dedication fee at the commercial rate. The
requirement is five percent of the county's assessed valuation of the land.
98.44 Motion was made by Raymond, seconded by Messinger, to recommend City Council
approve the final plat of Gopher Mini Storage Second Addition and require a
commercial rate cash contribution to satisfy the park dedication requirements.
Motion passed.
ITEM #7. - Unfinished business.
There was no unfinished business at this time.
ITEM #S. - New business.
Staff informed the committee of some upcoming agenda items. The Parks and
Recreation Advisory Committee may host a public meeting concerning changes to the
existing Lake Marion Surface Water Zoning ordinance. A decision on the process is
now being considered by administration.
Staff and committee members will begin preliminary work concerning the update of
the Parks and Open Space System Plan.
Chairperson Warless-Sobel commented that the Prime Timers Newsletter was much
improved and quality programs were being offered.
Warless-Sobel also requested an update of the ornithologist studying birds at Ritter
Farm Park. Staff will contact the volunteer and .provide an update to committee
members at their next meeting.

ITEM #9. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
October 14, 1998 at 6:00 PM.

The meeting adjourned at 6:30 PM.
