PARKS AND RECREATION ADVISORY COMMITTEE MEETING
AUGUST 19, 1998
ITEM #1. - Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Warless-Sobel at 6:00 PM.
ITEM #2. - Roll call.
Present were H. Lovelace,` L. Lulf, C. Warless-Sobel, J. Larson, A. Raymond and
P. Messinger. Committee member C. Bonn called and had a work commitment.
Also present were City Administrator Bob Erickson, Park Director .Steve Michaud
and Recording Secretary Judi Ryan.
ITEM #3. - Minutes of August 5, 1998.
The minutes of the August 5, 1998 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the minutes
were approved as printed.
ITEM #4. - Citizen comments.
There were no citizens present for items not on the agenda.
City Administrator Bob Erickson was present and addressed the Committee
concerning 1999 budgets. Budget reviews are nearly complete for the Parks and
Recreation Department, as well as for the entire Ciry. During the process, several
issues and concerns were addressed concerning the Park Dedication Fund. Questions
and challenges have been raised over the past few years and staff feels this is an
appropriate time to adjust and fine tune policies concerning park and. trail project
funding eligibility. In 1999 the Park and Trail Dedication budgets will be combined
to form one fund.
Park and Trail Dedication funds have historically been used for several items which
are considered maintenance, such as trail seal coating and fencing replacements.
Beginning in 1999, any maintenance projects are being recommended to be paid for
through the general fund budget, allowing park dedication funds to be utilized for
development and capital purchases. An increase in fees may also be justified in order
to continue to fund new park and trail projects.

Staff and committee members further discussed funding for various trails within the
system which will be built in the next two years, specifically the Cedar Avenue trail,
Pilot Knob Road, 202nd Street and 165th Street. Committee members inquired about
the status of the Ipava Avenue trail from 205th Street past Antlers Park to the High
School. Staff stated that the City is waiting to receive a permit to cross the railroad
property which is holding up the construction of that trail. Staff will check on the
status of that permit.
Staff also stated that, as always, revenues are estimated and there is no sure way to
predict what they will be. Other items which may be added to the list include a
feasibility study to develop more soccer fields on the unused portion of Aronson
Park, and repair and stabilization of the cistern at Ritter Farm Park.
Other expenditures which were discussed in the budget process were recreational fees
for a subsidized manufactured home community recreation program; a trailer sign for
improved program marketing; scheduled replacement of maintenance and mowing
equipment; and replacement of the safety netting at Aronson Park.
ITEM #5. - Staff reports and summary of current projects.
The contractor for the 1998 park and trail improvement projects will be returning to
complete the paving on the Flagstaff Avenue and 205th Street trails this week. All
the trail projects are scheduled to be finished by the start of the school year, weather
permitting.
ITEM #6. - Review final plat of Boulder Village 2nd Addition and make
park and trail dedication recommendation to City Council.
Boulder Village 2nd Addition is located west of Ipava Avenue and south of 165th
Street and consists of 28 townhouse lots. Previous review of this plat by the Parks
and Recreation Advisory Committee recommended a cash contribution to satisfy the
Park and Trail Dedication requirements. During the initial review of this area,
several residents to the west indicated a desire for a small neighborhood park or tot
lot. Committee members supported that idea and suggested that a small park would
be considered at the time that additional undeveloped properties are developed. There
are no additional trail issues associated with this plat.
98.40 Motion was made by Messinger, seconded by Raymond, to recommend City Council
approve the final plat of Boulder Village 2nd Addition and require a cash
contribution based on the old rate of $650.00 for parks and $150.00 for trails to
• satisfy the park and trail dedication requirements.
Motion passed.

ITEM #7. - Continue discussion of 1999 Park Dedication projects.
Committee members had discussed this item earlier and no further discussion was
needed.
ITEM #8. - Continue discussion of Park Naming.
Names for several Lakeville parks have been discussed at the last two meetings and
committee members have had an opportunity to deliberate and think about various
suggestion. It was determined that it was not the intent of the written park naming
policy to publish suggested names since several parks are being considered
simultaneously.
Committee members prepared the following list of park names to present to Ciry
Council:

98.41 Motion was made by Lulf, seconded by Lovelace, to recommend City Council
consider the preceding slate of names for Lakeville parks.
Motion passed.
ITEM #9. - Unfinished business.
Committee members discussed times when they would be available to assist at the
Community Fair on September 12, 1998.
Staff informed committee members that there were no upcoming plat actions for the
September 2, 1998 meeting.
At a future meeting, Parks and Recreation Advisory Committee members will discuss
possible park-related survey questions for the 1999 citizen survey.
98.42 Motion was made by Larson, seconded by Messinger, to cancel the September 2,
1998 Parks and Recreation Advisory Committee meeting.

ITEM #10. - New business.
There was no new business at this time.
ITEM #11. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
September 16, 1998 at 6:00 PM. Pat Messinger stated she would be out of town
and unavailable for the September 16th meeting.
ITEM #12. - Adjournment.
The meeting adjourned at 7:30 PM.
