HomeMy WebLinkAbout07-15 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING JULY 15, 1998 ITEM #1. Call to order. The meeting was called to order in the Lakeville .Council Chambers by Chairperson Warless-Sobel at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, C. Warless-Sobel, A. Raymond and C. Bonn. Members P. .Messinger, L. Lulf and J. Larson were absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of June 24, 1998. The minutes of the June 24, 1998 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and summary of current projects. ? Committee Chair Warless-Sobel asked if a meeting could be scheduled for the Parks and Recreation Committee to discuss 1999 park and trail dedication projects. It will be put on the next agenda. ? Staff reported that the final candidate has been offered the position of Recreation Supervisor and staff is awaiting the candidate's response. ? A much. needed two inches of rain was received in the past 24-hours, which will help tremendously with the dry turf areas. ? Staff is continuing to deal with storm damage cleanup, including tree stump removal. ? Overall, the 1998 Pan-O-Prog went well: ~ The Pan-O-Prog Soccer Tournament was shut down early by the tournament director due to heavy rains and wet field conditions. ~ Evaluation cards are being returned from fireworks spectators and most are giving the event very good marks, especially in the area of traffic control. Event coordinators will be having a meeting to discuss possible areas for improvement next year. The jazz band which played as part of the pre- fireworks entertainment seemed to be very popular, however some respondents Parks and Recreation Advisory Committee Minutes July 1 S, 1998 Page -2- commented that the fireworks show was too short and included too many ground displays. ? Park maintenance is doing a good job keeping up with the rapid turf growth and numerous ongoing projects. ? Quigley-Sime Park is being prepared for the National AAU Tournament. Aronson and King Park are being prepared for various state tournaments. ? Construction has begun on the Flagstaff Avenue trail. This is the final portion of Ciry Improvement Project 98-13, although some work still needs to be done on the 205th Street trail to meet Ciry standards. ? The beaches are running well, with a few minor issues including a citizen complaint concerning the restrooms at Orchard Lake Beach and a child being barred from Valley Lake Beach for the rest of the season due to profanity and insubordination. ? Committee members asked if Valley Lake Beach would be relocated to the other side of the lake, as previously discussed. Staff stated that due to the purchase of land to expand the park, additional funds are not currently available for proposed improvements. The long-range master plan shows the beach being relocated to the north. ITEM #6. Review preliminary and final plat of Independent School District 194 Ninth Elementary School and make recommendation to City Council. Staff stated there are no park and trail dedication fees for this plat. Due to land constraints, a properly oriented softball field can be accommodated, but the larger open area to accommodate soccer will have to be oriented in an east/west position. Difficult grades and drainage issues make it impossible to orient all the fields in their proper positions, however, staff has worked with the school district for optimum use of land. Staff recommends the school district be required to construct eight-foot trails along the entire north boundary of the property from its present terminus on 165th Street to Highview Avenue. The school district is also required to escrow funds for the future upgrade of trails on Highview Avenue the entire length of their easterly properly boundary. 98.38 Motion was made by Raymond, seconded by Bonn, to endorse the site plan and recommend City Council approve the preliminary and final plat of ISD #194 Ninth Elementary School. In addition, it is recommended that the school district be required to construct eight-foot trails along the entire north boundary of the property from its present terminus on 165th Street to Highview Avenue, and be required to escrow funds for the • future upgrade of trails on Highview Avenue the entire length of their easterly property boundary. Review preliminary and final plat of Park Terrace 4th Addition and make park and trail dedication recommendation to City Council. Park Terrace 4th Addition is located on the south side of 208th Street east of Holiday Ave. and represents two single-family residential lots. Staff is recommending the Parks and Recreation Advisory Committee consider a cash contribution to satisfy both the park and trail dedication fees. There are no trail issues associated with this plat. 98.39 Motion was made by Lovelace, seconded by Bonn, to recommend City Council approve the preliminary and final plat of Park Terrace 4th Addition and accept a cash contribution to satisfy the park and trail dedication requirements. Motion passed. ITEM #8. Continue discussion of naming parks in Lakeville. At their last meeting, committee members discussed four parks and made suggestions for possible names. It was decided that this meeting's discussion would center around five more parks. D "Cherry View Park" was representative of its plat location and is consistent with other neighborhood parks. Staff felt this name was appropriate and committee members did • not have any other park name ideas. D Cherry View Pond is an eight-acre conservation area which includes a pond and wood chip trails. Since it is so near Cherry View Park, the similar names may cause some confusion. Other ideas for names for this park were: Island Pond, Cherry View Conservation Area and Green Tree Conservation Area. ~ Greenridge property is in the Greenridge Addition plat. Staff suggested that in keeping with the tradition of naming parks for their neighborhoods, "Greenridge Park" would be appropriate. Committee members agreed with this name, pending final plat approval by City Council. D Meadow Brook Park, adjoining ISD #192 North Trail Elementary School, was originally called that since the park was developed at the same time as .the Meadow Brook plat, even though the properties are not adjoining. Some other suggestions and Committee comments included: North Trail Neighborhood Park (may be confused with North Park), Quail Park, and Quail Meadows Park. There is also a "Meadows Park" in the Lakeville park system, which may be confusing. D Dodd Pointe Park has been labeled for the triangular piece of property on 160th Street and Dodd where it is located, however Dodd Pointe is very near Dodd Trail and the names are very similar. Suggestions made at the last meeting included Triangle Park, Pointe Park, Pythagoras Park or Isosceles Park. Committee member Bonn, who was not at the last meeting, stated that local residents are familiar with the name "Dodd Pointe Park" and she would like it added to the list of suggestions. Parks and Recreation Advisory Committee Minutes July 15, 1998 Page -4- Staff will summarize suggestions for all parks in a report to committee members prior to the next Parks and Recreation Advisory Committee meeting. ITEM #9. Consider change of Parks and Recreation Advisory Committee meeting schedule for December, 1998. Committee members were previously notified that there may be a need to alter the meeting schedule for December in order to be consistent with other committees and to be available to attend the advisory committee appreciation dinner. The second meeting of the month may be cancelled but that has not yet been determined. No action needs to be taken at this time. ITEM #10. Unfinished business. Committee members asked about the ornithologist who was interested in volunteering to monitor bird species at Ritter Farm Park. Staff stated that he had written to Mr. Guzy but had as yet not received a response. ITEM #11. New business. Staff has had discussions with a resident near Dodd Trail Park who wished to have some playground equipment added which would be suitable fora 6-month old baby. Staff stated the City's standard for a youth swing is two years and older. Staff is not aware of a swing seat for 6-month old babies. If the local resident finds a seat that would accommodate 6-month olds, it would be brought before the committee. for their review. ITEM #12. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for August 5, 1998 at 6:00 PM. ITEM #13. Adjournment. The meeting adjourned at 7:00 PM. Respectfully submitted, Jud th A.
