The meeting. was called to order in the Lakeville Council Chambers by Chairperson Warless-Sobel at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, C. Warless-Sobel, J. Larson and A. Raymond. L. Lulf, C. Bonn and P. Messinger were absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of June 3, 1998. The minutes of the June 3, 1998 Parks and'Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and summary of current projects. ? Staff reported that progress on construction projects continues, although there has been some effects from the storms and heavy rains: ? Restoration on the Dodd /King Park turn lanes has been delayed due to wet conditions. ? Installation of playgrounds at Dodd Trail and Dodd Pointe Parks are complete with the exception of a couple of items. Sand needs to be hauled in and spread at Dodd Pointe. Both playgrounds should be usable by the weekend. The playground at Oak Shores Park is 100% complete. ? Restoration is complete on the 195th Street / Juno Trailway projects. ? The Flagstaff Avenue trail project will not be started until the rest of the projects are completed. ? City Council awarded the bid for the Dakota Heights Park and Parkview Park rink paving projects to McNamara Contracting. Staff was pleased with the bids and • the final paperwork is being completed. -The project should begin in a couple of weeks. Parks and Rerrpatiort Adzisrny Committee • Minutes of June 24, 1998 Page -2- ? Several excellent candidates have applied for the Recreation Supervisor position. Renee Brekken will continue to work full time through July 10th, then part time through Labor Day. ? Staff has been actively involved in preparing for the 1998 Panorama of Progress, especially the Fireworks event. Final meetings are being held with all involved. ? The parks are in excellent condition, with the constant rain being a positive factor in keeping things green and growing. The maintenance department has been doing a very good job keeping up with mowing and storm damages cleanup. ? A full complement of summer staff has been hired and all seem to be working well in their positions. ? The maintenance department continues to work on other summer projects including the installation of new lifeguard chairs and beach rules signs.. ? Staff was contacted by a resident of the Highview Heights area who questioned why the backstop had not been installed in their neighborhood park. The area is still too muddy and the constant rains have added to the difficult situation. Staff would like to have additional drainage control efforts taken at this park due to the high water table. There has also been some erosion of the fibar in the playground i area as a result of the recent storms. ? The Street Dept. and Park Dept. are doing an excellent job keeping the grass on the boulevards and trail areas nicely cut and trimmed. ? The DNR has notified staff that an additional $50,000 grant has been awarded for the construction of the Klamath Trailway Phase III. This is in addition to the $14,000 which was received from a DNR grant last year. Klamath Trailway Phase III is planned for 1999 construction. ? Staff is preparing for a Snowmobile Task Force meeting to be held the end of August. The task force will be preparing a recommendation to City Council for the 1998-99 snowmobile season. ? The Lakeville Baseball Association is making great progress on the Quigley-Sime building and it is anticipated that the facility will be completed on schedule. ? The Tree Trust crew is working on construction of a staircase bridge to connect the Lake Marion Estates neighborhoods near Kensington Avenue. ITEM #6. Review final plat of Greenridge and make park and trail dedication recommendation to City Council. • Greenridge consists of 133 single family lots and is located on the west side of Flagstaff Avenue, south of 175th Street. The first phase will consist of 66 lots. At that meeting, ry Committee recommended. City Council approve the plat and accept the park dedication contribution of a 9.27-acre parcel of property located along the east side of the plat and accept the trail dedication requirement in the form of a cash contribution. In addition, the developer would be required to construct an eight foot off-street trail on the west side of Flagstaff Avenue from the south boundary of the plat, north to the existing trail terminus at the south boundary of Country Pond South, including along the property shown as the exception on the plat. There would be a 5/8 developer, 3/8 City cost share for the trail. The developer plans to utilize portions of the park as a borrow pit to assist with grading the plat. The future warming house site and parking lot area will remain untouched. Park development has not yet been scheduled but is anticipated to take place when more of the plat has been developed. The developer has agreed to complete grading the park according to approved park grade as part of the plat's final phase. 98.36 Motion was made by Raymond, seconded by Lovelace, to recommend City Council approve the final plat of Greenridge and accept 9.27 acres of land, to be dedicated as part of the first phase, to satisfy the park dedication requirements of the plat. The developer will also be allowed to use the park area as a borrow pit during plat construction and will be required to finish grade the park area based on a grading plan approved by the City. It is further recommended that a cash contribution be accepted to satisfy the trail dedication requirements for Greenridge. In addition, it is recommended that the developer will be required to construct an eight foot off-street trail on the west side of Flagstaff Avenue from the south boundary of the plat, north to the existing trail terminus at the south boundary of Country Pond South, including along the property shown as the exception on the plat. The developer will be required to construct the access trail from 175th Street to the cul-de-sac on Forest Street. Trail costs will be split 5/8 for the developer and 3/8 for the City. Motion passed. ITEM #7. - Discuss naming of several park properties. Committee received information from staff concerning naming of several parks. Staff and committee members reviewed the policy for naming parks which had been approved by City Council in 1997. An article will be prepared for inclusion on the Messages page of the Life and Times. Committee members decided to work on naming of only four parks at this time and decided on Pexa property, South Soccer • Complex, Juno Trailway and Dodd Pointe Park. Because parts of the street known as Juno Trail still exist, the duplicate name is confusing. Some suggestions included Minnewaukan Trail, for its historical significance, Lake Marion Trail, for its geographical clarity, and Juno Trailway. D Pexa property was acquired from the Pexa family and suggestions for appropriate names included Jupiter Park, for its proximity to Jupiter Avenue, Lakeview Park, for it association with the plat, Fairfield Park, for its proximity to Fairfield Business Park, and Kensington Park, since the area is also near Kensington Avenue and future Kensington Parkway. Staff will find out the name of the nearby creek from the Engineering Department to determine if there is some geographical significance. D South Soccer Complex is located just south of McGuire Junior High, near Airlake Industrial Park along County Road 70. Some suggestions made for this park were McGuire Soccer Complex, Airlake Soccer Complex, McGuire Soccer Fields, and Railroad Park. D Dodd Pointe Park is in close proximity to Dodd Trail Park and the names need to be more distinctive to differentiate the parks. Some suggestions for Dodd Pointe Park included Triangle, Pointe Park, Pythagoras Park, or Isosceles Park. Committee members will continue to consider these suggestions and possibly come up with more names. This item will be continued at the July 15, 1998 meeting. ITEM #8. - Unfinished business. Staff reminded committee members that the July 1st Parks and Recreation Advisory Committee meeting is cancelled The new "Sun & Fun" program at Meadow Brook Park has filled to capacity. This very popular program is new this year and replaces the Manufactured Home Community Recreation Program. Staff will research the roster to determine from what areas of the City participants have signed up. Staff is currently working on the budgets for the years 1999 acid 2000. Staff asked committee members to pass along any capital improvement ideas. Park dedication revenues have been strong this year. Committee members asked about Eurasian Milfoil which has been discovered in Lake Marion. Environmental Resources Coordinator Heidi Hamilton will be in charge of monitoring the condition of the lake. • Staff received a letter from an ornithologist who has spent some time at Ritter Farm Park and would like to conduct research to study and identify the bird population at Parks and Recreation Adzt'srny Cammitt~ • Minutes of June 24, 1998 Page -5- the park. Committee members felt it would be a good opportunity to have the research completed at no cost to the City. This valuable information could be used for programs conducted at the Environmental Learning Center. 98.37 Motion was made by Larson, seconded by Raymond, to authorize Mike Guzy to proceed with his study of the bird populations at Ritter Farm Park and to request that information obtained be conveyed to the City of Lakeville. Motion passed. Colette Warless-Sobel stated that her children had taken "Critter Camp" which was offered by the Parks and Recreation Department at Ritter Farm Park. She was very impressed with the professional staff. The children had a great time and learned a lot and she felt the cost was very reasonable. ITEM #9. - New business. A. -Lorentson Administrative Subdivision. Staff informed committee that the northwest quadrant of the I-35 and County Road 46 interchange has been sold by the Lorentson family to the Welch Company. The Park Department will receive park dedication on the property. Committee members received a report from the Planning Dept. showing updated demographics of the City of Lakeville including population and housing units. ITEM #10. - Announcements. The July 1, 1998 meeting has been cancelled. The next meeting of the Parks and Recreation Advisory Committee is scheduled for July 15, 1998 at 6:00 PM. ITEM #11. Adjournment.
