The meeting was called to order in the Lakeville Council Chambers by Chairperson Warless-Sobel at 6:00 PM. ITEM #2. Roll call. Present were L. Lulf, C. Warless-Sobel, J. Larson, C. Bonn and P. Messinger. A. Raymond and H. Lovelace were absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of May 6, 1998. The minutes of the May 6, 1998 Parks and Recreation Advisory Committee meeting were discussed. Committee member Messinger wished to elaborate on her nay vote concerning Dodd Valley Estates and Dodd Valley Estates 2nd Addition by stating that the residents would be required to cross busy streets to access a park. The • minutes were approved with that addition. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and summary of current projects. ? Staff, along with Committee chair Warless-Sobel, met with representatives of the Minnesota Land Trust on Tuesday, May 19th and looked at several properties which may potentially be included in land preservation efforts. Staff explained that the Minnesota Land Trust is anon-profit entity establishing permanent conservation easements across certain property for the purpose of preserving shoreline, bluffs, and other natural amenities from certain land development. Participation by land owners is voluntary and would provide them certain benefits. ? Staff is working with the Department of Natural Resources to provide new cement slabs for the boat launch at Orchard Lake Park. The old slabs will be removed and the project completed later this summer. ? Seven full-time maintenance employees are making a desperate attempt to keep up with the heavy growth of turf, along with all sanitation duties and special projects. • Seasonal employees will begin on staff in the next couple of weeks. Parks and Recreation Adzisory C,crrnrn"tte~ Minutes May 20, 1998 Page -2- ? Lakeville was hit moderately hard by spring storms and there is a good deal of cleanup to be done. Several sanitation companies have offered to donate dumpsters and have placed them strategically for residents' benefit. The park system suffered the loss of some barrels, several broken trees and some broken picnic tables. There was no major damage. ? Committee member Lulf mentioned that fields at King Park are looking very good. Staff mentioned that there have been a lot of positive comments received concerning the park but that there are still some items that need to be improved. There is especiaiiy a need for walking trails to the outer fields. We have received comments from elderly that the lack of trails to the furthest fields makes access difficult. ? Staff has received calls from residents who live near Dodd Trail Park who are anxious to have the playground equipment replaced. The equipment has been delivered and installation is scheduled to begin on Tuesday, May 26th. Installation of equipment at Dodd Pointe Park will be completed immediately afterward. ? Increased platting has allowed the park dedication fund to reach 1998 projected revenues early. Funding may be available to complete additional projects. . ? Committee members would like to discuss park naming relating to a couple pieces of newly acquired park land (Pexa property and Greenridge Estates.) It was requested that this also be placed on the next agenda. ? Staff updated Committee members on the progress of other summer improvement projects. Construction of the King Park turn lanes is nearly complete with the exception of the wear course. The 205th Street trail has been cut and base materials installed. Construction equipment will move to Dodd Pointe Park following completion of the 205th Street trail. Bids will be advertised next week for paving of hockey rinks at Dakota Heights Park and Parkview Park with opening scheduled for June 8, 1998. ? An Eagle Scout candidate has begun planting oak trees in the orchard at Ritter Farm Park. It is staff s intent that eventually as the apple trees die off, oaks will be growing there to replace them. ITEM #6. Review final plat of Orchard Meadows and make park and trail dedication recommendation to City Council. The Orchard Meadows plat is located north of Orchard Trail and south of 185th Street and consists of 35 townhouse units. The developer of this environmentally sensitive area has gone to great measures to protect oak stands and wetlands within the development .and has worked with Lakeville staff to carefully design and place Parks and Recreation Adz~srny Committee Minutes May 20, 1998 Page -3- the proposed buildings. The developer is also constructing a new road between 185th Street and what is now known as Orchard Trail. The developer is being required to construct afive-foot concrete sidewalk along the west side of the new Orchard Trail between the existing Orchard Trail and 185th Street, and to dedicate several large outlots, most of which are wetlands. There is, however, a beautiful upland oak stand in the northeast corner of the plat which is also being dedicated to the Ciry as conservation area. A neighborhood search area is identified on the north side of 185th Street. Due to the existing topography and existing wetlands, this site would not be conducive for a park. Staff is therefore recommending the Parks and Recreation Advisory Committee consider a cash contribution to satisfy both the park and trail dedication requirements. 98.29 Motion was made by Larson, seconded by Messinger, to recommend Ciry Council approve the fmal plat of Orchard Meadows and require a cash contribution to satisfy the park and trail dedication requirements. In addition, the developer will be required to construct a sidewalk on the west side of Orchard Trail between the existing Orchard Trail and 185th Street. • Motion passed. ITEM #7. Review preliminary and final plat of Zweber Farm Fourth Addition and make park and trail dedication recommendation to City Council. Zweber Farm plat is located south of 175th Street and west of Highview Avenue. The Zweber Farm Fourth Addition consists of two lots located directly south of the Cherryview Elementary School and adjacent Highview Avenue. The plat also includes an Outlot, consisting of a ponding area. Staff is recommending the Parks and Recreation Advisory Committee consider a cash contribution to satisfy the trail dedication requirements. All park dedication requirements were previously met by the developer with the dedication of ten acres of property in the northwest corner of the plat. The developer would also be required to escrow for future trails along the west side of Highview Avenue, the length of the property. 98.30 Motion was made by Messinger, seconded by Bonn, to recommend City Council approve the preliminary and final plat of Zweber Farm Fourth Addition and require a cash contribution to satisfy the trail dedication requirements. In addition, the developer will be required to escrow for future trails along the west side of Highview Avenue, the length of the property. Motion passed. Review preliminary and final plat of Progressive Rail First Addition and make park dedication recommendation to City Council. Progressive Rail First Addition is located south of County Road 70 and west of Highview Avenue and consists of two commercial lots. The development is an expansion of an existing business in Airlake Industrial Park. There are no park land needs associated with this plat; trail dedication is not applicable. Staff is recommending the Parks and Recreation Advisory Committee consider a cash contribution to satisfy the park dedication requirements. The requirement would be based on the commercial rate of five percent of the Dakota County assessed market value. 98.31 Motion was made by Lulf, seconded by Larson, to recommend Ciry Council approve the preliminary and final plat of Progressive Rail First Addition and require a cash contribution based on a commercial rate of five percent of the Dakota County assessed market value to satisfy the park dedication requirements. Motion passed. • ITEM #9. Review preliminary and final plat of Empire Builder Investments First Addition and make park dedication recommendation to City Council. This property is located south of County Road 70 and east of Highview Avenue and represents one commercial lot. There are no park land needs associated with this plat; trail dedication is not applicable. Staff is recommending the Parks and Recreation Advisory Committee consider a cash contribution to satisfy the park dedication requirement. The requirement would be based on a commercial rate of five percent of the Dakota County assessed market value. 98.32 Motion was made by Larson, seconded by Bonn, to recommend City Council approve the preliminary and final plat of Empire Builder Investments First Addition and require a cash contribution based on a commercial rate of five percent of the Dakota County assessed market value to satisfy the park dedication requirements. Motion passed. ITEM #10. - Unffrushed business. Due to the grand opening of Liquor Store #4 scheduled for the same evening as the Parks and Recreation Advisory Committee's Spring Park Tour, the tour will begin • at 6:00 PM rather than 5:30, in order to accommodate those people who wish to attend both events. The City of Lakeville's advisory committee and commission meetings for the months of June and July may undergo a schedule change. There is a tentative change in Parks and Recreation Advisory Committee meeting dates to June 3rd and June 24th, canceling the meeting scheduled for the first week of July. Committee members were open to this change if it occurs. Committee members will be kept informed. ITEM #12. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for Wednesday, June 3, 1998 and will include the Spring Park Tour. The tour will begin at Lakeville City Hall at 6:00 PM and will end at Ritter Farm Park where the committee will have refreshments and take up regular business. ITEM #13. Adjournment.
