HomeMy WebLinkAbout05-06 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING MAY 6, 1998 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Warless-Sobel at 6:30 PM. The start time was delayed to accommodate members who would attend the Comprehensive Plan update meeting. ITEM #2. Roll call. Present were H. Lovelace, J. Larson, C. Warless-Sobel, A. Raymond and P. Messinger. Members L. Lulf and C. Bonn called and were unable to attend. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of Apri115, 1998. The minutes of the April 15, 1998 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #13. Review Beach Policy for City of Lakeville beaches. This item was brought forward on the agenda to accommodate Recreation Supervisor Renee Brekken who was present to address committee members. Renee stated that the Ciry of Lakeville places patron safety at public beaches as a top priority and has collaborated with Washington County, Ramsey County and Dakota County to formulate standard policies for area beaches. The Red Cross reviewed the proposed standards and suggested even lower swimmer to supervisor ratios. Groups from the ISD #194 Extended Day program and various large day care facilities use the beaches daily. In order to keep swimmers as safe as possible, it is being recommended that the swimmers to supervisors ratios be lowered, thus enabling better supervision of children. The ratios are based on the ages of the children in the group. It is also recommended that the minimum standard age guidelines for supervisors be established at 16 years. It is further recommended that only one group reservation be allowed per day. Supervisors are responsible for the children in their group and are required to actively participate in their supervision by being in the water or on the water's edge. • Committee member Messinger asked if there was any coordination with Community Education for similar pool use guidelines and stated that she has seen some Parks and Recreation Advisory Committee Minutes May 6, 1998 Page -2- supervisors there who sit in the stands and visit with each other. She also asked if the Red Cross would provide some tips or instructions to the supervisors on what their duties include. .Renee stated that ISD #194 is currently working on a similar policy for the pools. The Aquatics Director meets with Lakeville beach staff on a weekly basis and also meets on site with group supervisors to be certain that everyone is aware of beach rules and regulations. Groups receive a copy of the rules when their reservation for the beach is' made. The group supervisor must submit a signed reservation application form verifying compliance with all group use beach policies. Committee member Bonn was not able to attend the meeting but contacted Chair Wanless-Sobel to express concerns with the policy revisions. She questioned whether the rules were enforceable and asked. what would happen if a mother with ten children came to the beach. Renee stated that the necessity of the policy would be explained and the mother would be asked to comply. Messinger stated that she has observed situations where mothers bring their own children plus several other neighbor children to the beach and expect the lifeguards to become babysitters. She felt it is not fair to put the lifeguards in that situation and standards should be set and enforced. Committee members felt the policy was excellent. Staff stated it is imperative to the safety of beach patrons to establish group use policies and to enforce them effectively at all Lakeville beaches. 98.20 Motion was made by Messinger, seconded by Larson, to recommend City Council approve the revised Rules and Regulations for Group Use of Beach Facilities in the City of Lakeville, to take effect at the beginning of the beach season in 1998. Motion passed unanimously. ITEM #5. Staff reports and summary of current projects. ? Apre-construction meeting was held with Ingrain Excavating who will mobilize immediately to begin work on this summer's park improvement projects. The Dodd Blvd. turn lanes into King Park will be started immediately, followed by the 205th Street trail which is estimated to be completed by June 14th. Dodd Pointe Park and Dodd Trail Park will follow as soon as possible, with completion dates scheduled for July 14th. ? Committee member Messinger thanked John Hoger and the Park Maintenance Department for their quick response to correcting the vandalism to the batter boards at Parkview Park. The boards had been vandalized twice within two weeks and repainted immediately each time. • ? The future of the Christian home is still undecided. The Recreation Supervisor has viewed the house and discussed possible programming uses with staff. If Parks and Recreation Advisory Committee Minutes May 6, 1998 Page -3- the home were used as a recreation program site, some revisions would need to be made for handicapped accessibility. The possibility also remains that someone may wish to take the home for relocation elsewhere. Estimated demolition cost is $7-12,000 and is not budgeted for this year. ? Committee members received a copy of a letter which was sent to the Minnesota Land Trust, an organization dedicated to preserving unique natural areas. Staff has discussed several land options with the organization and recently discovered another piece of property which he would like to discuss with them also. Committee Chair Warless-Sobel stated that involving the Minnesota Land Trust to possibly assist with land preservation was a great idea. ITEM #6. Review final plat of Quail Meadows 2nd Addition and make park and trail dedication recommendation to City Council. Quail Meadows 2nd Addition is the extension of an existing plat and consists of 19 single family lots. The plat is located south of 170th Street between Fieldcrest Avenue and Pilot Knob Road. In addition to the previously recommended cash • contribution for parks and trails, the developer is required to construct a trail connection within Outlot B of the first addition providing access to the existing trail in Meadow Brook Park leading to the elementary school. The developer is also required to construct a trail from the southwest corner of their plat easterly to the existing trail accessing North Trail Elementary School. The developer will work with Lakeville Parks and Engineering staff with respect to siting the trail. The trail will be a 5/8 and 3/8 share cost with the developer paying 5/8 of the cost of the trail. Staff is recommending the Parks and Recreation Advisory Committee consider recommending a cash contribution to satisfy both the parks and trail dedication requirements, the installation of an access trail to the existing trail at Meadow Brook Park and the installation of the southerly trail from the east portion of the plat to the west portion of the plat as specified on the approved plat grading plan. 98.21 Motion was made by Raymond, seconded by Lovelace, to recommend City Council approve the final plat of Quail Meadows 2nd Addition and require a cash contribution to satisfy the park and trail dedication requirements, the installation of an access trail to the existing trail at Meadow Brook Park and the installation of the southerly trail from the east portion of the plat to the west portion of the plat as specified on the approved plat grading plan. Review preliminary plat of Wyldewood Oaks and make park and trail dedication recommendation to City Council. Wyldewood Oaks is located on the north side of 185th Street, east of Woodridge Estates and consists of 36 single family lots. The plat will be developed in one phase. The property is heavily wooded and consists of several wetlands. Partially because of the varying elevations and wetlands of this property, park land is not identified within this plat. Turn lanes will be installed along 185th Street into this plat, which will require relocation of the existing trail. In addition to a cash contribution, the developer will be required to rebuild the eight-foot bituminous trail along the south portion of the plat boundary. Committee member Larson suggested a wood chip trail may be appropriate from Jamaica Path to Jacquard Path through the water tower property. Staff stated that he would look at any possible trail needs or possible connections through the City's water tower property, however, any trail consideration would not be a requirement of this plat but rather a separate issue. Staff is recommending. the Parks and Recreation Advisory Committee consider a cash contribution to satisfy both the park and trail dedication ordinance. 98.22 Motion was made by Messinger, seconded by Larson, to recommend City Council • approve the preliminary plat of Wyldewood Oaks and require a cash contribution to satisfy the park and trail dedication requirements. In addition, the developer will be required to rebuild the relocated eight-foot bituminous trail on the north side of 185th Street along the south portion of the plat. Motion passed. ITEM #8. Review preliminary plat of Greenridge and make park and trail dedication recommendation to City Council. Greenridge preliminary plat consists of 133 single family lots and is located on the west side of Flagstaff Avenue, south of 175th Street. During the early meetings concerning this plat, staff had considered a park in the southwest comer of the plat. It was later decided that a 9.27-acre parcel along the east side of the plat would be more easily assessable for residents of the area and would accommodate the basic requirements of a neighborhood park. The park will be developed when funding is available. Consideration is being given to having the developer complete grading and seeding of the park area instead of using granular materials. In addition, the developer will be required to construct an eight-foot off-street trail on the west side of Flagstaff Avenue from the south boundary of the plat, north to the existing trail terminus at the south boundary of Country Pond South, including along the property • -shown as the exception on the plat. Page -5- 98.23 Motion was made by Raymond, seconded by Messinger, to recommend City Council approve the preliminary plat of Greenridge and accept the park dedication contribution of a 9.27-acre parcel of property located along the east side of the plat and accept the trail dedication requirement in the form of a cash contribution. In addition, the developer is required to construct an eight foot off-street trail on the west side of Flagstaff Avenue from the south boundary of the plat, north to the existing trail terminus at the south boundary of Country Pond South, including along the property shown as the exception on the plat. Staff will work with the developer concerning park grading and seeding. Motion passed. ITEM #9. Review final plat of Town and Country Estates Second Addition and make park and trail dedication recommendation to City Council. Town and Country Estates Second Addition consists of 52 townhouse lots and is located south of 162nd Street and east of Jaguar Avenue. As recommended by commttee in the preliminary plat review, the developer is required to install and pay 100 % of the costs of a trail connection from Jatos Circle to County Road 46. This will be an important connection for residents of this plat to the trail system. The • developer was also required to install sidewalks on the east side of Jaguar Avenue from the south side of Outlot A north to County Road 46. The sidewalk will be extended with future phases to 165th Street. 98.24 Motion was made by Messinger, seconded by Lovelace, to recommend City Council approve the final plat of Town and Country Estates Second Addition and require a cash contribution to satisfy the park and trail dedication requirements. In addition, the developer will install at his expense a trail connection from Jatos Circle to County Road 46 just east of the storm water retention pond, and install sidewalks on the east side of Jaguar Avenue from the south side of Outlot A north to County Road 46. Motion passed. ITEM #10. Review final plats of Dodd Valley Estates and Dodd Valley Estates 2nd Addition and make park and trail dedication recommendation to City Council. Dodd Valley Estates and Dodd Valley Estates 2nd Addition final plats are located on the southeast side of Dodd Boulevard, across from Fairgreen Avenue in Valley Park. Dodd Valley Estates consists of 23 single family lots; Dodd Valley Estates 2nd Addition consists of 75 single family lots. Upon review of the preliminary. plats, • committee members recommended a cash contribution be required to satisfy both the park and trail dedication requirements. In addition, it is recommended that the developer be required to construct afive-foot sidewalk on the west side of Fairgreen Parks and Recreation Advisory Committee Minutes May 6, 1998 Page -6- Avenue and escrow funds for future trail development along Dodd Blvd. Committee member Messinger repeated what she had stated at the time of preliminary plat consideration that she feels a -park is needed in the area to avoid having residents cross busy streets to access other area parks. Chair Warless-Sobel stated that limited resources are available and there are other areas of the City, especially the Orchard Lake area, which have a greater need for park land. Staff stated that crosswalks are planned for the area and access to parks is available via existing trails. 98.25 Motion was made by Raymond, seconded by Larson, to recommend City Council approve the final plats of Dodd Valley Estates and Dodd Valley Estates 2nd Addition and require a cash contribution to satisfy the park and trail dedication requirements. In addition, the developer will be required to construct afive-foot sidewalk on the west side of Fairgreen Avenue and escrow funds for future trail development along Dodd Blvd. Aye: Lovelace, Larson, Warless-Sobel, Raymond. Nay: Messinger, voted nay because she feels future residents of this plat will request a park. Motion passed. • ITEM #11. Review final lats of Andersons Cent Farm Addition and P m'y Andersons Century Farm Second Addition and make park and trail dedication recommendation to City Council. Andersons Century Farm Addition and Andersons Century Farm Second Addition are located on the east side of Ipava Avenue, north of Eastview Elementary School and consist of a total of 127 single family lots. During preliminary consideration, the Parks and Recreation Advisory Committee recommended a cash contribution to satisfy both the park and trail dedication requirements. The developer will be required to relocate the existing on-street trail east of the proposed turn lanes and will be required to .escrow funds for future off-street trails along the east side of Ipava Avenue. The developer will also be required to dedicate two Outlots for the purpose of providing two trail connections -one to Eastview Elementary School and one to the Zweber Woods plat and park. The developer will be required to plant the standard arbor vitae trail screening along the edges of both trails. A chipped trail will be installed through the wooded area of Zweber Woods park property if time allows this summer or early fall. This conservation area will remain a passive use property. With the next phase of the Zweber Woods plat, the existing snowmobile corridor will be eliminated. ~.26 Motion was made by Larson, seconded by Raymond, to recommend City Council approve the fmal plats of Andersons Century Farm and Andersons Century Farm Parks and Recreation Advisory Committee Minutes May 6, 1998 Page -7- Second Addition and require a cash contribution to satisfy the park and trail dedication requirements. In addition, the developer is required to dedicate Outlots A and B and construct eight-foot wide bituminous trails with recommended screening within the Outlots for the purpose of providing access to the Zweber Woods plat and Eastview Elementary School. In addition, the developer is required to relocate the existing on-street trail and escrow funds for future trails along the east side of Ipava Avenue. Motion passed. ITEM #12. Review preliminary and final plat of Lakeville Third Junior High School and make park and trail dedication recommendation to City Council. Independent School District #194 has submitted an application to construct a junior high school south of 185th Street and west of Dodd Boulevard on an approximately 40-acre site. Recreation facilities on site include four softball fields, two soccer fields, four tennis courts and a track. Staff stated that the areas which are shown as soccer fields may become football fields, due to the extreme shortage of fields for that sport. The junior varsity baseball program from this school plans to use the North Park baseball field. Several trails will be constructed in association with this plat. The school will provide a 10-foot walkway along the entire northern border of the school property between Ipava Avenue and Dodd Blvd. on the south side of 185th Street. A trail will also be built on the east side of Ipava Avenue as part of the City's. upgrade of Ipava Avenue from the school's south drive north to 185th Street. The City will also construct an off-street trail north of 185th Street on the east side of Ipava Avenue to the driveway access to the Water Treatment Plant. From the Water Treatment Plant driveway north, an on-street paved shoulder will be installed to the driveway of Eastview Elementary School. This will complete a linear connection on Ipava Avenue between the Junior High School and Eastview Elementary School. The school district will also construct a pedestrian circulation system on the site providing access to most facilities. For park and trail dedication purposes his plat is considered a single dwelling unit and, as in past practices, the school district is required to pay one park and trail dedication unit. 98.27 Motion was made by Larson, seconded by Messinger, to recommend City Council approve the preliminary and final plat of Lakeville Third Junior High School and require a cash contribution equivalent to one residential unit to satisfy the park and . trail dedication requirements. In addition it is recommended ISD #194 be required to install a 10-foot trail on the south side of 185th Street from Ipava Avenue to Dodd Parks and Recreation Advisory Committee Minutes May 6, 1998 Page -8- Blvd. and to escrow funds for a trail along the east side of Ipava Avenue adjacent their property. Motion passed. ITEM #14. Review use of City of Lakeville park facilities for various 1998 Panorama of Progress events and make recommendation to City Council. Committee members received a list of events which are tentatively scheduled to take place in Lakeville parks in conjunction with the 1998 Panorama of Progress. Staff noted that one change in this year's schedule was that the Pan-O-Prog Run on July 11th will begin at Casperson Park and utilize the Juno trailway instead of starting at Antlers Park. Committee members did not express any concerns with the schedule. 98.28 Motion was made by Raymond, seconded by Larson, to recommend City Council approve the list of activities at City of Lakeville parks to be held in conjunction with the 1998 Panorama of Progress. Motion passed. ITEM #15. Unfinished business. • ~ Staff informed committee members that the use of McGuire Junior High skating facility had been approved by City Council for use by the Body Dryland Hockey School this summer. ~ Staff asked for a Parks and Recreation Advisory Committee representative to attend the Comprehensive Plan update meeting to be held at Lake Marion Elementary School on May 27th. Committee member Messinger volunteered to attend. ~ The annual spring park tour was discussed. Committee members suggested stopping at King Park, Cherryview, Christian property, 168th Street trail connection, Dodd Pointe Park, the Quigley-Sime Park building, then finish at Ritter for refreshments and the regular meeting. The tour will be held on Wednesday, June 3rd and will begin at 5:30 PM from City Hall. City Council members and members of other advisory committees will be invited to accompany the Parks and Recreation Advisory Committee. ITEM #16. New business. Committee member Messinger stated that on a recent visit to Ritter Farm Park she encountered a group who had trailered horses to the park and had ridden on the hiking trails. There were also people in the park on bikes. Staff stated that the park rangers will be coming on board soon and will be keeping an eye on the park. Parks and Recreation Advisory Committee Minutes May 6, 1998 Page -9- Messinger also stated that Valley Lake Park needs more trash cans or the cans need to be emptied more frequently. Staff is also looking forward to seasonal maintenance crews beginning. She also mentioned that she has seen people practicing golf in the parks and wondered if additional signage could be put up. ITEM #17. Announcements: The next meeting of the Parks and Recreation Advisory Committee is scheduled for May 20, 1998. Staff will check on the date for the Dakota County Advisory Committee joint meeting and inform committee members. ITEM #18. Adjournment. The meeting adjourned at 8:20 PM.
