HomeMy WebLinkAbout01-07 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING JANUARY 7, 1998 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, J. Larson, A. Raymond, C. Bonn and P. Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of December 3, 1997. The minutes of the December 3, 1997 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. • There were no citizens present for items not on the agenda. ITEM #5. Staff reports. Committee members had received a lengthy narrative from staff which detailed the status of many recent duties and ongoing projects. In addition: • Committee member Wanless-Sobel asked about the proposed garden policy which had been mentioned in staff's narrative. Staff explained that the policy was originally initiated as a result of encroachment of a resident's volleyball court onto City property. Each year more requests from citizens to plant gardens or other plant materials on public property increase. A survey was conducted of other cities and several issues have been raised. Amore detailed report and survey results will be available at the January 21, 1998 meeting. • Lakeville Baseball Association is proposing to construct a multipurpose building at Quigley-Sime Athletic Complex. Staff has reviewed the preliminary plans and will offer guidance through the project, however, there are no City funds budgeted to assist. Building materials used are proposed to be consistent with other park buildings such as those at Casperson and Parkview. The LBA hopes to complete the project prior to the AAU Tournament in August. • • Committee members asked for more information about repairs to the boat launch at Orchard Lake Park. Staff is proposing to have a new slab installed on high ground up to the water's edge, then install a plank and cable system in the water, which would be provided by the DNR. A grant application will be submitted to assist with the cost of the concrete slab. • The Dodd Pointe tot lot playground budget is $30,000 and staff has three people from the neighborhood who have volunteered to work on the design. Committee member Bonn offered her assistance if staff feels it is needed. St. Croix Recreation has informed staff that some rebates on old playground equipment are available and that there have not been any price increases. • Committee members received a copy of the fmal Park Dedication Fund Budget which was approved by City Council at their December 17, 1997 meeting. A total of $55,000 has been budgeted for two playground upgrades. At least $30,000 will be spent on new equipment at Dodd Trail Park and $20-25,000 will be used to upgrade the structure at Oak Shores Park. Staff suggested a Compan structure, similar to the one at Casperson, may be appropriate for Oak Shores. • City Council has approved funding from the Park Bond fund for the King Park turn lanes on Dodd Blvd. as part of City Improvement Project 98-3. Some committee members questioned whether the funds for this project should have come from road improvement funds . ITEM #6. Review final plat of Lakeview Estates 3rd Addition and make park and trail dedication recommendation to City Council. Park dedication fees for the entire Lakeview Estates 2nd and Lakeview Estates 3rd plats were previously waived in lieu of the developer doing the grading for the Pexa property, a future park site. Cash contributions have been made for trails in the first and second additions. Committee members asked if the trail would be installed due to the plat's close proximity to the proposed school site on County Road 70 and 210th Street. It was recommended that if the trail would not be installed until the school was built, the developer be required to install signage identifying the future trail. 98.01 Motion was made by Messinger, seconded by Warless-Sobel, to recommend City Council approve the final plat of Lakeview Estates 3rd Addition and require a cash contribution to satisfy the trail dedication requirements. In addition, the developer is required to install signage at the Jupiter Avenue cul-de-sac through Outlot A to notify prospective homeowners that a future trail will be installed. The park dedication requirements for Lakeview Estates 3rd Addition have been previously met. . Motion passed. Parks and Rarna~wri Advisory C,arn~ra'tt~ Minutes January 7, 1998 Page -3- ITEM #7. Review preliminary and final plat of Tutor Time Addition and make park and trail dedication recommendation to City Council. A Tutor Time Day Care facility is proposed for athree-acre commercially zoned lot on 175th Street and Ipava Avenue. The Ciry proposes to purchase the remaining land for a future well site, which would be built without a building. The developer of Tutor Time will construct a sidewalk from the east property line along 176th Street to Ipava Avenue. The commercial park dedication rate for Tutor Time is $3,000.00. Staff will check on whether the City would be exempt from park dedication fees for their portion of the plat. Residents in the area have expressed objection to previous proposals for this property but feel this is a compatible use. 98.02 Motion was made by Raymond, seconded by Lovelace, to recommend Ciry Council approve the preliminary and final plat of Tutor Time Day Care and require a cash contribution to satisfy the park dedication requirements. In addition, the developer is required to install and pay 100 % of the cost of a sidewalk from the east property line along 176th Street to Ipava Avenue. Motion passed. ITEM #8. - Unfinished business. The Park Maintenance Dept. continues their efforts to build ice on the hockey and pleasure skating rinks. The paved rink at Meadow Brook has been open more than the others as it has been more conducive for building and keeping ice. The forecast is for colder weather this weekend and crews will work overtime if necessary. Snowmobiling complaints have picked up following the recent snowfall. "Trail Closed".signs were put up at Ritter Farm Park and Antlers due to the thin snow cover and trails being worn down to the dirt. Problems are also occurring at Meadows Park and Dodd Trail Park. Snowmobile trail maps are completed and are available at several locations. A letter informing snowmobilers of recent changes to the ordinance was also sent to all registered snowmobile owners in the city. The Ritter Farm Park multipurpose trail map is also being updated and enhanced and quotes are being taken to have it printed. Staff recently received a thank you letter from equestrian trail users who are appreciative of the trails at Ritter Farm Park. Two vandals were apprehended following some damage to the grounds at Antlers • Park by 4-wheel drive vehicles. Some restitution may be required in the spring when the damage can be more accurately assessed. Parks and R~ Ad'viso~y Canmzttee Minus January 7,1998 Page -4- Additional community survey information was received by Committee members relating to use of park facilities and comparing years of residence in Lakeville, income and school district locations. A discussion of possible park dedication fee increases will be put on the next Parks and Recreation Advisory Committee agenda. ITEM #9. - New business. Staff is working on the 1998 trail dedication budget and provided committee members with a tentative list of new and outstanding trail projects which will be completed this year. OSM is doing the design work for three trails. Discussions are currently underway with staff for aCity-wide comprehensive plan update. The Park and Trail Comprehensive Plans will be updated in 1999. Staff informed the committee that a possible eight to nine acre addition to the park system is being considered on Flagstaff Avenue, in conjunction with the Greenridge plat. Staff will keep committee members informed. • Election of 1998 Parks and Recreation Advisory Committee officers will take place at the next meeting. If any members are interested in serving as an officer, they are asked to call staff so their name can be placed on a ballot for the next meeting. ITEM #10. - Announcements.
