PARKS AND RECREATION ADVISORY COMMITTEE MEETING
DECEMBER 3, 1997
ITEM #1. - Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Larson at 6:00 PM.
ITEM #2. - Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, J. Larson, A. Raymond,
C. Bonn and P. Messinger. Also present were Recreation Supervisor Renee Brekken and
Recording Secretary Judi Ryan. Due to illness, Parks and Recreation Director Steve
Michaud was unable to attend the meeting.
ITEM #3. - Minutes of November 19, 1997.
The minutes of the November 19, 1997 Parks. and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the minutes were
approved as printed.
ITEM #4. - Citizen comments.
• There were no citizens present for items not on the agenda.
ITEM #5. - Staff reports.
Committee member Messinger complimented the Parks Department on plowing the trails
along County Road 46 following the last snowfall. She anticipated that the trail will be
heavily used all year long if it is kept clear.
ITEM #6. - Review preliminary plat of Dodd Valley Estates and make park and
trail dedication recommendation to City Council.
Reports for Dodd Valley Estates are not yet available. The plat consists of 57 lots and is
located on the south side of Dodd Blvd. adjacent to Valley Park. The Park and Open
Space System Plan does not indicate the need for a park within this area. Parks in the
immediate area include Dodd Trail Park, Meadow Brook Park, Independence Park and
Dodd Pointe Park.
Some questions were raised concerning sidewalks on the west side of Fairgreen Avenue,
on the north side. of Dodd Boulevard. Staff suggests committee members consider a
sidewalk extension on the west side of Fairgreen Avenue within this plat. Also, because
Fieldcrest Avenue is designated as a minor collector, sidewalks will be installed by the
developer on the north side of that street. Committee members expressed their desire to
have sidewalks in the Dodd Valley Estates plat especially due to the rapid growth in the
. entire area and because the neighborhood is so close to North Trail Elementary School.

• Residents will need safe, delineated routes in and out of their neighborhoods and should
be able to easily access future trails along Dodd Blvd.
97.47 Motion was made by Wanless-Sobel, seconded by Raymond, to recommend City
Council approve the preliminary plat of Dodd Valley Estates and accept a cash
contribution to satisfy both the park and trail dedication requirements. The developer
will also be required to install trails and sidewalks on Fairgreen Avenue and Fieldcrest
Avenue. In addition the developer will be required to escrow funds for future trails on
Dodd Blvd. when that road is urbanized.
Motion passed.
ITEM #7. - Review proposed revisions to Resolution Establishing Rules and Rental
Fees for Use of City Park Facilities, Buildings and Properties.
Recreation Supervisor Renee Brekken was present to review changes to the resolution
and answer any questions committee members might have. Committee member
Raymond asked about depositing the security check if the key will be out more than
seven days. Renee stated that this would be relevant if the key were to be checked out,
for example, to a coach or other person who would need the key for an entire season.
Renee explained that the deposit was being increased due to the fact that there has been
some difficulty in getting the keys back and a larger deposit may give key holders more
• of an incentive to return their keys. The Park Dept. is considering changing some of the
.cores this winter so that if anyone is holding onto keys, they will no longer have access
to the building.
97.48 Motion was made by Messinger, seconded by Lulf, to recommend City Council approve
the changes to the Resolution Establishing Rules and Rental Fees for Use of City Park
Activities, Buildings and Property and the Resolution Establishing Rental Policies and
Fees for Use of the Lakeville Senior Center as proposed by Parks and Recreation
Department staff.
Motion passed.
Committee members complimented Renee on the winter programs which have been
planned and the 1998 Winter Brochure which was recently distributed to residents.
ITEM #8. - Review proposed 1998 Park Dedication Fund Budget.
Committee members received a revised copy of the 1998 Park Dedication Fund Budget.
Comments made by Committee members were as follows:
¦ The budget for playground updates at Oak Shores Park and Dodd Park is $50,000.
Some committee members felt that it is not an adequate amount to do a good job.
The cost for the Independence Park playground was $26,000, installed. The retaining
wall and sand base was installed by STS and Park Maintenance staff at a minimal
• cost. Committee members felt $30,000 was an appropriate minimum amount to be
spent on each playground improvement. With the new neighborhoods such as

Kilkenny Pond, the Dodd Park playground will be heavily used. Committee
members hoped that the old equipment would be totally removed from both sites.
¦ Committee members asked about the North Park special assessment. The assessment
is for the improvements to Ipava Avenue and the City has decided to make a final
payment of the remaining amount due.
¦ Construction of turn lanes off Dodd Blvd. to access King Park is budgeted for 1998 in
the amount of $49,000. Committee members questioned whether this should be a
road project and if this is an appropriate use of Park Dedication Funds. The turn
lanes will benefit the City as a safety improvement for park users and general traffic
on Dodd B Ivd.
ITEM #9. - Unfinished business.
The Parks and Recreation Advisory Committee will not need to hold another meeting in
December..
97.49 Motion was made by Wanless-Sobel, seconded by Messinger, to cancel the December
17, 1997 Parks and Recreation Advisory Committee meeting.
Motion passed.
. ITEM #10. - New business.
There was no new business at this time.
ITEM #11. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
January 7, 1998 at 6:00 PM.
ITEM #12. - Adjournment.
The meeting adjourned at 7:00 PM.
