HomeMy WebLinkAbout11-19 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING NOVEMBER 19, 1997 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. City Administrator Bob Erickson commended committee members and staff on their efforts and assistance with the snowmobile issue. The process has been difficult and a lot of time was spent by many people prior to the Ciry Council decision. Steve Michaud is the recipient of the "Clifton E. French Distinguished Service Award," the highest and most prestigious Parks and Recreation honor in the state of Minnesota. Committee members are encouraged to attend an awards banquet on December 5th when the award will be presented. With the election of new Ciry officials, Ciry staff is optimistic of inevitable changes. Past changes of this nature have always been beneficial to the City. Bob suggested an open house be held to celebrate and recognize their new environment. ITEM #2. Roll call. Present were H. Lovelace, C. Warless-Sobel, J. Larson, A. Raymond, C. Bonn and P. Messinger. L. Lulf was unable to attend due to a work conflict. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of November 5, 1997. The minutes of the November 5, 1997 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the. minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports. a Park Maintenance is still busy spading trees from the nursery and replacing some dead trees in the park system. The memorial of ten Amur Maples which was donated to Quigley-Sime Park has also been planted. Parks and Recreation Advisory Committee Meeting Page -2- November 19, 1997 ~ The Recreation Dept. Winter Brochure is at the printer and will be distributed with the Lakeville Life and Times the weekend after Thanksgiving. ~ At their last meeting, City Council authorized the sale of bonds for a second sheet of ice at the Lakeville Ames Ice Arena., contingent on the successful fund raising and other finances through various sources. o Staff has received some very positive feedback following his contributions to the Dakota County Citizens Jury which is studying long-term planning in Dakota County. ~ Park Maintenance is busy changing equipment from summer to winter and has begun plowing trails. Staff was asked whether a decision has been made to clear the trails on 160th Street for winter walking, since the trails were not in existence last winter. Committee member Bonn stated that it is the first major trail link in that neighborhood and is heavily used. Staff stated he will put it on the list of trails to be plowed. ? Committee member Lovelace, who works for Dakota County Highway Dept. , suggested that the Street Dept. wait to do the sidewalks in the downtown area until after the County has plowed the streets to avoid having the snow pushed back onto the sidewalk. Staff suggested the two departments communicate, however, trails. and sidewalks in the downtown area are plowed early due to school access needs. ITEM #6. Review final plat of Lake Villa Golf Estates 9th Addition and make park and trail dedication recommendation to City Council. The preliminary plat of Lake Villa Golf Estates 9th Addition was reviewed by committee some time ago. Since then, several neighborhood meetings have been held which resulted in some changes being made to the plat. The developer is planning to install a natural trail in the development and provide a small gazebo for residents, both of which will be maintained by the homeowners association. The Comprehensive Trail Plan identifies sidewalks along the south side of 179th Street and an 8-foot trail on the north side. The sidewalk would be installed with the project. The 8-foot trail would be installed when the north side develops. Staff is recommending a cash contribution to satisfy both the park and trail dedication requirements of the plat, along with developer installed sidewalks along the south side of 179th Street. 97.46 Motion was made by Raymond, seconded by Warless-Sobel, to recommend Ciry Council approve the final plat of Lake Villa Golf Estates 9th Addition and require a cash contribution to satisfy the park and trail dedication requirements. In addition, it Parks and Recreation Advisory Committee Meeting Page -3- November 19, 1997 is recommended that the developer be required to install afive-foot concrete sidewalk along the south side of 179th Street. Motion passed. ITEM #7. - Review preliminary and final plat of Gateway Second Addition. This is a re-draw of the original Gateway plat and is for informational purposes only. Gateway paid the full park fees with the original platting action. Along with the development of the Second Addition, the developer will be required to extend the trail from County Road 5 to the railroad tracks. ITEM #8. - Review City Council actions concerning snowmobiling in Lakeville. Committee members received a copy of the Snowmobile Task Force minutes of October 29, 1997 and the list of goals and recommendations the Task Force had made to Ciry Council. Included in the recommendations which were approved by City Council at their November 29, 1997 meeting were: not to restrict snowmobiling in residential areas; to increase the speed limit from 10 to 15 MPH on city streets; to allow snowmobiling in Lakeville only between the dates of December 1st and March 31st; and to establish a snowmobile information hotline. Staff reported that as of this date, the Lakeville Police Department has received 11 snowmobile related complaints and has issued nine citations. The Police have received a grant of $1,000 which will be used for additional enforcement. A zero tolerance policy is in effect and further saturation events will be conducted this winter as time and conditions allow. Ritter Farm Park will be closed to snowmobiling until weather and snow conditions are conducive. New maps and ordinance revisions are being prepared to be sent to each registered snowmobile owner within the city. Information will also be distributed at Lakeville, Rosemount and Farmington High Schools. City Council members are very concerned about safety issues in the community. The Lakeville Police Department has established measurement criteria for complaints and other instances involving snowmobiles and will take severity of the incidents into consideration when evaluating the season. The City Council also approved the use of the Water Treatment Plant parking lot to be used as a park and ride. The Apple Valley Snowmobile Club has secured a potential site for a northeast sector park and ride lot. The snowmobile club will be working on appropriate signage for both of these lots, in addition to Casperson Park. • The club will also be installing speed limit signage at Foxborough Park and Murphy- Hanrehan Park. Some kiosks are also being considered at the park and ride lots for Parks and Recreation Advisory Committee Meeting Page -4- November 19, 1997 the purpose of disseminating information. Another project which may be undertaken next year is to establish routes to assist people in getting to the main trails from specific neighborhoods. ITEM #9. - Unfmished business. At least one plat will be on the Parks and Recreation Advisory Committee agenda for the first meeting in December. Other City advisory committees have decided to hold only one meeting in December, and to schedule it for the second week. Due to the conflict with the advisory committee appreciation dinner, committee members prefer to hold their meeting on December 3rd as scheduled. Also under new business, committee members inquired as to the status of Dodd Pointe tot lot. Staff stated that the topography map and boundary surveys have been completed this fall and the project should be ready for bids in the spring. ITEM #10. -New business. Committee Chair Jeff Larson attended the MRPA Annual Conference in Rochester, along with Park Director Steve Michaud and Recreation Supervisor Renee Brekken. It was reported that it was an excellent conference with good sessions and speakers. Larson stated that he had picked up information from other communities at the conference regarding municipal swimming facilities. ITEM #11. -Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for December 3, 1997 at 6:00 PM. ITEM #12. Adjournment. The meeting adjourned at 7:30 PM.
