PARKS AND RECREATION ADVISORY COMMITTEE MEETING
NOVEMBER 5, 1997
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson
at 6:00 PM.
ITEM #2. Roll call.
Present were H. Lovelace, L. Lulf, C. Warless-Sobel, J. Larson, A. Raymond, C. Bonn
and P. Messinger. Also present were Park Director Steve Michaud and Recording Secretary
Judi Ryan. Committee member Bonn left at 7:00 PM.
ITEM #3. Minutes of October 15, 1997
The minutes of the October 15, 1997 joint Parks and Recreation Advisory Committee and
Snowmobile Task Force meeting were discussed. There were no additions or corrections
and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports.
• Staff reported that approximately 900 people attended this year's Haunted Forest on
October 18th. Although this was a fairly good turnout, revenue projections are based on
a higher attendance figure. This may create a need for additional donations from local
civic organizations to defray the cost of certain recreation programs. The weather for
this year's event was cooperative, however, there may have been more competition with
other agencies hosting similar events and with other sports events, such as the World
Series. Staff will look at possible changes to rejuvenate the program for next year.
• Staff participated in a "citizens jury" which discussed county and municipal business and
specifically the comprehensive plan for Dakota County. This citizens group will try to
work with the county on several issues and gave the county good marks .for its trail
system, standardized signage and improved marketing program. Staff had stated during
the discussions that he would like to see the county park system enhanced to better serve
residents in the entire county. Opportunities are still available to purchase land for trail
corridors to connect parks with regional greenways, possibly along the rivers.
• The Park Department has been receiving many compliments on the new 205th Street
trail, which is being heavily used. Four major intersections along the trail will have
extra street lights installed and a new experimental sign color will be used to further
mark the crossings. Some Genella Maples will be added to the berm in the spring to
enhance the existing screening. The trail is being extended on the north side of Kansas

Avenue from 205th Street to Kensington Avenue to assist residents from that
neighborhood in getting to the trail.
• The Juno Trail staircase project has been completed, including plantings and lights.
• The owner of the remnant parcel of property along Klamath Trail has signed a Right of
Entry agreement, which gives the City permission to continue construction of the trail
this fall so that project is not delayed.
ITEM #6. Review preliminary plat of Orchard Meadows and make park and
trail dedication recommendation to City Council.
Orchard Meadows development is proposed for land located south of 185th Street between
I-35 and Kenwood Trail and includes 73 townhouse lots. The property includes wetlands,
significant trees and steep slopes. City staff supports the townhouse development on this
property because clustering the townhouse units helps preserve this environmentally sensitive
area. Some wetland mitigation will be required and an Outlot containing a large stand of
Oak trees will be deeded to the City. The City's Park and Open Space System Plan does not
identify the need for any parks within the Orchard Meadows development. Bassett Park is
located approximately .one-forth mile to the south of the proposed plat.
The developer will construct afive-foot wide concrete sidewalk with Phase One development
road construction on the west side of the proposed Orchard Trail that will connect to the
existing trails located along 185th Street. Chair Larson requested that a rest area for bikers
or hikers be planned for the area next to the railroad tracks if the railroad is abandoned for
trails in the future.
97.43 Motion was made by Raymond, seconded by Lulf, to recommend City Council approve the
preliminary plat of Orchard Meadows and require a cash contribution to satisfy the park and
trail dedication requirements. It is further recommended that in conjunction with Phase One
road construction, a sidewalk be installed on the west side of the proposed Orchard Trail.
Motion passed.
ITEM #7. Review preliminary and final plat of Park View Addition and make
park and trail dedication recommendation to City Council.
Park View consists of three single family residential lots on land located west of Ipava
Avenue between 170th and 171st Streets, across from North Park. One single family home
which exists on the property will remain. The Park and Open Space System Plan does not
identify the need for any park within this plat.
97.44 Motion was made by Raymond, seconded by Warless-Sobel, to recommend City Council
approve the preliminary and fmal plat of Park View Addition and require a cash contribution
• to satisfy the park and trail dedication requirements for the two new lots.
Motion passed.

ITEM #8. Review preliminary and final plat of Celebration Addition and make
park and trail dedication recommendation to City Council.
Lowell Lundstrom Ministries is proposing to construct achurch/event center on 18 acres of
property on the west side of Kenyon Avenue north of County Road 5, on the existing Golf
Dome property. The site is proposed to be developed in three phases. Development of
Phases I and II will limit the use of the building to office/meeting rooms space, with no
organized worship services. For this reason, and because the road is not yet urbanized, staff
does not see a need for a sidewalk at this time. The Comprehensive Trail System Plan
identifies a future sidewalk on Kenyon Avenue. Staff recommends the sidewalk be
constructed when the road is fully urbanized or when the adjoining land is developed, if staff
determines it is needed at that time.
97.45 Motion was made by Lulf, seconded by Warless-Sobel, to recommend City Council approve
the preliminary and final plat of Celebration Addition and require a cash contribution to
satisfy the park and trail dedication requirements. Committee further recommends that when
Kenyon Avenue is urbanized, the need for a sidewalk or trail be reviewed.
Motion passed.
• ITEM #9. - Discuss results of October 29, 1997 Snowmobile Task Force meeting.
At their October 15, 1997 meeting, the SnoTrackers Snowmobile Club presented a written
request to the Snowmobile Task Force asking that their recommendation to the Ciry Council
include no snowmobile ban for the 1997-98 season, but instead to impose and enforce a zero
tolerance policy. In addition, the Task Force recommended to the City Council that the
speed limit of snowmobiles on city streets be increased to 15 MPH and that, regardless of
snowfall, snowmobiling would be allowed in Lakeville only between the dates of December
1st and March 31st to coincide with the opening of the DNR trails. Exceptions to this would
be to allow snowmobiling in county ditches and on private property. The Task Force also
recommended that if there is no improvement or if violations increase, the ramifications
would be a ban the following year. The Task Force's list of 14 goals and recommendations
also includes youth education through area high schools, establishment of a hotline,
additional park and ride lots, and a second snowmobile for the Police Department. Staff
feels the snowmobiling community has had an awakening and is optimistic that some habits
will be changed due to the publicity which the Snowmobile Task Force has created. Another
meeting of the Task Force has been scheduled for January for amid-season review.
The Snowmobile Task Force and the SnoTrackers wish to have some paved trails left
unplowed in order to provide access to proposed park and ride lots. Currently, the east side
of Ipava is left unplowed and would be a good access route if the proposed park and ride lot
at the Water Treatment Plant was approved. Approximately 20-30 % of snowmobiles are
• equipped with carbide studs for increased starting speed and better stopping and traction.
Spinning tracks at the intersections is apparently what causes damage to trails and roadways,
especially early and/or late in the season when the snow depths are minimal. The Parks and

Recreation Advisory Committee will need to consider whether to recommend carbide studs
be allowed on the paved trails, if it is decided to use some of the paved trail system for
snowmobiles.
Committee member Messinger stated that in the October 29th Task Force minutes there was
some discussion of providing a snowmobile trail through North Park and wished to have
some input if there was an actual recommendation made for this. Staff stated that he had
discussed this idea with the Task Force and informed them that the area is too
environmentally sensitive and a trail would not be advisable.
ITEM #10. Unfinished business.
Staff asked Larry Lulf for written confirmation from the SnoTrackers Snowmobile Club that
they will be grooming the ski trails at Ritter Farm Park.
ITEM #11. New business.
Committee members congratulated Steve Michaud on his nomination for the Clifton E.
French Distinguished Service Award.
Committee members received the first draft of the 1998 Park Development Fund budget and
• briefly discussed items which are proposed. The list includes traditional items plus some
additional items previously suggested by Committee members. Revenues for 1998 are based
on 300 new housing units, plus there will be a carryover balance from 1997.
ITEM #12. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
November 19, 1997 at 6:00 PM.
ITEM #13. Adjournment.
The meeting adjourned at 7:30 PM.
