HomeMy WebLinkAbout08-20 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING AUGUST 20, 1997 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Warless-Sobel, J. Larson, A. Raymond and C. Bonn. Committee member P. Messinger was absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of August 6, 1997 The minutes of the August 6, 1997 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports. ? Ciry Council discussed the proposed County Road 5 trails at their recent work session. Staff had presented a proposal to construct trails on both sides of County Road 5 during the roadway upgrade. Two main issues were involved with the Council's decision not to pursue dual trails; the possible impact on Kingsley Lake and the potential cost of easements and/or purchase of a home on the west side for a right of way. The County will proceed with plans to build a trail on the east side of County Road 5 only during the upcoming road improvement project. The sidewalk from Cracker Barrel Restaurant to 175th Street will be constructed at the time of future development. ? The home on the Wilkie property is being demolished this week. ? An additional 1,200 feet of the Juno Trail trailway has been paved along the property recently purchased from the Christian family. The paving was able to be done quickly as part of a change order to another project. Parks and R~atrart Aa~visory Carnrn'tt~ Minutes August 20,1997 Page -2- ? Staff has received a proposal from Offing House Movers to remove the home from the Christian property. This will provide a substantial savings over having the home demolished. ? Erosion and grading problems which have been experienced at King Park are being addressed and a change order will be issued to Friedges, Inc. to resolve the problems. ? The 205th Street trail is progressing well, with about 75 % roughed in. Some delays have been encountered with this project due to rainy weather. It is expected that trail development will continue along 205th Street in conjunction with future plats. ? The Snowmobile Task Force will reconvene on September 11, 1997 at 6:00 PM. A letter is being drafted and will be sent to all registered snowmobile owners in the area advising them of the proposed snowmobile ban and upcoming informational meeting. • ? Prior to the Parks and Recreation Advisory Committee meeting, staff attended a meeting with residents whose property may be directly affected by the Klamath Avenue trail. The design will attempt to place the trail between the railroad property and the guard rail so there will be minimal effect on homeowners. Staff had spoken to a representative from CP Rail who seemed to be amenable to the proposal of the trail running along their property line. The proposed trail will be constructed from 168th Street, through Wayside Park and the Wilkie property, to Orchard Lake Elementary . ? The Independence Park playground equipment was shipped and should be delivered any day. The structure base will be sand, which will give added play value. ITEM #6. Review preliminary and final plat of Lakeville Family Housing Addition (Dakota County HRA) and make park and trail dedication recommendation to City Council. The Dakota County Housing and Redevelopment Authority (HRA) is proposing the development of Lakeville Family Housing, which consists of 30 townhome units on property located north of Dodd Blvd. and east of Cedar Ave. The City's Parks and Open Space System Plan does not identify the need for a park within the • development, however, the proposed project includes a playground, gazebo, and a lighted hard court surface with a basketball backstop in the center courtyard of the Parks and Ram Aaivisory C.anvnitt~ Mimrxes August 20,1997 Page -3- development. Since inclusion of this area was not required, and use will be limited to residents of the development, Committee members did not feel that the developer should be given a park dedication credit. The developer will be required to escrow funds for future trails along Dodd Boulevard which will be built when that roadway is upgraded. 97.39 Motion was made by Raymond, seconded by Warless-Sobel, to recommend City Council approve the preliminary and final plat of Lakeville Family Housing Addition (Dakota County HRA) and require a cash contribution to satisfy the park and trail dedication requirements. In addition, the developer will be required to escrow funds for future trail construction along Dodd Boulevard. Motion passed. ITEM #7. - Unfinished business. As part of the lake management plan, notices are being stenciled on pavement areas near the storm water catch basins reminding residents not to dump waste materials in the streets due to runoff into area lakes. . Staff is drafting a park dedication budget. There has been some discussion concerning the CIP budget for repairs and/or replacement of the Bombardier which is used for cross country ski trail grooming at Ritter Farm Park. The feasibility of having the SnoTrackers groom the cross country ski trails is being considered. Larry Lulf reported that the SnoTrackers will be holding a meeting on Saturday. One item for discussion will be whether the club will be able to remain active in Lakeville. It is continually becoming more difficult to locate trails and obtain landowner permits and the club will now have the added responsibility of locating parking areas for trailers. Members are willing to contribute to the club financially but few are available for the labor-intensive work which needs to be accomplished. The groomer which the club uses should last several more years but when it is no longer operable, it looks doubtful at this time that it would be replaced. ITEM #8. - New business. Due to several staff members being on vacation the last week of August, it does not appear that there will be any plats brought forward to the first meeting in September, therefore, the September 3, 1997 meeting will be cancelled. Items for the agenda of September 17th will include discussions of Greenwood Estates trail and the park naming policy. Parks arul R~xtian Advisory ~.asvru'tt~ Miru.~s August 20, 1997 Page -4- The Parks and Recreation Advisory Committee acknowledged receipt of a letter to Steve Michaud from the Minnesota Youth Athletic Services accommodating staff for the very successful AAU 12 & National Baseball Championships held in Lakeville recently. The week-long tournament is very beneficial to the City's economy and Committee member Raymond suggested that a copy of the letter be sent to the Chamber of Commerce. Bids for the 1999 tournament will coming up soon and Lakeville will be in competition with Disneyworld in Orlando, which is also interested in hosting the tournament. Lakeville has secured the bid for the 1998 tournament. ITEM #9. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for September 17, 1997 at 6:00 PM.
