HomeMy WebLinkAbout07-16 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING JULY 16, 1997 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Vice Chair Lulf at 6:00 PM. ITEM #2. Introduction of new Parks and Recreation Advisory Committee member, Cheryl Bonn. On behalf of staff and fellow Parks and Recreation Advisory Committee members, Larry Lulf welcomed new member, Cheryl Bonn, and introductions were made to other Committee members. ITEM #3. Roll call. Present were L. Lulf, H. Lovelace, C. Wanless-Sobel and C. Bonn. Committee members J. Larson, A. Raymond and P. Messinger were absent. Also present were City Administrator Bob Erickson, Park Director Steve Michaud and Recording Secretary Judi Ryan. • ITEM #4. Approval of minutes of June 18, 1997 Parks and Recreation Advisory Committee meeting. The minutes of the June 18, 1997 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #5. Citizen comments. There were no citizens present to discuss items which were not on the agenda. ITEM #6. Neighborhood meeting with residents adjacent to Greenwood Estates trail concerning trail status. Approximately eight residents were present to discuss the existing trail in Greenwood Estates and what might be done to alleviate drainage and erosion problems. Staff explained to the neighbors that the required utility easement allowed the City the opportunity for a trail connection and the trail was subsequently included in the development agreement for Greenwood Estates. The trail serves the residents by providing a more direct route to a main trail on 165th Street. Aglime was installed by the developer on the end sections of the trail and wood chips were installed in the natural area in the center. As a result of heavy rainfalls, the trail has become an ongoing maintenance issue. Staff showed committee members and neighbors a video taken following a recent heavy rainfall, showing serious ruts and erosion which have been continually experienced. since the trail was installed. Parks and Ramatran Adv~arny C,aro~aittae M»n~ July 16, 1997 Page -2- Aglime, which typically sets up to a hazd surface and doesn't wash away, has been reinstalled three or four times by the developer. Bale checks which were installed to minimise the problem were appazently washed away or removed by youth. Other possible solutions may include paving the sections which aze now aglime or installing landings and/or stairs to help deflect the water flow. Either of these would hopefully stabilize the area and minunize erosion. The developer has agreed to install arip-rapped catch basin to catch the majority of water draining to this area. Pavers with grass in between, a timber landing, and nazrowing the trail by a couple of feet were also suggested. The homeowners adjacent to the trail said they also get a lot of water running through their yard and have recently installed drain tile. There does not seem to be an erosion problem in the natural azea in the woods. A resident suggested vegetation would help as an erosion blanket and that the natural azea is better because the wood chips absorb more water. Steve Peter stated that the trail traverses the easement on his property and asked about his liability for the trail. He asked if he could be provided with a written guarantee of the City's acceptance of liability. He also presented the committee with a petition from the neighbors asking that the trail remain as natural as possible with no paving. Staff stated that great care is taken to keep the trail system in good repair and there are seldom any liability issues associated with trails. City Administrator Bob Erickson stated that the City could not issue such a letter. Neighbors were concerned about the potential danger of kids riding bikes down the paved azeas of the trails and accelerating into the street. Residents stated that people like to walk and rollerblade in the neighborhood and do not seem to mind taking a longer route to the main trail. Bob Erickson stated that even though the City has been committed to finding a solution to the problem and keeping the trail open, if the residents do not desire to keep the trail, closing it can be considered. Citizens stated they would be willing to conduct another survey of residents to fmd out if there would be opposition to closing the trail. A legal notice would need to be sent to landowners if the trail easement is abandoned. The utility easement would remain. Staff will ask the City Attorney to verify the legal process to vacate the trail easement. Staff stated that Committee member Pat Messinger had requested by phone that no decision be made this evening since not all committee members would be present. 97.31 Motion was made by Warless-Sobel, seconded by Lovelace, to proceed with the installation of a catch basin by the developer and table any further action on the Greenwood Estates trail pending a recommendation by the City Attorney concerning abandoning the trail. Motion passed. ITEM #7. Staff reports and summary of current projects. D Cathy Bolduc has been hired to fill the Recreation Assistant position which was vacated by Shelli Heinsch. Cathy is presently working for the City of Eden Prairie. • D A purchase agreement has been finalized on the Wilkie property and closing is expected to take place in August. D Negotiations are continuing on the Christian property. D Pan-O-Frog went well overall, although participants at a few activities experienced some rain. The Kiddie Parade was cancelled and will be rescheduled. Staff was concerned at the beginning of the car show at Antlers. The potential for turf damage exists every year but was increased this year due to the wet conditions. The car owners were careful and no problems were experienced. ITEM #8. Review final plat of Harris Acres First and make park and trail dedication recommendation to City Council. Harris Acres First consists of 36 single family residential lots on land located on the south side of 170th Street, east of Fieldcrest Avenue. Harris Acres is adjacent to the Quail Meadows development which is also going through the development process. These plats are west of Farmington's North Trail Elementary School. Harris Acres has wetlands and development is contingent on some decisions by FEMA concerning flood insurance. The property has been assessed for trails along the south side of 170th Street which were installed last year as part of a City improvement project. In addition, a trail will be constructed along North Creek at a 5/8 developer, 3/8 City share cost. 97.32 Motion was made by Warless-Sobel, seconded by Lovelace, to recommend City Council approve Harris Acres First and require a cash contribution to satisfy the park and trail . dedication ordinance. In addition, the developer will be required to install a trail from the existing trail terminus at the northwest side of North Creek Manufactured Home Community northerly along the east side of Lot 13 to Miller Drive. The trail cost will be a 5/8 developer, 3/8 City share cost. The trail must be installed in conjunction with Miller Drive. Motion passed. ITEM #9. Review preliminary and final plat of Quail Meadows and make park and trail dedication recommendation to City Council. Quail Meadows plat is located on the south side of 170th street, east of North Trail Elementary School and directly east of Harris Acres. The preliminary plat consists of 52 lots; 30 of which are in the first phase requesting final plat approval. Neighborhood park needs will be met with the Meadow Brook Park development. The Comprehensive Trail Plan identifies a trail connection on the north side of North Creek with a future trail along Pilot Knob Road. The developer will be required to construct a trail from the east end of the Fairmeadow Court cul-de-sac through Outlot A to Meadow Brook Park. This trail will eventually connect to Pilot Knob Road. The developer will be required to pay 5/8 of the cost for installation of the trail along the south plat boundary to the North Creek trail access. City staff continues to work with ISD 192 on the construction of other trails in the North Creek Manufactured Home community which will allow pedestrian access to the new school. 7.33 Motion was made by Warless-Sobel, seconded by Lovelace, to recommend City Council accept a cash contribution to satisfy the park and trail dedication requirements for Quail Parks and Ramatia~z Advi~rny Canrazt~ Minute July 16, 1997 Page -4- • Meadows. In addition, the developer will be required to construct a trail from the east end of the Fairmeadow Court cul-de-sac through Outlot A to Meadow Brook Park. The developer will be required to pay 5/8 of the cost for installation of the trail along the south plat boundary to the North Creek trail access. Motion passed. ITEM #10. Review preliminary and final plat of Heritage Square Townhomes and make park and trail dedication recommendation to City Council. Heritage Squaze Townhomes consists of 56 townhouse units and 40 condominium units located on the west side of Holyoke Avenue, north of City Hall. This is considered to be the first development phase of the Town Squaze concept plan approved by the City Council. The Pazk and Open Space System Plan identifies a park in the area, however, because the demographics of this neighborhood aze expected to be "empty nesters" and senior citizens, staff is recommending that pazk land not be considered. The developer will be required to construct an 8-foot bituminous trail on the west side of Holyoke Avenue in conjunction with the upgrade of that roadway. The City will reimburse the developer for 3/8 of the cost of that trail construction between the north property boundazy south to Heritage Way. An 8-foot concrete sidewalk will be constructed along Holyoke Avenue from the south side of Heritage Drive south to Highway 50. The City will • pay 100% for the sidewalk cost. The developer will also install an 8-foot wide bituminous trail on the north side of Heritage Drive. An 8-foot concrete sidewalk will be constructed and paid for 100 % by the City on the south side of Heritage Drive at a later time. 97.34 Motion was made by Warless-Sobel, seconded by Bonn, to recommend City Council accept a cash contribution to satisfy the pazk and trail dedication requirements for Heritage Square Townhomes development. The developer will also be required to pay 5/8 of the cost of an 8-foot bituminous trail on the west side of Holyoke Avenue, and 5/8 of the cost of an 8-foot bituminous trail on the north side of Heritage Drive. The contractor will construct a concrete sidewalk from the south side of Heritage Drive to Highway 50. The City will reimburse the developer 100 % of the cost of this sidewalk. Motion passed. ITEM #11. Review preliminary and final plat of Arden International Kitchens and make park dedication recommendation to City Council. Arden Kitchens is located in Airlake Industrial Pazk at the southeast comer of Highway 50 and Hamburg Avenue. Arden has acquired additional land from the City of Lakeville and Airlake Development and is proposing a phased expansion of their operation. Committee members asked if trail escrow fees would be required for the future upgrade of Hamburg Avenue. 7.35 Motion was made by Warless-Sobel, seconded by Lovelace, to recommend City Council approve the preliminary and final plat of Arden Kitchens Addition and recommend a cash Parks and R~at~iaz A C.a~anitt~ Mmsrtes July 16, 1997 Page -5- • contribution based on the commercial rate to satisfy the park dedication requirements. An escrow fee for future trails along Hamburg Avenue will also be required. Motion passed. ITEM #12. Unfinished business. The Snowmobile Task Force is scheduled to meet on Thursday, July 24, 1997 at 6:00 PM. The agenda includes a discussion of eliminating snowmobiling in urbanized areas. Staff has several ideas for new trails and is currently checking on possible locations for trails and grant possibilities. The DNR, through the State Legislature, has provided an additional $5,443.00 to help with costs incurred following the exhaustion of 1996-97 snowmobile trail grants. Larry Lulf informed the Committee that snowmobile registration fees have gone from $30.00 to $45.00 per machine to help defray state costs for grooming and enforcement. ITEM #13. New business. Committee member Lovelace mentioned that some tree trimming is needed along the trail from Dodd Blvd. to the downtown, especially the second house from Dodd on the north side. Staff will have it taken care of. ITEM #14. Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for August 6, 1997 at 6:00 PM. ITEM #15. Adjournment.
