HomeMy WebLinkAbout06-18 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING JUNE 18, 1997 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Vice Chairperson Lulf at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Warless-Sobel, A. Raymond and P. Messinger. Committee member J. Larson was absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of June 4, 1997 The minutes of the June 4, 1997 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports. ~ The Park Maintenance Department is busy preparing for the Pan-O-Prog Soccer Tournament which is scheduled for the weekend of June 27-30. The tournament will again host over 200 teams which necessitates setting up extra fields in areas at parks and elementary schools which are not normally used as fields. ~ Requests for Proposals were mailed to several playground manufacturers to receive bids for the Independence Park playground. The bid opening is scheduled for July 1st. ~ Staff is in the process of screening applicants for the Recreation Assistant position which was left open by the resignation of Shelli Heinsch. ITEM #6. Review final plat of Orchard Hills 1st Addition and make park and trail dedication recommendation to City Council. Orchard Hills First Addition plat is located northwest of Orchard Lake, just west of Judicial Road and consists of eight lots. The Parks and Recreation Advisory Committee previously reviewed Orchard Hills 1st Addition preliminary plat. The property is heavily wooded and rolling. Based on the Comprehensive Park and Trail System Plans, there are no park or trail issues associated with this plat. Parks and Ran AdUasory C.arrarriuae M June 18, 1997 Page -2- 97.25 Motion was made by Messinger, seconded by Raymond, to recommend City Council approve the final plat of Orchard Hills 1st Addition and require a cash contribution to satisfy the park and trail dedication requirements.. Motion passed. ITEM #7. Review final plat of Orchard Hills 2nd Addition and make park and trail dedication recommendation to City Council. The Parks and Recreation Advisory Committee also previously reviewed the preliminary plat of Orchard Hills 2nd Addition. This plat is located northwest of Orchard Lake, just west of Judicial Road, and consists of seven lots. The property is heavily wooded and rolling. There are no park or trail issues associated with this plat. 97.26 Motion was made by Warless-Sobel, seconded by Lovelace, to recommend City Council approve the final plat of Orchard Hills 2nd Addition and require a cash contribution to satisfy the park and trail dedication requirements.. Motion passed. • ITEM #8. Review preliminary and final plat of Boulder Village West and make park and trail dedication recommendation to City Council. Boulder Village West consists of 15 residential lots and is south of 165th Street, west of Ipava Avenue, directly south and east of Greenwood Estates. Residents of Greenwood Estates had previously requested a neighborhood park for the area. Staff anticipates that a search area will be defined when the Ryan property develops. A three to four acre piece would be desirable in order to develop an area similar to Hypointe Crossing. Consistent with the original plat, staff is recommending the Parks and Recreation Advisory Committee consider recommending a cash contribution to satisfy the park and trail dedication requirements for Boulder Village West. 97.27 Motion was made by Raymond, seconded by Messinger, to recommend City Council approve the final plat of Boulder Village West and require a cash contribution to satisfy the park and trail dedication requirements.. Motion passed. ITEM #9. Review preliminary and final plat of Crystal Lake Fairways and make park and trail dedication recommendation to City Council. Crystal Lake Fairways consists of 18 single family lots and is located directly south of Hypointe Crossings 4th Addition. T'he entire southern property line of this plat is • adjacent to Crystal Lake Golf Course. Residents of Hypointe Crossing have previously requested a trail connection, however staff has determined that the extensive wetlands Parks and Roman A~ Carnnitt~ Mira~s June 18, 1997 Page -3- • in the area would prohibit a trail from being built. Various trail accesses which are currently available or planned for the future in the area should serve the needs of the residents. 97.28 Motion was made by Warless-Sobel, seconded by Lovelace, to recommend City Council approve the preliminary and fmal plat of Crystal Lake Fairways and require a cash contribution to satisfy the park and trail dedication requirements.. Motion passed. ITEM #10. - Discuss Parks and Recreation Advisory Committee's July meeting schedule. The next Parks and Recreation Advisory Committee meeting is scheduled for July 2nd. The Planning Commission has decided to cancel its first meeting of July, so there will be no Planning or Engineering reports sent forward for the Parks and Recreation Committee to review. In light of this, and considering that Committee members may be taking vacations that week, staff asked if they would like to consider canceling their July 2nd meeting. Committee members stated they would be willing to schedule a second July meeting if issues arose which made it necessary. Committee member Raymond stated he would not be able to attend the July 16, 1997 meeting. 97.29 Motion was made by Messinger, seconded by Warless-Sobel, to cancel the Parks and Recreation Advisory Committee meeting of July 2, 1997 and to keep the Committee's options open to schedule an additional meeting in July if necessary. Motion passed. ITEM #11. - Unfinished business. Staff updated the committee on the acquisition of several parcels of property. ~ The purchase of the area at 160th Street and Dodd Blvd. has been completed by Dakota County. Staff will keep Committee members updated on the progress of plans for the Dodd Pointe tot lot on this parcel of land. ~ The owner of the parcel between Wayside Park and Orchard Lake Elementary School has agreed in concept to the sale of the land ,although the purchase agreement has not yet been signed. Staff expects this agreement to be finalized in the very near future. ~ Another meeting was held with members of the Christian family concerning purchase of the property on Lake Marion. Due to the large number of people who must agree to the terms, negotiations have been difficult. Staff was • encouraged by the last meeting. Parks and Rri Ac~rrisory C.arrnrtitt~ Mzns~ June 18, 1997 Page -4- • ~ Council continues to be committed to the purchase of the Northeast sector park and funds are being set aside each year for the future purchase of this property. The proposed park naming policy will be discussed by Ciry Council at their next work session. Also on their agenda will be the leash law for the parks and the policy regarding private gardens on public property. Staff will keep Committee members updated on these issues. ITEM #12. - New business. Residents have experienced some problems with youth who are loitering at Valley Lake Park and intimidating park users. The Police and Park Rangers have increased their patrols of the area and obtained the names and addresses of the youth. Messinger stated that the bark has been stripped from a tree in the area where the group congregates. Staff will continue to work with Lakeville Police concerning this issue. It was mentioned that a light pole had been broken off near the backstop at Parkview Park, toward Gerdine Path. Maintenance and Dakota Electric will be informed of the • needed repair. Committee members discussed the 1998 budget. Committee member Messinger stated that additional paved rinks should be considered. Staff stated that the previous estimate he had received did not seem accurate and he would obtain another price for budget purposes. Meadow Brook has been paved and staff feels that another regionally located rink would be a good idea. Messinger suggested that large ticket items such as this should be paid for through the general fund rather than through park dedication. Staff is working on a playground capital improvement program, which will propose to improve certain older playgrounds each year for the next five to ten years. Staff also mentioned that Farmington school district has offered to pay for a trail from North Creek to North Trail Elementary School. The owner of the Lakeville Commercial Center property on I-35 and 210th Street has offered to prepay the park dedication fees on the remainder of the four outlots which were previously platted as outlots. The property includes Outlot B, Outlot D, land east of I-35 and a lot south of Highway 70. According to the current park dedication rate for commercial property, revenues from the prepayment would be approximately $10,250.00. Committee members wished to have the opportunity to review park dedication fees if any or all of the parcels were rezoned in the future. Parks and Racrnatrara Aa~v~wr y Cannriti~ Mks June 18, 1997 Page -S- • 97.30 Motion was made by Lovelace, seconded by Raymond, to recommend to City Council advance payment of park dedication fees from Lakeville Commercial Center on Outlot B, Outlot D, land south of Highway 70 and land east of I-35, based on the current commercial rates. It is further recommended that if in the future the property is proposed to be rezoned, the Parks and Recreation Advisory Committee reserves the right to review the park and/or trail dedication fees at that time. Motion passed. Committee member Lovelace stated that he had been approached by a resident who lives near Terrace park on 207th Street. Neighbors wish to have the pedestrian easement between two residential lots blacktopped to improve access for children who need to catch the school bus on Upper 208th Street. Staff will survey the situation and determine if it would be feasible. ITEM #13. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for July 16, 1997 at 6:00 PM. ITEM #14. Adjournment. The meeting adjourned at 7:20 PM. Respectfully submitted, u i A.
