The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Warless-Sobel, J. Larson, A. Raymond and P. Messinger. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of April 16, 1997 The minutes of the April 16, 1997 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. . Mr. Gene Hokenson, representing the Blue Eagles, addressed the committee and requested that the model air club again be allowed to use North Park for their annual Pan-O-Prog show. The event is scheduled for July 5, 1997 with an alternate rain date of July 6th. Mr. Hokenson requested that an area be mowed short to be used as a runway and offered to bring their own lawnmower if necessary. The club will provide their own PA system and security ropes. The Blue Eagles will provide the appropriate certificate of insurance for the event. The Park Director stated he would require an on-site meeting with group leaders about a week prior to the event to go over details. 97.12 Motion was made by Messinger, seconded by Warless-Sobel, to recommend City Council authorize the Blue Eagles Model Air Club to conduct an air show at North Park on July 5, 1997 in association with Pan-O-Prog pending review and recommendations from the Parks and Recreation Director. In case of rain, the event will be held on July 6, 1997. Motion passed. Staff informed the committee that an itinerary will be developed of all Pan-O-Prog events which will take place in Lakeville parks. The committee will then make one recommendation to City Council which would cover the entire list. • Mr. Hokenson, a resident of the Valley Park neighborhood, suggested that a wood chipped trail be built through the woods behind the church, possibly by a scout group, Parks and Recreation Advisory Committee Minutes of May 7, 1997 Page -2- when construction in the area is complete. He is concerned that the construction berm along 160th Street screens Valley Lake Park too much and may allow people to dump garbage unnoticed. Mr. Hokenson also mentioned that there may be some adjoining landowners who are encroaching on Valley Lake Park property. Staff stated he will inspect the area for possible problems. ITEM #5. Staff reports. ? Friedges, Inc. has re-seeded areas of turf damaged by winter kill at all bond referendum sites. ? Acquisition of the Dodd Pointe tot lot property has been completed by Dakota County and staff anticipates planning and development of that area to move forward in the near future. ? Cheryl Bonn has volunteered to chair the Independence Park playground project and Committee member Pat Messinger has offered assistance in the planning. All neighbors of Independence Park received letters concerning the playground upgrade and giving them an opportunity to attend a meeting and become involved on the committee. Pat Messinger also mentioned that a $60,000 playground addition is also planned for Parkview Elementary School. • ITEM #6. Review preliminary plat of Harris Acres and make park and trail dedication recommendation to City Council. Harris Acres consists of 78 single family lots and is located on the south side of 170th Street, east of Fieldcrest Avenue. The preliminary plat will include Outlot B of Meadow Brook Third Addition. The developer will be required to install a trail from the existing trail that enters North Creek, northerly along the east side of Lot 13 to Miller Drive. The trail cost will be a 5/8 developer, 3/8 City share cost. The developer may receive a credit against the trail dedication fee towards development of the trail. The trail must be installed as part of the construction of Miller Drive. When the Bester property develops, the trail will be extended to the east along the south boundary of the Bester property to connect with the North Trail Elementary School property in the southwest corner of 170th Street and Pilot Knob Road. 97.13 Motion was made by Lulf, seconded by Raymond, to recommend City Council approve the preliminary plat of Harris Acres and require a cash contribution to satisfy the park and trail dedication requirements. The developer will also be .required to extend the trail from its existing terminus northerly to Miller Drive. Motion passed. ITEM #7. Review Muller Family Theatre Additional final plat and make • park and trail dedication recommendation to City Council. Muller Family Theatre Addition consists of one commercial lot on one block located in the southwest corner of 205th Street and Keokuk Avenue in Lakeville Commerce Parks and Recreation Advisory Committee Minutes of May 7, 1997 Page -3- Center. The project consists of development of an 18-screen movie theater. The owner paid park dedication fees on portions which were platted previously and at that time the park dedication fees were higher than today's rate. Staff is recommending the Muller Family Theatre Addition plat be required to pay $3,001.00 based on existing commercial rates. Committee members also discussed the importance of developing internal sidewalks for pedestrian traffic flow. Staff stated the developer intends to install a pedestrian system as additional projects develop in the area. 97.14 Motion was made by Messinger, seconded by Warless-Sobel to recommend Ciry Council approve the fmal plat of Muller Family Theatre Addition and require a cash contribution to satisfy the park dedication requirements based on the commercial rate. Motion passed. ITEM #8. Consider Lakeville Soccer Association proposal to build fence at South Soccer Complex and make recommendation to City Council. Staff was recently informed by the Lakeville Soccer Club that their Board of Directors approved appropriations to construct fencing for the South Soccer Complex. Midwest Fence has been chosen to complete the work when weather permits, if approved by the Ciry of Lakeville. The Soccer Club will fund 100% of the project. ~.15 Motion was made by Warless-Sobel, seconded by Lovelace, to recommend City Council accept the proposal from the Lakeville Soccer Club to fund 100 % of the cost of fencing for the South Soccer Complex and to authorize the project to commence as soon as weather pernuts. The Parks and Recreation Advisory Committee thanks the Lakeville Soccer Club for their contribution. Motion passed. ITEM #9. Consider change in leash law in Ritter Farm Park and make recommendation to City Council. Committee members received a memo from Recreation Supervisor Renee Brekken expressing her concern about dogs running loose in Ritter Farm Park. Due to the sensitive nature of the park and the nesting wildlife, staff is requesting the Parks and Recreation Advisory Committee consider recommending to Ciry Council a change in the leash law section of the ordinance to state that dogs must be leashed at all times at Ritter Farm Park. Staff also feels that there is a growing problem of people not cleaning up after their pets. Several committee members expressed their opinions that dogs should be on leashes at all parks and on all trails 100% of the time. Committee member Warless-Sobel stated • that dogs are an annoyance to park visitors because they bark, sniff and jump on people, and chase runners and bike riders. They. can also be intimidating to young children. Committee member Messinger stated that enforcement is a bigger problem Parks and Recreation Advisory Committee Minutes of May 7, 1997 Page -4- and even if the ordinance is changed, it doesn't mean people will abide by the rules. She compared enforcement of this ordinance with the snowmobile ordinance and stated that dog owners should be given the opportunity to be warned prior to changing the ordinance. Messinger suggested a limit be established as to how far away the dog could be from its owner and still be considered under voice command. Chair Larson stated that some cities do not allow dogs in the parks at all and feels this is a valid change in the ordinance to help protect the wildlife at Ritter Farm Park. Committee member Lovelace stated that anyone who allows their dog to run loose in a field during nesting season is breaking a State law. Committee member Messinger feels that whether or not dogs are on a leash, the same owners will be responsible for cleaning up after their dogs. She feels stricter enforcement procedures should be attempted before the ordinance is changed. Committee member Warless-Sobel stated that she feels people already know the rules but feel there are no consequences for breaking them. Committee member Raymond stated that he feels the voice command is judgmental and a leash ordinance would make it more concrete and less of a gray area. Staff suggested that a feature article be published in the "Messages" page of the Life and Times. ~.16 Motion was made by Raymond, seconded by Warless-Sobel, to recommend Ciry Council change the wording of the ordinance to state that dogs at Ritter Farm Park must be leashed at all times. A vote was taken on the motion after further discussion: Aye: Raymond, Larson; Nay: Warless-Sobel, Messinger; Abstain: Lulf, Lovelace It was decided to establish a subcommittee to look into ways of curtailing the problem of dogs in the park system. The subcommittee will be chaired by member Wanless- Sobel and will also consist of committee members, Messinger, Lulf and Raymond. The subcommittee will report their findings and recommendation at the next Parks and Recreation Advisory Committee meeting. ITEM #10. Update on draft of park naming. Committee members received copies of draft reports from the subcommittee which is working on the park naming policy. Several policies and criteria are being suggested by committee members Messinger and Larson for naming and/or re-naming parks in the Lakeville park system. Committee members will review the reports and discuss this further at their next meeting before making a recommendation to Ciry Council. ITEM #11. Set date for annual Spring Park Tour. Committee members decided to set Wednesday, June 4, 1997 for their annual Spring • Park Tour. The itinerary will be determined at the next meeting and staff will extend invitations to Council and other advisory committee and commission members. Parks and Recreation Advisory Committee Minutes of May 7, 1997 Page -S- Chair Larson would like to organize a bike tour of Lakeville parks to be held later in the summer. Several committee members expressed an interest in such an event and a tentative date of Saturday, August 23rd was set. ITEM #12. Unfinished business. There was no unfinished business at this time. ITEM #13. New business. Staff informed committee members of a grant opportunity which has been offered by the Department of Natural Resources Fisheries Division. The grant is $40,000 to be used toward the purchase of the Christian property on Lake Marion. The Natural and Scenic .Areas Grant program application which was submitted earlier this year would not be affected in its ranking but if the project was funded through that grant also, the $40,000 would be subtracted from the total amount. The City has been assured that the project will receive the $40,000 either way, contingent on successful negotiations being completed with the Chrisian property landowners. A special workshop will be held for all Ciry of Lakeville advisory committee and commission members on Wednesday, May 28th beginning at 6:00 PM. Several interesting and informative topics such as parliamentary procedures and the role of committees will be discussed. All committee members are encouraged to attend. ITEM #14. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for May 21, 1997 at 6:00 PM. ITEM #13. Adjournment. The meeting adjourned at 8:00 PM. Respectfully submitted, Ju 'th A.
