PARKS AND RECREATION ADVISORY COMMITTEE MEETING
APRIL 16, 1997
ITEM #1. Call to order.
The meeting was called to order in the City Council Chambers by Vice Chair Lulf at 6:00 PM.
ITEM #2. Roll call.
Present were H. Lovelace, C. Wanless-Sobel, L. Lulf, A. Raymond and P. Messinger.
Committee member J. Larson was unable to attend the meeting. Also present were Park
Director Steve Michaud and Recording Secretary Judi Ryan.
ITEM #3. Minutes of Apri12, 1997
The minutes of the April 2, 1997 Parks and Recreation Advisory Committee meeting were
discussed. There were no additions or corrections and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports.
This item was delayed to follow the public open house.
ITEM #6. Public Open House meeting to discuss trail on east side of Flagstaff
Avenue between 170th Street and 175th Street.
Fifteen homeowners with property abutting the proposed trail along Flagstaff Avenue were sent
notification of the public open house meeting. Seven of the fifteen families were present to
discuss the trail. Mike McGarvey of SRF Consulting Group was also present.
Staff explained the construction of Farmington's new North Trail Elementary School on Pilot
Knob Road and 170th Street has generated increased platting activity of residential areas. In
turn, this has prompted changes in trail planning for this area. New trails have been constructed
along the east side of Flagstaff Avenue between 170th and Dodd Blvd. and on the south side
along 170th Street between Flagstaff and Pilot Knob Road. Trails have been constructed on the
north side of 170th from Flagstaff to the east side of Kilkenny plat. With the platting of
Kenridge located south of the existing Meadow Brook neighborhood, a new eight-foot trail will
be constructed the length of the plat on the east side of Flagstaff Avenue. A gap would exist
between 175th Street and 170th Street on the east side of Flagstaff. Considering all the new
development and the fact that Flagstaff Avenue is a designated major collector, an eight-foot trail
is required on each side. Other trail improvements in the immediate area include a connection to
North Creek Manufactured Home Community to North Trail Elementary School. Trail
connections will also be recommended for two new plats on the Bester and Harris properties.
Gary Kennedy, 17328 Firman Ct. , stated that the bike trail existing on the west side of Flagstaff
was sufficient and that an additional trail on the east side was not necessary. Mr. Kennedy
pointed out that the trail on the west side of Flagstaff was not depicted on the map mailed to

• residents. Staff explained the vazious standards for trails which are built on both sides of a
street. Citizens present were concerned about pedestrian crosswalks at key intersections that
would provide safe access to residents accessing Dodd Park from the east side of Flagstaff and
residents wishing to go easterly to the new elementary school along 170th Street from the west
side of Flagstaff. Staff. indicated crosswalks would be part of the planning process.
Citizens wanted to know the cost of the trail involved. Staff stated the budget was $33,000 to
construct the trail. Atypical trail costs around $10.00 per lineal foot, plus engineering services.
Projects funds were from the approved Park Bond Referendum. It was stated that the proposed
trail is about 2,500 feet. Staff explained that it is the City's goal is to build the entire trail within
existing City right of way. Residents stated that Willams Brothers Pipeline has a special
easement along this azea of Flagstaff. Residents stated that the trail would be more desirable to
them if it were placed on the street side of the utility poles and asked if the poles could be moved
where necessary to accomplish that. Staff will check on the cost, however, the exact trail
location has not been determined. Staff indicated that if the trail could be built between the curb
and the existing pole locations, this would be desirable.
Residents asked about future upgrades of Flagstaff Avenue. Staff suggested that there aze no
plans to upgrade Flagstaff in the next five yeazs. Considering the Urban Service Area is located
approximately one-half mile south, it was unlikely that Flagstaff would be upgraded in the neaz
. future. Expansion outside the MUSA in this azea of Lakeville is not planned for ten to fifteen
yeazs. Residents asked about assessments for the trail. Staff informed them that there would be
no trail construction costs assessed to the residents. One resident commented that trail funds
could be used to improve Dodd Trail Pazk instead of trail construction. Staff stated that all park
playgrounds aze being examined for possible upgrades and Dodd Trail Pazk will be evaluated as
part of this process. Residents also requested security lights at Dodd Trail Pazk. The proposed
trail project completion will likely be late summer or fall. Residents would like to work with the
City to maximize privacy in their backyazds. Staff did state that the distance from the trail to
existing homes is much further than many existing trails throughout Lakeville. Because of lazge
lots and configuration of existing plats, many of the homes are set back in excess of 100 feet.
Jim Blassey, 17465 Five Oaks Drive, has a concern about people who snowmobile illegally on
the bike trails, and ride on private property. Some plantings have been installed to help
discourage this illegal snowmobiling. Staff stated that many of the plantings along the proposed
trail route aze planted in the City right of way and will need to be relocated.
Steve Kazels, 17048 Firtree Place, stated that the trail on 170th Street has become a dog walking
trail and people have displayed great disregazd for other people's property. Staff stated it is
normally people in the immediate neighborhood who aze walking their dogs and staff will work
with the residents and the Lakeville Police Department's Animal Control division to help
improve the situation. More signage can also be installed if residents request.
• Staff thanked the residents for attending the meeting and stated that they would be invited to a
future meeting to review concept plans when the project design is complete. It is estimated that
the design phase may take four to six weeks.

• ITEM #5. Staff reports and summary of current projects.
? Staff had updated committee members on current projects in the recent meeting narrative. In
addition, staff is researching policies from other cities regarding use of City property by
residents for such things as gardens, volleyball courts, etc. Prescriptive rights issues will
also be investigated.
? A prairie burn will be taking place at the Crystal Lake Nature area the week of Apri128th.
? Spring construction projects will commence as soon as weather and ground conditions allow.
ITEM #7. Review preliminary and final plat of Blue Heron Bay and make park and
trail dedication recommendation to City Council.
This plat consists of six single family residential lots on the south side of 202nd Street, east of
Kensington Way. At one tune, staff had negotiated with the developer for an easement to be
used as an access to the Juno Trail trailway. It was determined that the easement would not be
recommended or available, partially due to opinions expressed by residents in the existing
neighborhood. The Tree Trust is currently scheduled to construct a stairway from 205th Street
to the Juno Trail trailway as an access from this neighborhood.
97.10 Motion was made by Raymond, seconded by Warless-Sobel, to recommend City Council
approve the preliminary and final plat of Blue Heron Bay and require a cash contribution to
• satisfy the park and trail dedication requirements.
Motion passed.
ITEM #8. Review preliminary plat of Lake Villa Golf Estates 9th Addition and make
park and trail dedication recommendation to City Council.
The preliminary plat of Lake Villa Golf Estates 9th Addition consists of 22 lots and is located in
the southwest corner of Kenyon Avenue and 179th Street. The developer has also submitted an
application to rezone from R-5, single and two-family, to PUD, Planned Unit Development. The
rezoning is to cluster the units, thereby preserving the significant trees and wetland areas as
much as possible. The PUD is planned to include ponds, wetlands and private internal walking
trails. The Parks and Open Space System Plan does not identify the need for any parks within
the Lake Villa Golf Estates 9th Addition plat. The developer is required to install afive-foot
wide concrete sidewalk along the south side of 179th Street within this plat. Construction of a
trail will be required on the north side of 179th Street at the time the site is platted.
97.11 Motion was made by Warless-Sobel, seconded by Messinger, to recommend City Council
approve the preliminary plat of Lake Villa Golf Estates 9th Addition and require a cash
contribution to satisfy the park and trail dedication requirements. The developer will be required
to install afive-foot wide concrete sidewalk along the length of the plat on the south side of 179th
Street.

• ITEM #9. - Unfinished business.
Dakota County Parks and Recreation Advisory Committee (PARAC) has invited all Parks and
Recreation Advisory Committee members from throughout the County to attend their annual
county meeting. Unfortunately, the meeting is scheduled for the same night as the regularly
scheduled May 7th Lakeville Parks and Recreation Committee meeting. Committee members
discussed possible solutions and decided to have as many Lakeville committee members as
possible attend the PARAC meeting and hold their own Parks and Recreation Advisory
Committee meeting during the evening some time. Staff felt this would be a good idea if agenda
items will allow. This will be determined closer to the meeting date and committee members
will be notified.
Committee member Messinger reported that she and Jeff Larson had held a subcommittee
meeting to discuss formation of a draft policy concerning park naming. A division of duties for
achieving their goal was determined and they anticipate presenting a draft to the full committee at
the second meeting in May.
ITEM #10. - New business.
The Annual Parks Tour was discussed. Staff suggested the tour be scheduled a little later this
year to give the parks a chance to "green up," possibly the first or second meeting in June. This
will be discussed again at the next meeting.
• ITEM #11. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for May 7, 1997
at 6:00 PM and is tentatively scheduled to be held at Camp Sacajawea in Lebanon Hills Regional
Park.
ITEM #12. Adjournment.
The meeting adjourned at 8:15 PM.
