PARKS AND RECREATION ADVISORY CONIlVIITTEE MEETING
APRIL 2, 1997
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at
6:00 PM.
ITEM #2. Roll call.
Present were H. Lovelace, L. Lulf, J. Larson, A. Raymond and P. Messinger. Committee
member C. Wanless-Sobel called and was ill. Also present was Park Director Steve Michaud.
ITEM #3. Minutes of March 19, 1997.
The minutes of the March 19, 1997 Parks and Recreation Advisory Committee meeting were
discussed. There were no additions or corrections and the minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports.
• Committee members briefly discussed several items presented in the written staff report. Staff
added that Tom Klausler had submitted an application to be considered for the Parks and
Recreation Advisory Committee vacancy. At least one other person has also requested an
application. The standard procedure for filling the position involves an interview of the
candidate and eventually an appointment by City Council.
ITEM #6. Review preliminary plat of Cherryftelds and make park and trail
dedication recommendation to City Council.
Committee members reviewed the preliminary plat of Cherryfields which consists of 22 lots
and is located east of Highview Avenue and north of the future 175' Street. Staff has
recommended a cash contribution for both the park and trail dedication requirements, plus the
developer would be required to construct aneight-foot trail on the north side of 175` Street
between Highview Avenue and its existing terminus at 175' Street. The developer will be
responsible for 5/8 of the cost of the trail adjacent the plat property. The City will pay 100%
of the cost of the trail beyond the plat boundaries.
97.07 Motion was made by Raymond, seconded by Messinger, to recommend City Council approve
the preliminary plat of Cherryfields and require a cash contribution to satisfy the park and trail
dedication requirements. It is further recommended the developer be required to pay 5/8 of
the cost of an eight-foot off-street trail on the north side of 175` Street the length of his plat.
The City will pay 100% of the cost of the trail beyond the plat boundaries.

ITEM #7. Review preliminary plat of Orchard Hills First Addition and make
park and trail dedication recommendation to City Council.
The committee discussed trail issues in the general area of Judicial Road and 168' Street.
Staff informed the committee that the Comprehensive Trail System Plan does not designate
trails on Judicial Road north of 168' Street. A sidewalk is built on Judicial Road from
Orchard Lake Beach to 168' Street.
97.08 Motion was made by Messinger, seconded by Lulf, to recommend City Council approve the
preliminary plat of Orchard Hills First Addition and require a cash contribution to satisfy the
park and trail dedication requirements.
Motion passed.
ITEM #8. Review preliminary and final plat of Orchard Hills Second Addition
and make park and trail dedication recommendation to City Council.
The committee continued their discussion on trails in the area of 168` Street and Judicial
Road. Trails are not planned for Judicial Road north of 168' Street. Staff explained that
most of the properties north of 168` Street are larger lot properties with less density.
Resident Dave Delmoruco contacted staff and requested installation of sidewalks or trails
along Judicial Road. Because Judicial Road is not designated in the Comprehensive Trail
Plan, and because there are additional private residences between this plat and 168' Street,
• requiring a trail and negotiating with the private property owners would be a difficult task.
97.09 Motion was made by Raymond, seconded by Lovelace, to recommend City Council approve
the preliminary plat of Orchard Hills Second Addition and require a cash contribution to
satisfy the park and trail dedication requirements.
Motion passed.
ITEM #9. - Establish a subcommittee to draft a park naming policy for City
Council review.
The committee once again discussed the various examples of park naming policies from other
cities. Messinger highlighted some interesting aspects of various policies. In her opinion, if
Lakeville was to consider a policy that it should not only be for those able to give large sums
of money or for those who have the ability to donate large tracts of land, but also for ordinary
residents who may have given extraordinary efforts and commitment through volunteerism
and other contributions over long periods of time. Chairperson Larson also commented on the
various ordinances and emphasized that most of the communities under review develop one or
several recommendations which are then forwarded. on to their City Councils for final
approval. Messinger also highlighted the Burnsville policy which uses a slow approach
whereby they develop potential park names and discuss the item over a two or three meeting
process, providing time for public comment and review of the proposed names. Other
committee members thought this was a good idea.
Chair Larson asked for volunteers to establish a subcommittee to review and put together a
draft policy. Committee members Messinger and Larson volunteered. It was established that
a draft copy will be completed for review by the committee at their first meeting in May.

ITEM #10. - Unfinished business.
Staff updated the committee on two items which were considered at a Lakeville City Council
work session just previous to this meeting. The issues were the proposed 1997 Park
Dedication Fund Budget and the Orchard Lake Elementary School/Park concept plans. Staff
informed the committee that Council reviewed the proposed 1997 Park Dedication Fund
budget and was supportive of paying all the major road improvement assessments in 1997.
They concurred with the reserve set aside for future acquisition of a northeast sector park and
after discussion of playground issues throughout Lakeville have also agreed to the
Independence Park playground upgrade. All other issues presented in the proposed budget
were accepted. The proposed budget will now be presented to the City Council for
consideration at their Apri121, 1997 meeting.
Staff also presented concept plans of the Orchard Lake School/Park area. Council preferred
the concepts which were oriented toward the school side. Council requested a third concept
that would utilize a combined usage of parking areas overlaid with a skating area. Staff will
work with SRF to develop this concept further.
ITEM #11. - New business.
There was no new business.
• ITEM #12. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for April 16,
1997 at 6:00 PM. Residents along the east side of Flagstaff Avenue between 170' Street and
175' Street will be invited to the next meeting for the purpose of reviewing a proposed trail
project along this route. Letters will be mailed to several residents adjacent the proposed trail
and staff expects several residents to be present at the meeting.
