HomeMy WebLinkAbout02-05 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMIVIITTEE MEETING FEBRUARY 5, 1997 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Warless-Sobel, J. Larson, and P. Messinger. Committee member A. Raymond was absent. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of January 22, 1997 The minutes of the January 22, 1997 Parks and Recreation Advisory Committee meeting were discussed. Committee member Messinger commented on the snowmobile discussion and stated that she feels it is time to start thinking about • prohibiting the use of snowmobiles in residential neighborhoods. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #6. Receive proposal from Lakeville Soccer Association for fencing South Soccer Complex. John Wilhelm, Field Coordinator for the Lakeville Soccer Club, distributed a proposal for fencing the south side of the three fields at the new South Soccer Complex. Mr. Wilhelm has presented the concept to the Soccer Association Board of Directors and they have agreed in principle to fund the project, based on approval from the Lakeville City Council. The purpose of the fencing would be to place a safety barrier between the soccer fields and County Road 70 to prevent errant balls from straying into traffic. The soccer complex was seeded in the fall of 1996 and with ideal weather will be ready for play by the fall of 1997, or more likely the spring of 1998. At that time the complex will likely be designated for U-16 or U-19 teams, which have the greatest kicking potential, increasing the need for fencing. Future County Road 70 right of • ways have been determined so that fences would be properly located. The proposal Parks and Recreation Advisory Committee Minutes February 5, 1997 Page -2- is for chain link fencing to be installed in either one or two phases over three years at a total cost of approximately $30,000. The fencing would include a concrete maintenance strip underneath, for ease of mowing and weed control. Bids have been received from three contractors whose past work was endorsed by the Park Maintenance Department. Mr. Wilhelm predicts that in a couple of years, this complex will be as important as North Park for soccer in Lakeville. There was a positive general consensus from the committee for the project. Committee member Messinger feels the fencing is an excellent idea and applauds the Soccer Club's initiative. Committee member Warless-Sobel also commended the club for their proactiveness and effort. Mr. Wilhelm will let staff know when the Soccer Club board makes its determination of whether to complete only Phase One, or both phases in 1997. Once a determination of funding has been made by the Lakeville Soccer Club Board, the Parks and Recreation Advisory Committee will review that decision and make a final recommendation for City Council review. Staff suggested the Ciry would require an agreement detailing the proposal and signed by both parties. Mr. Wilhelm stated that the annual Pan-O-Prog soccer tournament is scheduled for the last weekend of June, 1997 and will host approximately 200 teams. During that weekend, two professional soccer teams will also play exhibition games in Lakeville. Mr. Wilhelm thanked the committee for their tune and support. ITEM #5. Staff reports. Plans and specifications have been prepared and sent, and Advertisements for Bids have been published for one new 16' high capacity rotary mower. Bids are due by February 21, 1997. Bids are also being received for replacing one 72" mower. A request from Twin Cities Model Boat Club has been received to use Valley Lake as a site for their boat show during 1997's Pan-O-Prog. They have been referred to the Pan-O-Prog Board for prior approval of their event. Staff is working on a Project List for 1997. Committee members will receive a copy when it is complete. Committee members received an update on the Meals on Wheels program. Staff is hoping to have the capability to deliver meals from the Community Action Program five days a week instead of the current three days. Recipients presently receive meals Parks and Recreation Advisory Committee Minutes February 5, 1997 Page -3- prepared by Enggren's on Tuesdays and Thursdays. Several significant Meals on Wheels donations have recently been received from individuals and organizations. Staff requested a cost estimate from NAC to prepare a report that would estimate the cost of future park and trail needs when Lakeville is a fully developed community. The report would then review park dedication fees necessary to accomplish future park and trail acquisition and development. A meeting will be scheduled soon to continue discussions with ISD #194 on a potential school/park complex at the Orchard Lake Elementary School site. Staff is preparing grants. for consideration by City Council for submittal. Potential funding would be through the Dept. of Natural Resources for acquisition of the Christian property and for 205th Street and Klamath Trail trailway construction projects. Staff has interviewed a candidate for the Senior Center Assistant position. • ITEM 7. Update on Snowmobile Task Force meeting by Larry Lulf. An emergency meeting of the Snowmobile Task Force was held on Thursday, January 30, 1997 and was well attended. Committee member Lulf stated that a saturation event was also held on Sunday, February 2nd, which involved the Lakeville Police Department and the DNR. Several tickets were issued for speeding and for non-registration. Staff will send committee a summary of the day's events. Officer Tom Vonhof had spoken to the Task Force and showed a pin map of this season's snowmobile incidents. The recent reduction in incidents could possibly be attributed to the letter which was sent to registered snowmobile owners by the City of Lakeville and/or January's extremely cold weather. The police patrol by snowmobile for four hours at a time, approximately four times per week. Lulf commended the police for their efforts and mentioned he would like to have an article in Messages about the snowmobile enforcement campaign. Officer Vonhof is working on coordinating the filming of a snowmobile informational and safety video for cable TV viewing. The video will show proper procedures and a checklist of what to do before using a snowmobile. The task force set their regular spring meeting for April 10, 1997. Advertising will • be done to try to fill vacancies on the task force prior to that time. At their spring Parks and Recreation Advisory Committee Minutes February 5, 1997 Page -4- meeting task force members will be prepared to make recommendations for next year's snowmobile season. ITEM #8.. - Unfinished business. Chair Larson stated he will continue to research information on starting Park Foundation for Lakeville ITEM #9. - New business. Staff has been very busy with park rental requests for summer events such as family picnics, company picnics and several wedding receptions. One couple is working on the logistics of having their wedding on horseback at Ritter Farm Park. ITEM #10. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for February 19, 1997 at 6:00 PM. ITEM #11. Adjournment. The meeting adjourned at 7:20 PM.
