PARKS AND RECREATION ADVISORY COMMITTEE MEETING
JANUARY 8, 1997
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by 1996 Vice
Chairperson Warless-Sobel at 6:00 PM.
ITEM #2. Roll call.
Present were H. Lovelace, L. Lulf, C. Warless-Sobel, J. Larson, and
P. Messinger. Committee member A. Raymond had a work commitment and was
unable to attend. Also present were Park Director Steve Michaud and Recording
Secretary Judi Ryan.
ITEM #3. - Election of 1997 officers for the Parks and Recreation Advisory
Committee.
The following committee members were elected to serve as 1997 officers of the Parks
and Recreation Advisory Committee:

ITEM #4. Minutes of December 4, 1996.
The minutes of the December 4, 1996 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the minutes
were approved as printed.
ITEM #5. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #6. Staff reports.
I~ John Wilhelm, Lake Villa Golf Estates resident, requested to be on an agenda to
present a petition requesting a park in the Lake Villa Golf Estates neighborhood.
Staff suggested he contact us when he is ready to attend a meeting. Staff informed
committee that two or three developers have looked at the MidAmerica Festival
property, however the property may be premature for development. This will
delay receiving park land from _ this property in the near future through the park
dedication process. Staff is currently working on the issue of providing park

services at a West Park and some new ideas and concepts are being explored.
Staff will keep committee informed as they progress.
Committee member Warless-Sobel stated she had received comments from area
residents concerning their opinions on the need for anathletic-type park vs. a
neighborhood park. It seems there are more residents in the Lake Villa Golf
Estates neighborhood who favor a standard neighborhood park as opposed to a
multi-field athletic complex.
1~ John Wilhelm is also president of the Lakeville Soccer Club and in that capacity is
preparing cost estimates and design criteria for a fencing project for the new
South Soccer Complex. Mr. Wilhelm may present his proposal on the same
evening he brings the petition forward.
1~ The portable warming houses which have been located at the new Cherry View
and Highview Heights hockey rinks are working well and the new rinks are being
used regularly in those neighborhoods.
1~ The City closed on the purchase of the Ramberg/Minor property next to Ritter
Farm Park.
I~ Funds have been disbursed for the fmal payment on the Pexa property.
I~ The Maintenance Dept. has experienced some trail plowing problems and has
been working with the Street Department's V-plow in an attempt to clear some of
the areas where snow has been compacted by snowmobiles. Snow storage along
the trails has gotten to be a problem in several areas and some Street Dept.
equipment may also be used as it becomes available. Other pieces of equipment
may be available on a borrowed or rented basis.
~ A snowmobile saturation event is planned to be held shortly as a combined effort
among the Department of Natural Resources, the Lakeville Police Department and
the Lakeville SnoTrackers. Staff will report back to the committee on the number
of complaints and citations this year.
ITEM #7. Review Park and Trail Dedication fees.
Committee members received a copy of a recent survey compiled by staff showing
several cities in the metropolitan area. Lakeville was the first city to implement a
trail fee and several cities have followed suit. The survey showed that Lakeville's
park dedication requirements for single family and multiple family dwelling units
were lower than several cities. The residential land requirement is similar in many
cities. The Commercial/Industrial fee is considerably higher in several cities,
especially in larger cities such as Eagan, Eden Prairie and Plymouth, based on the

• value of commercial/industrial pro erties in those communities. Lakeville, however,

is more consistent in our immediate market area based on our current market land
values of commercial and industrial properties. The committee felt the existing fee
should remain the same, which would also lend support to the City's Strategic
Growth Management Plan. Trail fees are charged for residential developments in
half the cities. Five cities have implemented a separate trail fee for commercial
developments. Lakeville is near the middle with our existing $225.00 per dwelling
unit charge on residential properties. Due to the tremendous explosion of trail
projects presently under construction and planned in the near future, staff suggested
that committee seriously look at increasing the trail fee to meet existing future
planned projects, including increased design standards along parkways which include
trail lighting.
The Committee discussed several options and offered suggestions concerning possible
increases. It was suggested by Chair Larson to increase the residential fee for park
dedication to $1,100 and the trail fee to $300 per dwelling unit. Committee member
Messinger suggested $1,200 and $325, respectively. A possible trail fee for
commercial development was also discussed. Staff feels the Ciry of Woodbury is
• very comparable to the Ciry of Lakeville in size, population and development rate.
Their fees are proposed to be increased from $1,000 to $ l , 200-1,400 per dwelling
unit in 1997 for park dedication requirements. Staff suggested Committee members
review the survey information and consider continuing their discussion at their next
meeting with the possibility of making a recommendation to Ciry Council.
ITEM #8. Review concept plan of Dodd Pointe Park.
Dodd Pointe Park is atwo-and-a-half acre parcel located inside a triangular section of
property at 160th and the old Dodd Blvd. The parcel is a remnant caused by the
realignment of Dodd Boulevard and is being purchased by Dakota County and the
City of Lakeville for park land. A total of $40,000 has been proposed to be budgeted
for development. Expenditures are planned to include design, engineering, grading,
a $20,000 playground which will be installed in-house, and half-court basketball.
Pedestrian access will be off 160th Street or Dodd Blvd. only with no motor vehicle
access or parking planned. Residents will be invited to a Parks and Recreation
Advisory Committee meeting to offer input. Committee member Messinger stated
that she feels the facilities planned for this park are adequate, given the number of
parks in the area east of Cedar Avenue. Handicapped accessibility was discussed.
ITEM #9. Unfinished business.
There was no unfinished business at this time.

ITEM #10. New business.
Committee members had received a memo from the Administrative Assistant and a
copy of an updated resolution setting uniform attendance requirements for members
of advisory boards, commissions and committees established by the City Council.
Committee member Messinger questioned the necessity of completing a form when
an absence is unavoidable by a committee member. She felt the term "serious
personal or family medical condition" is ambiguous and petty. She also stated her
distaste with excused and unexcused absences as sometimes business or family
commitments are unforeseen.
Also under New Business, committee members and staff reviewed revisions to the
Independent School District #194 Joint Powers Agreement.
Committee members had also received a copy of a press release stating the need for a
new athletic association to be formed in conjunction with the new Eastview High
School in Apple Valley. Some committee members voiced concerns about continuing
equality in the athletic programs at the various ISD #196 high schools.
ITEM #11. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled for
January 22, 1997 at 6:00 PM.
ITEM #12. Adjournment.
The meeting adjourned at 7:15 PM.
