HomeMy WebLinkAbout10-16 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING OCTOBER 16, 1996 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Illa at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson, and P. Messinger. A. Raymond was not able to attend. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of October 2, 1996. The minutes. of .the October 2, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and update of current projects. Staff stated that various problems have been encountered with some of the Phase Two Bond Referendum projects due to errors or oversights on the part of SRF. A survey discrepancy at Highview Heights Park has resulted in an inaccurate layout of the hockey rink. The King Park is nearing completion but some problems have also been experienced at that project. Barry Warner from SRF will be working with staff on a solution for each of the existing problems. ITEM #6. Review final plat of Golden Pond 3rd Addition and make park and trail dedication recommendation to City Council. The proposed final plat of Golden Pond 3rd Addition consists of 27 single family residential lots on land located on the south side of 210th Street, east of Dodd Blvd. This is the final development phase of Golden Pond. Consistent with the preliminary plat, the developer is required to install an 8-foot bituminous trail between Lots 2 and 3, Block 2, east from Honeycomb Ct. along the south side of 210th Street, which will be completed with the 3rd Addition. The trail is planned to extend past the railroad crossing on 210th Street and connect with an existing • sidewalk. The City will reimburse the developer for 3/8 of the portion of the trail from Honeycomb Court to the west edge of the railroad tracks and 100% from the Parks and Recreation Advisory Committee Minutes October 16, 1996 Page -2- • west edge of the railroad tracks to the newly installed sidewalk. In addition, staff is recommending a cash contribution to satisfy the park and trail dedication requirements. The remaining trail segment along 210th Street west of Honeycomb Court will be constructed when 210th Street is urbanized. 96.29 Motion was made by Messinger, seconded by Wanless-Sobel, to recommend City Council approve the final plat of Golden Pond 3rd Addition and require a cash contribution to satisfy the park and trail dedication requirements. It is further recommended that the developer be required to construct a bituminous trail between Lots 2 and 3, Block 2, along the south side of 210th Street and extending past the railroad tracks to the existing concrete sidewalk. Motion passed. ITEM #7. - Unfinished business. Crystal Lake Townhome Playground update. The Crystal Lake Townhome Association has submitted a signed PUD application as part of their requirements for the sale of their playground to the City of Lakeville. The Association is anxious to have the playground removed from their property this fall so that some landscaping can be accomplished. If the equipment is removed this fall, staff plans to store it until it can be installed at Antlers Park in the spring. ITEM #8. - New business. a. MRPA Conference Due to previous commitments, Steve Michaud will not be attending the 1996 Minnesota Recreation and Park Association Conference in Duluth. The conference is scheduled for November 6th through 8th and funds are available for committee members to attend. Some committee members indicated they would be interested in attending at least some of the sessions. b. Ritter Farm Park warming house suggestion. Roger Yost, Adopt-a-Park volunteer at Ritter Farm Park, has suggested that the ELC be used as a warming house location for cross country skiers, snowmobilers and winter hikers. It was staff and committee members' opinion that the ELC is not an appropriate location and the possibility of vandalism would be great if the building were left unsecured and unsupervised. Having a building attendant on duty would be cost prohibitive. Staff will respond to Mr. Yost by letter. Parks and Recreation Advisory Committee Minutes October 16, 1996 Page -3- • c. Oak Shores Park trail. The City of Lakeville owns an Outlot behind the proposed SuperAmerica site at the County Road 46 / I-35 interchange. SuperAmerica wishes to have deeded a portion of the Outlot owned by the City to accommodate their driveway access. In lieu of acquiring the property, the City will deed the land to SuperAmerica in exchange for constructing a trail access to Oak Shores Park. Staff is presently working with SuperAmerica and the Engineering Dept. to work out the details. Surveys are being conducted to determine the percentage of non-residents who participate in Lakeville Athletic Association programs and use Lakeville park facilities. The commissioner of each sport has been requested to provide a list of names and addresses of program participants. Other communities will also be surveyed to explore options which are being used to deal with similar situations. ITEM #9. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for November 6, 1996 at 6:00 PM. ITEM #10. Adjournment. • The meeting adjourned at 6:55 PM.
