HomeMy WebLinkAbout10-02 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING OCTOBER 2, 1996 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Ills at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Warless-Sobel, K. Ilia, J. Larson, P. Messinger and A. Raymond. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of September 18, 1996. The minutes of the September 18, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports. » Staff updated the Committee on the Crystal Lake Townhome Association playground. In response to their request, the Ciry is proposing to remove the equipment and the pea rock beneath it, and have up to four loads of black dirt delivered to fill in the area. In addition, the Crystal Lake Homeowners Association would be paid $1, 500. The original price of the equipment was $9,700 but to replace it now would be much more. The equipment would be added to the playground at Antlers Park. An amendment to the Crystal Lake PUD would be needed and the City is requesting a survey of the homeowners be completed to assure that a majority of the residents wish to have the playground removed. The homeowners association representatives have expressed a desire to have the project completed so sodding can be done this fall. » The bond projects are going well and much needed rain has been good for the new grass. Progress at the King Park site is delayed because it is too wet. Friedges, Inc. has informed staff that approximately eight more working days are needed to • fmish that project. Parks and Recreation Advisory Committee Minutes October 2, 1996 Page -2- » In response to area residents' requests, signs have been designed and will be ordered for the Juno Trail trailway to distinguish public areas where fishing is allowed from private property. » Committee members asked about some vandalism to lights along 161st Street and also discussed cost of lights and electric charges for the city's trails. Staff will send committee a recent analysis of the lighting systems. » All Committee members volunteered to work at the Haunted Forest on October 19. ITEM #6. - Continue discussion of 1997 Parks and Trail Dedication Fund budgets. Committee received a summary of 1996 Park Dedication project costs, including encumbrances. A current fund balance of approximately $130,000 exists. Staff stated that residential platting has been slower than expected and revenues will be less than projected. 1996 commercial and industrial park dedication fees have totaled approximately $33,000, plus the potential exists for a few other commercial projects to be platted this year. Staff feels that 400 residential platted lots would be a • reasonable estimate for 1997 revenue projections. Two major projects still in the planning stages are Klamath Trail and 205th Street trailways. Acquisition of Dodd Pointe Park has not been finalized. Dakota County is in the condemnation process for the property but the Ciry may incur some costs for this park site. Estimated development costs are $40,000. Special assessments for Valley Lake Park, as well as other assessments and annual park property taxes, are also large items for the Park Dedication Fund. Staff will work with the Finance Department to estimate these costs. Other items included in the 1997 Park Dedication Fund are tree planting, signage, costs of STS crews and projects, picnic table construction, completion of a connection to Juno Trail trailway from Kensington and Jupiter Way, installation of a bridge from the McGuire Junior High to the South soccer complex, legal expenses, and project design and engineering costs for such projects as Dodd Point and potential trail projects. ITEM #7. - Discuss proposed acquisition of land adjacent Ritter Farm Park. Committee members were informed that the City has been approached by the owner of 27 acres of land which adjoins Ritter Farm Park. The property includes 1,000 feet of Lake Marion shoreline. Staff suggested funds which are now set aside for Parks and Recreation Advisory Committee Minutes October 2, 1996 Page -3- purchase of the Tutewohl property could possibly be used to finance this acquisition. Since the Tutewohl property is currently in condemnation proceedings with the City of Apple Valley. A proposal may also be forthcoming on the Christian parcel, for which funds would be needed. Committee member Messinger questioned whether all the natural beauty areas of Lakeville would then be confined to the west side of the City, even though the east side is heavily populated. Staff mentioned that the Tutewohl purchase is not being abandoned and if the property becomes available for purchase, other funds may be accessible. There may also be an opportunity to exercise park dedication land requirements if the Tutewohl property was ever platted. In addition, the Model Stone PUD guarantees at least 30 acres of woods and wetlands on the east side of the City when that property develops. Committee member Lovelace commented that the property south of 195th Street is zoned commercial. That and the noise from the freeway detract from the potential residential value of the 27 acres of land adjoining Ritter Farm Park. Staff stated that if this property were purchased by the Ciry, the same passive development policy as Ritter Farm Park would apply. Staff also reiterated that a portion of the Renaissance property has previously been discussed as a potential future neighborhood park site. Committee members emphasized their continued strong interest in the purchase of the Tutewohl property and in providing conservation preserves in all areas of the City. It was the consensus that acquisition is vital since park development will need to continue for many more years as the community and population grow. The entire committee supported the opportunity to acquire the land next to Ritter Farm Park as soon as possible. ITEM #8. - Discuss Parks and Open Space System Plan update. Funding for updates to the Park and Trail Comprehensive Plans was discussed. Both plans are due for updates but may need to be postponed one year. Some preliminary work could be completed in-house by staff and Committee ITEM #.9 - Unfinished business. There was no unfmished business at this time. ITEM # 10. -New business. Steve Michaud was notified by the Minnesota Recreation and Park Association Awards Committee that he has been nominated by fellow professionals, staff and the Parks and Recreation Advisory Committee to receive the Clifton E. French Distinguished Service Award. Award recipients will be announced in early December. Parks and Recreation Advisory Committee Minutes October 2, 1996 Page -4- ITEM #11. - Announcements. The Snowmobile Task Force will hold its semiannual meeting on October 10, 1996. The next meeting of the Parks and Recreation Advisory Committee is scheduled for October 16, 1996 at 6:00 PM.
