HomeMy WebLinkAbout09-18 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING SEPTEMBER 18, 1996 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Ilia at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Ilia, J. Larson, A. Raymond and P. Messinger. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3. Minutes of September 4, 1996. The minutes of the September 4, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. • ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports. Construction of the Cherry View Neighborhood Park playground is complete, including ground cover. The equipment is being heavily used, even though there is a barricade at the entrance to the park. Staff was very disappointed to see that one of the swing seats has already been vandalized. The contracted playground installers are currently working on the Highview Heights playground equipment. Sodding was scheduled for today for the King Park. Water for irrigation is now available at the site. Irrigation is also being done at the South soccer complex and at Cherry View Park as needed. ITEM 6. Review Field Scheduling /Tournament Policy Issues and Actions. Staff explained to committee members that along with the growth of the City, issues and situations continue to arise for which policies need to be written. Committee members made the following recommendations concerning tournament and field use policies: Parks and Recreation Advisory Committee September 18, 1996 Page -2- » League play should take precedent over tournaments on Fields 1-4 at Aronson Park on Friday evenings. » Multiple groups may use a facility at the same time if each is aware of the other's presence. Established tournaments would have first chance to use the concession facilities. » No league may schedule more than eight tournaments in a season. » It was suggested that no more than three consecutive weekends be booked at any given facility in order to give the turf a chance to recover. » In order for maintenance crews to properly prepare facilities, no other tournaments should be booked during preparations for large tournaments such as Pan-O-Frog softball, the AAU National or the Pan-O-Frog soccer tournaments. » Publicity for tournaments must appear exactly as it is listed on the tournament applications. » Costs for extra portable toilet unit rental and additional cleanings should be paid for by the sponsoring group, with some flexibility allowed at the discretion of the Parks and Recreation Director. » Because the Men's Softball Association has contributed toward the improvements in Aronson Park including construction of .the building and lights on fields 1-4, those fields should be designated for priority use by the Men's league. » Non-resident groups should be allowed to schedule no more than two tournaments per season. » Different fee schedules are currently in place for league and non-league groups making tournament reservations, with LAA and several other groups being exempt. Staff informed committee members that there had been some issues which had arisen with privately run art classes from Burnsville using Ritter Farm Park without making reservations. Despite several requests and increased signage, the group persisted in using the park without proper notification. Staff will write a letter to the business owner reiterating concerns about conflicts with other groups who are using the park and with park maintenance. ITEM 7. Discussion of 1997 Parks and Trail Dedication Fund budgets. An analysis of the 1994 Park Bond referendum budget is being completed by staff to determine fund balances. Remaining funds may be combined with park and trail dedication funds in order to accomplish future projects. 1997 Park Dedication Funds may possibly be used for grading, seeding and a playground at Dodd Point Park and/or to help defray trail construction costs for 205th Street trail and Klamath • Trail trailway. Parks and Recreation Advisory Committee September 18, 1996 Page -3- Staff reviewed a list of potential park dedication fund projects which included: » Rink replacements at McGuire Jr. High and Dakota Heights; » Playground replacements at Oak Shores and Independence Parks; » Paving of hockey rinks at Rolling Oaks and Parkview; » Update of Parks and Open Space System Plan; » Bleachers at several park locations; » Replacement and new grills at several locations; » Special assessments and taxes for new roadway and sewer and water projects such as Valley Lake and Oak Shores Park; » Final payment on the Pexa land; » Bunker Hill private lot condemnation and acquisition; and » Several standard annual budget items such as tree planting, STS projects and labor, new and replacement signage, picnic tables, project engineering and design services and legal services. Committee members inquired about when improvements are made to roadways which adjoin parks, could the assessments be paid for by sources other than park dedication funds. Committee member Messinger asked staff to find out how other • communities fund special assessments which are charged against park properties. Committee members also listed other needs such as new lights at Parkview and McGuire and possible future development of the Pexa park property. Staff and committee anticipate requests from residents near the Pexa property for at least some limited development and amenities. Staff thought development might coincide with development of the future Kensington Parkway. ITEM 8. Unfinished business. In addition to issues discussed relative to field and tournament scheduling, staff will be updating the Park Rules and Regulations Resolution and recommending additional policies on building and shelter rental. Committee will receive a draft of proposed policies for review when they are prepared. ITEM 9. New business. There was no new business at this time. ITEM 10.
