PARKS AND RECREATION ADVISORY COMMITTEE MEETING
SEPTEMBER 4, 1996
ITEM # 1 Call to order.
The meeting was called to order in the Lakeville Council Chambers by
Chairperson Illa at 6:00 PM.
ITEM #2 Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson,
A. Raymond and P. Messinger. Also present were Park Director Steve Michaud
and recording secretary Judi Ryan.
ITEM #3 Approval of minutes of the August Z1, 1996 Parks and
Recreation Advisory Committee meeting.
The minutes of the August 21, 1996 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the
minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
TEEM #5. Staff reports and update on current projects.
? Staff reported that four fields are completed at the King Park site. Parking lot
bollards have been installed as well as concrete pads for the player benches.
Team benches were located improperly on the plans, which caused them to
be installed wrong. They have now been installed correctly and SRF will
absorb the costs. The layout of one other field also needed to be shifted so
that adequate space would exist between the fields for dugouts and trailways.
? Grading started today at Highview Heights Park. It is hoped that enough
progress can be made on this park in the next few days so that when the
crew is finished assembling the playground at Cherry View Park they can
begin playground installation at Highview Heights Park.
? The 205th Street draft feasibility trail study has been completed.
Construction costs may be somewhat higher than originally expected. There
will be one more meeting in each neighborhood prior to the drafts being
completed for both Klamath Trail trailway and 205th Street trail.
? 170th Street has been paved; trails will be paved soon. 161st Street trailways
• are paved and open.

• ? The County Road 46 bridge and trails over 35-W are now open. Staff
suggested committee members take a trip over the new bridge to experience
the spectacular view.
? Lakeville beaches officially closed as of Sunday, August 29th. All beach areas
are well posted with "No Swimming" signs. The rangers will continue to
patrol the beaches.
? Following a complaint about golf balls in the Brackett's Crossing Park, more
protective netting was put up by the country club management. Park
Maintenance will be planting additional trees.
? Committee member Larson mentioned that he had received requests from
residents near Orchard Lake that a sidewalk is needed where the trail comes
out on Judicial Road from the Lake Villa neighborhood to the Orchard Lake
Beach. Staff reminded committee members that a sidewalk proposal for this
area was rejected by the citizens at the time Judicial Road was improved. It
may be difficult if not impossible to construct a trail at this time.
? Repair of the Orchard Lake Park retaining wall is nearly complete.
? Top dressing is being completed on certain North Park soccer fields.
? Maintenance crews continue to maintain all soccer and football fields.
ITEM #6. Review final plat of Kilkenny Pond 3rd Addition and make park
and trail dedication recommendation to City Council.
Kilkenny Pond 3rd Addition consists of two single family residential lots on land
located south of Dodd Boulevard and east of Flagstaff Ave. These lots were
originally part of Kilkenny Pond 2nd Addition but were designated as outlots .for
a period of time while negotiations were taking place to purchase additional
property to make them regular shaped lots. Unfortunately, the developer was
unable to purchase the property and the lots are now being platted as originally
proposed. As was the case with the other additions of the Kilkenny Pond plat,
staff is recommending a cash contribution to satisfy the park and trail dedication
requirements for the two lots.
96.27 Motion was made by Messinger, seconded by Larson, to recommend City
Council approve the final plat of Kilkenny Pond 3rd Addition and accept a cash
contribution to satisfy the park and trail dedication requirements.

• ITEM #7. --Continue discussion of potential loading dock at Casperson boat
launch.
Staff showed committee members a drawing of the area and suggested the most
appropriate location for installation of a loading dock would be to the north of
the north ramp. There is also an area along the shoreline which could be
cleanup up better and used as an auxiliary landing area for people who wish to
have a place to picnic. The cleanup project could be completed by the STS crew.
Committee members suggested that the dock be 40 feet long and at least six feet
wide. Staff stated that the project is contingent on donations. The Orchard Lake
Sportsman's Club was previously interested in funding this project. Other
necessary items mentioned by the committee were the need for paving or a
boardwalk leading up to the dock and the need for signage on the dock. It
should be made clear that the facility is for loading and unloading only.
96.28 Motion was made by Larson, seconded by Wanless-Sobel, to recommend to City
Council the consideration of the installation of a loading dock at Casperson Park
Boat Launch. Installation of the dock would be based on the availability of
donated funds.
Motion passed.
ITEM #8 Unfinished business.
Committee members received information from Parks and Recreation Dept. staff
concerning tournament reservation policies. Many cities are beginning to limit
the use of their facilities throughout the summer for various reasons, but
especially to occasionally allow the turf to recover and avoid serious damage.
There are several issues involved and staff asked committee to review the items
for discussion at the next meeting.
At their last meeting, the Parks and Recreation Advisory Committee had
discussed staff's recommendation to use Parkview hockey rink funding in order
to build the boards at the new MeadowBrook rink. Since that time it has been
determined that because the elementary school will still be under construction,
the MeadowBrook rink will not be available for use until the 1997 skating
season. For this reason staff has decided to stay with the original plan and
construct new boards at Parkview this year. Hockey rinks at Highview Heights,
Cherry View and MeadowBrook will be built with park bond funds in 1997.
Rebuilding of hockey rink boards at Bunker Hill will also occur. STS crews will
begin the Bunker Hill project on September 16 and continue for two weeks..

The next meeting of the Parks and Recreation Advisory Committee is scheduled
for October 2, 1996 at 6:00 PM.
