HomeMy WebLinkAbout08-21 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING AUGUST 21, 1996 ITEM #1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Illa at 6:00 PM. Present were H. Lovelace, L. Lulf, C. Warless-Sobel, K. Ilia, J. Larson, A. Raymond and P. Messinger. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3. Minutes of August 7, 1996. The minutes of the August 7, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. --Staff reports and update on current projects. Staff distributed a copy of a newspaper article from the Gopher Oversea'r, the Veteran's of Foreign Wars' publication, concerning the Special Olympics Softball tournament which was held in Lakeville. ~ Cherry View Neighborhood Park and the South Soccer Complex are graded and ready for seeding. ~ Bollards have been installed at King parking lot. At their August 19, 1996 meeting, City Council approved Phase Two Change Order #2, authorizing the redesign of Highview Heights Park. Prior to this action, staff had a very positive meeting with the neighbors, who appreciated the fact that the park would not be delayed any further. ~ Repair of Orchard Lake Park retaining wall is nearly complete and will be finished with STS assistance next season. ~ Staff met with residents who live near Valley Lake concerning the extension of berms along the park area. Staff also reported that the extension of the trail, including paving, is complete. It appears that the berm and planting screenings will meet their objectives. Parks and Recreation Advisory Committee Meeting August 21, 1996 Page -2- ~ Meetings for the 1997-98 budget are ongoing. Staff is working on preparation of the 1997 Park and Trail dedication fund budgets and will forward drafts of those documents to the committee when they are ready. ~ The MeadowBrook rink is being prepared for paving. Rink boards, however, are not budgeted for MeadowBrook this year. ~ Staff is recommending that funds which were to be used for replacing Parkview rink boards be used instead for Cherry View. Parkview rink would be rebuilt in 1997. Staff feels the Parkview rink is able to wait a year to be reconstructed and more value would be obtained at Cherry View. ITEM 6. Review preliminary and final plat of Fairfield Business Campus 3rd Addition and make park dedication recommendation to City Council. Due to time constraints and the committee meeting schedules, this plat was reviewed by the Planning Commission on August 15th and City Council on August 19th. Since this is a one-lot commercial plat, and there were no park or trail issues, a cash contribution was assumed as the plat was reviewed. ~.26 Motion was made by Larson, seconded by Raymond, to recommend City Council accept a cash contribution in the amount of 5% of the fair market value of the property to satisfy the Park Dedication requirement for Fairfield Business Campus 3rd Addition. Aye: Lovelace, Lulf, Wanless-Sobel, Illa, Raymond and Larson Abstain: Committee member Messinger stated that she is uncomfortable making a recommendation on an issue after it has been approved. ITEM 7. Discuss installation of loading dock at Casperson Boat Launch. Staff stated that calls continue to be received requesting installation of a loading dock at the Casperson Park boat launch. The dock would assist with getting boats in and out of the lake and would also be helpful for elderly and handicapped persons to access boats. Funding for the dock may be available from the Orchard Lake Sportsmen's Club. Committee member Messinger suggested that more of the shoreline could also be cleared to allow additional beach space for boats which are waiting to be trailered. Staff stated the exact location of the proposed dock has not been determined, but • it may be recommended to go to the north side. Signage would be important Parks and Recreation Advisory Committee Meeting August 21, 1996 Page -3- which would state rules such as no fishing, no diving, no swimming, etc. The consensus of the committee is that they would like to see a plan of the location and type of facility being recommended. Committee members thought the dock would be a good addition to the park system and appreciated the generous offer from Orchard Lake Sportsmen's Club. Committee members stated they would like to take a look at the site before making a decision or a recommendation. ITEM 8. Unfinished business. Staff stated he had met with John Wilhelm regarding the Lake Villa Homeowners request for a neighborhood park. A petition is being circulated. in the area but has not been received by the City. Issues which need to be addressed are trails on Klamath Trail and the need for a neighborhood park facility west of 35W. Staff feels that the next overall priority should be to provide residents of the Orchard Lake area with adequate trails and park facilities. ITEM 9. New business. There was no new business at this time. ITEM 10. --Announcements: The next meeting of the Parks and Recreation Advisory Committee is scheduled for September 18, 1996. ITEM 11. --Adjournment.
