PARKS AND RECREATION ADVISORY COMMITTEE MEETING
JULY 17,1996
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson Illa
at 6:00 PM.
ITEM #2. Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson,
A. Raymond and P. Messinger. Also present were Park Director Steve Michaud and
recording secretary Judi Ryan.
ITEM #3. Minutes of June 5,1996.
The minutes of the June 5, 1996 Parks and Recreation Advisory Committee meeting
were discussed. There were no additions or corrections and the minutes were approved
as printed.
• ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports.
» Grading at the King Park site was started on Monday and one field is almost
completed. Cherry View Park site is also ready for construction to begin.
» Grading of the McGuire soccer field site will be done to coincide with the most
conducive seeding season.
» A stall in the development of the Highcroft Addition plat has delayed the
construction start of Highview Heights Park. Negotiations to acquire the portion of
park property which was to be dedicated as part of that plat will continue, however,
the Highview Heights Park project will not commence until the park property issue
is resolved.
» Committee members thanked staff for the beach attendance report. It seems that
keeping the beaches open and staffed unti18:00 PM has been a worthwhile endeavor.
ITEM #6. Review Kenridge preliminary plat and make park and trail
dedication recommendation to City Council.
• This single family subdivision consists of approximately 80 acres and is located in the
southeast corner of 175th Street and Flagstaff Avenue. The first phase will consist of 72

lots and the second phase will consist of 73 lots. The plat is located in the three-quarters
to one mile radius area of Dodd Point Park. Because of its close proximity to this park
and to the new MeadowBrook Park, staff is recommending a cash contribution for this
plat. However, staff also recommends that future plats west of Flagstaff adjacent to this
plat be considered for a neighborhood park due to the considerable future growth
planned in this area.
After reviewing trail needs in the area, staff is also recommending that the developer be
required to construct trails on the east side of Flagstaff Avenue from the southerly most
part of the Kenridge plat north to 175th Street. A trail currently exists along the west
side of Flagstaff Avenue but due to development proposed for the area and this
development's proximity with the new Farmington elementary school, staff and
committee also felt it was important to construct a trail on the east side. This trail would
be built with the development of Phase I and would be eligible for the 5/8 and 3/8 cost
share with the developer paying 5/8 of the cost. There will be a gap in the trail from
170th to 175th Street, however, right of ways exist to allow the construction of this trail
segment in the future.
96.24 Motion was made by Raymond, seconded by Wanless-Sobel, to recommend City
i Council approve the preliminary plat of Kenridge and require a cash contribution to
satisfy the park and trail dedication requirements. It is further recommended that the
developer be required to build a trail along the east side of Flagstaff from the southerly
most portion of the plat northerly to 175th Street.
Motion passed.
ITEM #7. Review Tarry Creek preliminary plat and make park and trail
dedication recommendation to City Council.
Tarry Creek consists of 57 single family residential lots and is located east of Highview
Avenue and south of 160th Street. Highview Heights Park is located just north of this
proposed plat. Staff is recommending the developer escrow funds for future trails along
Highview Avenue. The developer will also be required to install and pay 5/8 of the cost
to extend the existing 8-foot trail on the north side of Griffin Trail through the plat. The
developer will also be required to install and pay 100% of the cost to extend the 5-foot
concrete sidewalk on the south side of Griffin Trail through this plat. The City may
consider receiving from the developer approximately one acre of land to be left as a
conservation area, or the developer may consider donating the land for a tax credit.
96.25 Motion was made by Larson, seconded by Lovelace, to recommend City Council
approve the preliminary plat of Tarry Creek and require a cash contribution to satisfy the
park and trail dedication requirements. It is further recommended that the developer be
required to extend the 8-foot trail along the north side of Griffin Trail and the 5-foot

concrete sidewalk on the south side from its existing terminus to Highview Avenue and
also to escrow funds for a future trail along Highview Avenue.
Motion passed.
ITEM #8. Review Golden Pond 2nd Addition final plat and make park and trail
dedication recommendation to City Council.
Golden Pond plat is located in the southeast corner of Dodd Boulevard and 210th Street.
The second development phase consists of 36 single family residential lots. A sidewalk
connection is to be built in the northeast corner of the plat accessing 210th Street just
west of the railroad tracks at the time that portion of the plat is constructed.
96.26 Motion was made by Messinger, seconded by Raymond, to recommend City Council
approve the final plat of Golden Pond 2nd Addition and require a cash contribution to
satisfy the park and trail dedication requirements. It is further recommended that the
developer be required to escrow funds for future trails along Dodd Boulevard and 210th
Street.
Motion passed.
ITEM #9. Review Kingsley Cove 2nd Addition preliminary and final plat and
make park and trail dedication recommendation to City Council.
Kingsley Cove 2nd Addition is located in the Orchard Lake area north of Klamath
Terrace and east of Klamath Trail and consists of six residential lots. The Park and Open
Space System Plan does not identify the need for any parks within this subdivision. The
Trail System Plan identifies trails along Klamath Trail. Committee members questioned
why Lot 4 has a narrower easement along Klamath Trail than Lots 1, 2 and 3 and
whether that will be sufficient for future needs. Because the frontage of this lot is on
Klamath Trail, there is no berming and landscaping easement required, allowing a
standard ten foot easement.
96.27 Motion was made by Lulf, seconded by Wanless-Sobel, to recommend City Council
approve the preliminary and final plat of Kingsley Cove 2nd Addition and require a cash
contribution to satisfy the park and trail dedication requirements. It is further
recommended that the developer be required to escrow funds for future trails along.
Klamath Trail.
Motion passed.
ITEM #10. General discussion concerning implementing new park rules:
a) Consider prohibiting parasailing from park property.
Committee members had received a copy of a memo from park staff to the Chief of
Police regarding concerns for the safety of parasailers and the general public as a result

• of parasailing from area parks, specifically Antlers Park. Following staff confronting a
group of parasailers last year, the activity was stopped for a while but has gotten popular
again this year. A state statute prohibiting the length of a tow rope from being more than
150 feet is in effect. The Dakota County Sheriff's Dept. will not permit use of tow ropes
in excess of 150 feet except during a special event approved by City Council. It was the
general consensus of the committee members that parasailing from public property is not
a safe activity. With the extent of boat and jet ski traffic, swimming, fishing and water-
. skiing, Lake Marion is not an adequate size to handle parasailing activities.
Committee member Messinger also stated that during a recent trip to Lake Marion, her
family had witnessed a float plane doing "touch and go" landing drills on the lake and
she felt this was also an unsafe practice considering all the boat and jet ski traffic on the
lake. Staff stated that this practice is also being investigated to determine the legality of
these drills in such close proximity to the Airlake airport.
Messinger also stated that she felt the parking at Casperson was inadequate for regular
boaters due to so many spaces being taken up by jet ski trailers.
b) Consider amendment to park closing hours at Casperson boat launch.
Staff has received a few phone calls from people who have received parking tickets on
their vehicles at Casperson after 10:00 PM park closing hours. Those persons have
stated that they wish to be able to fish in Lake Marion after 10:00 PM when other
recreational activities are finished on the lake. Committee members felt that the rules
need to be clearly stated, leaving no room for misinterpretation. Messinger felt that a
change in the rules may leave the door open for youth to loiter in the park or other groups
to be out on the lake causing disturbances. Larson stated that he has been out on Juno
Trail parkway as late as 11:00 PM and has seen fishermen on the lake, but he has never
seen them causing a problem. Wanless-Sobel agreed that fisherpersons are a special
interest group who are quietly enjoying the sport of fishing. Perhaps there is a way to
accommodate their needs, just as the needs of other special interest groups are served. It
was suggested that a permit could be obtained by those wishing to park after hours for
fishing purposes.
Committee members wished to be allowed to give these potential rule changes further
consideration and tabled the discussions until their next meeting.
ITEM #11. Unfinished business.
Staff reported that the juvenile who had damaged the trails at Ritter Farm Park had been
charged with trespassing and given a minimal fine. Staff will attempt to collect some
restitution this fall following renovation, when specific repair costs can be assessed.

The metal door and the glass window within the door at the Meadows Park warming
house were destroyed last week. The perpetrators were discovered to be four 7-9 year
old boys. Their parents will be requested to make restitution for the door, valued at
$660.00.
ITEM #12. New business.
Year to date Parks and Recreation Advisory Committee attendance was discussed.
Committee member Wanless-Sobel asked staff if they had heard that St. Paul Companies
had purchased the Renaissance property. Staff stated that to the best of his knowledge
MidAmerica Festivals is negotiating with another development company.
Committee Chair Kevin Illa has been requested to speak at a special meeting of the
Farmington Parks and Recreation Committee concerning Lakeville's successful bond
referendum.
ITEM #12. - Announcements.
• The next meeting of the Parks and Recreation Advisory Committee is scheduled for
August 7, 1996 at 6:00 PM.
ITEM #13. Adjournment.
