HomeMy WebLinkAbout06-05 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING JUNE 5, 1996 Prior to the regular meeting, the annual Parks and Recreation Advisory Committee park tour was conducted. Joining the committee for the tour were Ciry Council members Betty Sindt and Mary Liz Holberg. The tour began at 5:30 PM at Ritter Farm Park and included visits to the new shelter at Ritter, Wayside Park, Bassett Park, Parkview shelter, Meadows Park, Rolling Oaks Park, Juno Trail trailway and future park sites King Athletic Complex, Cherry View Park, Highview Heights Park, South Soccer Complex and MeadowBrook School/Park Complex. The committee enjoyed pizza and refreshments following the tour. ITEM #1 Call to order. The meeting was called to order in the Ritter Farm Park Environmental Learning Center by Chairperson Ilia at 7:45 PM. ITEM #2 Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Illa, and J. Larson. • Committee members A. Raymond and P. Messinger had other commitments and needed to leave prior to the regular meeting. Also present were Council member Betty Sindt, Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3 Approval of minutes of May 15, 1996 Parks and Recreation Advisory Committee meeting. The minutes of the May 15, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports and summary of current projects. ? Residents of Crystal Lake Townhome Association have requested that the play- ground which was installed by the developer be removed from the area, as there are no small children who live in the neighborhoods. Staff estimates the value of the structure to be about $5,000. The homeowners association would realize the advantage of having the structure removed and the park system could benefit by possibly having the equipment placed at the Antlers Park location. Staff will keep committee updated on this proposal. Parks and Recreation Advisory Committee Minutes June S, 1996 Page -2- ? Plans are coming together for the Panorama of Progress fireworks display and other Fourth of July festivities. Logistics for this event, as well as parade day and other Pan-O-Prog activities, are being arranged. ITEM #6. Review preliminary and final plat of Gateway Center First Addition and make park dedication recommendation to City Council. The preliminary plat of Gateway Center consists of seven commercial lots located in the southwest corner of 172nd Street and CSAH 5. The first phase final plat includes two lots on the east side of the site. A Holiday Station Store is proposed for one of the two lots in the final plat. Staff is recommending a cash contribution to satisfy the park dedication requirement. A sidewalk exists along the west side of CSAH 5 adjacent to Gateway First Addition. A sidewalk/trail will be constructed on the south side of 172nd Street from Kenwood Trail to the railroad tracks during construction of the first phase of Gateway Center. Committee member Larson suggested a trail access to the Holiday Station Store to try to keep pedestrians off the roadways and parking lots. Staff feels that would be difficult considering the wetlands in the vicinity. 96.22 Motion was made by Larson, seconded by Warless-Sobel, to recommend to City . Council that a cash contribution based on the commercial rate be required for Gateway Center First Addition to satisfy the park dedication requirement. It is further recommended that the developer be required to construct asidewalk/trail on the south side of 172nd Street from Kenwood Trail to the railroad tracks with the first phase of the Gateway Center development. Motion passed. ITEM #7. Review final plat of Fairfield Business Campus Second Addition and make park dedication recommendation to City Council. The platting of Outlot C into four lots will allow the construction of a 32,000 square foot regional headquarters facility for Itron, Inc., the second business to locate in Fairfield Business Campus. A trail was constructed on the east side of Kensington Blvd. with the first phase of the development. A trail will be constructed on the west side of Kensington Blvd. with the development of the second addition. These trails will tie into the internal trail network proposed for Fairfield Business Campus. Staff is recommending a cash contribution to satisfy the park dedication requirement for this phase of Fairfield Business Campus. 96.23 Motion was made by Lulf, seconded by Warless-Sobel, to recommend to Ciry Council that a cash contribution based on the commercial rate be required to satisfy the park • dedication requirement of Fairfield Business Campus Second Addition. Motion passed. Parks and Recreation Advisory Committee Minutes June S, 1996 Page -3- ITEM #8 Unfinished business. Bids for the Phase Two Park Bond Referendum projects were opened on Tuesday, May 29, 1996 and a contract was awarded to Friedges, Inc. by the City Council at their June 3, 1996 meeting. Staff was very pleased with bid results and more work than was originally anticipated will be accomplished within the existing budget. The King Athletic Complex project will include construction of eight ballfields with associated amenities; South soccer complex will be complete with three soccer decks and parking; the neighborhood parks of Cherry View and Highview Heights will include playground installations; and lighting of the MeadowBrook hockey and pleasure skating rinks, as well as paving of the hockey rink, will be completed. Undesignated revenues from interest on bond proceeds are planned to be allocated for water supply for irrigation and expansion of the parking lot at King Athletic Complex. ITEM #9 New business. Ciry staff has been approached by two different land owners concerning the possibility of acquiring property. One site is the Friemuth land which is near Highview Avenue and North Park. The other site is the triangular piece of property at the intersection of .Dodd Blvd., Pilot Knob Road and 160th Street. Staff discussed each property's • possible uses and proposed costs with the committee. A meeting with Dodd Pointe neighborhood residents and Dave Everds of Dakota County was held on Tuesday, June 4th. Several area residents volunteered to become part of a planning subcommittee for this potential park development. Committee members will be kept informed as to the progress of this project. ITEM #10. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for June 19, 1996 at 6:00 PM. ITEM #11. Adjournment. The meeting adjourned at 8:30 PM.
