PARKS AND RECREATION-ADVISORY COMMITTEE MEETING
MAY 15,1996
ITEM #1. Call to order.
The meeting was called to order in the Lakeville Council Chambers by Chairperson
Illa at 6:00 PM.
ITEM #2. Roll call.
Present were L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson, and A. Raymond.
H. Lovelace and P. Messinger were not able to attend. Also present were Park
Director Steve Michaud and recording secretary Judi Ryan.
ITEM #3. .Minutes of May 1,1996.
The minutes of the May 1, 1996 Parks and Recreation Advisory Committee meeting
were discussed. There were no additions or corrections and the minutes were
approved as printed.
• ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #6. Consideration of request by Blue Eagles Radio Control Flying
Team to hold air show at North Park on Saturday, July 6, 1996 in association
with Panorama of Progress.
Steve Flaten, representing the Blue Eagles Radio Control Flying Team was present at
the meeting. He informed the committee that their team is one of 40 Blue Eagles
flying teams throughout the country. The purpose of the team is to provide
entertainment and community awareness of the activity. The team practices in the
flying field near Dakota County Vo Tech and most members have at least five year of
flying experience. Their flying team receives full insurance through the Blue Eagles.
The proposed air show would consist of six to eight team members with 10 to 12
airplanes. Some comedy routines are enjoyed by audiences as well as some trick
maneuvers.
Members of the flying team distributed flyers in the neighborhoods surrounding North
Park and also spoke to the manager of Crystal Lake Golf Course. The flyers
contained the phone number of the Parks and Recreation Department as well as the
• number to contact the Blue Eagles. Neither office received any calls objecting to the

event. Staff mentioned that he had attended the air show when it took place in
Lakeville two years ago and was impressed with the safety precautions which were
taken.
96.19 Motion was made by Raymond, seconded by Wanless-Sobel, to recommend to City
Council that the Blue Eagles be authorized to conduct an air show at North Park on
Saturday, July 6, 1996 in association with Panorama of Progress, pending receipt of
proper certificate of insurance.
Motion passed.
ITEM #5. Staff reports.
• The closing has taken place on the Farmington school district property. A Joint
Powers Agreement has been drafted and is being reviewed by staff. The hockey
rink on site is planned to be paved in order to also be used as an in-line skating
site. Lighting for the skating areas will be bid in conjunction with a Phase Two
Bond Referendum lighting project.
• Public notices have been published for the bidding of projects in association with
• .the Phase Two Park Bond Referendum. Staff is looking forward to the opening of
bids on May 29, 1996.
• As part of Lakeville's success in making the first cut of the LCMR grants, staff
was requested to give a presentation to the Legislature and answer further
questions concerning the project. Committee will be kept updated as staff is
informed of any further news concerning the grant.
ITEM #7. Review final plat of Highcroft Addition and make park and trail
dedication recommendation to City Council.
At their April 17, 1996 .meeting the Parks and Recreation Advisory Committee
recommended approval of the preliminary plat of Highcroft Addition and further
recommended dedication of two acres of land to satisfy the park dedication
requirements. At the time the Highcroft Addition plat was submitted, the total plat
acreage was computed to be 22 acres. After further calculations it was been
determined that the plat consisted of only 15 acres, making the 10% park land
dedication requirement only 1.5 acres. Due to this miscalculation, the City will make
an offer for an additional acre of land for a cost based on the value of the eight acres
of land recently purchased from the Eisele family.

96.20 Motion was made by Larson, seconded by Lulf, to recommend City Council approve
the final plat of Highcroft Addition and require dedication of 1.5 acres of land to
satisfy the park dedication requirements and a cash contribution to satisfy the trail
dedication requirements. It is further recommended that staff negotiate with the land
owner for the purchase of an additional acre of park land.
Motion passed.
ITEM #8. Review final plat of Paradise Hills Addition and make park and
trail dedication recommendation to City Council.
The Parks and Recreation Advisory Committee recommended approval of the
Paradise Hills Addition preliminary plat at their April 17, 1996 meeting. There have
been no changes in this plat which would alter the park and trail dedication
requirements.
96.21 Motion was made by Larson, seconded by Raymond, to recommend City Council
approve the final plat of Paradise Hills and require a cash contribution to satisfy the
park and trail dedication requirements. It is also recommended that the developer be
required to pay 5/8 of the cost to construct aneight-foot trail on the west side of Ipava
• Avenue from Kenwood trail to the north plat boundary.
Motion passed.
ITEM #9. Unfinished business.
Following some discussion the committee set June 5, 1996 as the date for the annual
spring park tour. Sites which committee members requested be put on the itinerary
included Wayside Park, Bassett Addition Park, the new Parkview shelter and the Juno
Trail trailway. The park tour will begin at Ritter Farm Park at 5:30 PM and will end
there, with the regular meeting to be held at the Environmental Learning Center
following the tour.
Committee member Larson asked about the status of the Tree USA signs. Staff has
noticed that some of the signs have been replaced.
ITEM #10. New business.
There was no new business at this time.
ITEM #11. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee will be the annual
park tour and is scheduled for June 5, 1996. Committee members are to meet at
• Ritter Farm Park at 5:30 PM.
