HomeMy WebLinkAbout05-01 CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING MAY 1, 1996 ITEM # 1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Vice Chairperson Larson at 6:00 PM. ITEM #2. Roll call. Present were L. Lulf, C. Wanless-Sobel, J. Larson and A. Raymond. Committee member P. Messinger arrived later. H. Lovelace and K. Illa were unable to attend. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3. Minutes of April 17, 1996. The minutes of the April 17, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present at the meeting. ITEM #5. Staff reports. Repairs and sealing have been completed for the Land of Amazement. The group "Friends of the Land of Amazement" paid for materials and a private contractor to complete the project. The STS crews assisted with preparation of the site. Parking lots which were seal coated last year are now being striped. STS crews have been in the area working on several other projects including clearing of brush at Cedar Highlands Park, removing old fencing materials from Ritter Farm Park, raking and removing leaves from Orchard Lake Park, and putting wood chips around trees at Antlers Park. Committee members received concept grading plans and base information for development of Cherry View and Highview Heights Neighborhood Parks and two athletic complexes King youth baseball complex and McGuire • South soccer complex. Parks and Recreation Advisory Committee Minutes May 1, 1996 Page -2- Committee members also received an inventory of activities which will take place in Lakeville parks as part of the 1996 Panorama of Progress. Staff will discuss this with the committee later. Committee member Larson asked about placing hoods on the softball field backstops. Staff stated that hoods are used to prevent errant foul balls in special circumstances. Staff discussed the King property and South soccer athletic complexes. Funding and labor to install dugouts for the four fields are planned to be donated by the LBA, similar to the Quigley-Sime project. Various funding and development scenarios are being considered. ITEM 7. Review preliminary and final plat of SuperAmerica 2nd Addition and make park and trail dedication recommendations to City Council. Parks and Recreation Advisory Committee discussed the SuperAmerica Znd Addition plat. The Park and Trail Dedication requirement for the commercial portion of the proposed subdivision was paid in 1995 as part of • the administrative subdivision. The Grace Fellowship Church lot will be subject to a $900.00 park dedication fee and a $225.00 trail dedication fee in association with the SuperAmerica 2nd Addition plat. The developer is also being required to escrow funds for a future trail along Cedar Avenue. 96.17 Motion was made by Raymond, seconded by Wanless-Sobel, to recommend City Council approve the preliminary and final plat of SuperAmerica 2nd Addition and require a cash contribution for the Grace Fellowship Church lot to satisfy the Park and Trail Dedication requirements. It is further recommended that the developer be required to escrow funds for a future trail along Cedar Avenue. Motion passed. ITEM 7. - Unfinished business. Committee members asked. if there had been any charges brought against the .person who had driven in Ritter Farm Park and caused extensive damage. Staff stated that the Dakota County Attorney is still reviewing the case. Committee member Raymond complimented the Recreation Division on a • good looking summer recreation brochure with many appealing programs. Committee members received an inventory of Pan-O-Frog events which will be taking place in the parks this summer. The list was reviewed and discussed with no objections to any of the events being held in the parks. 96.18 Motion was made by Lulf, seconded by Messinger, to endorse the list of 1996 Pan-O-Frog events taking place in the parks this summer with the exception of the street rod car show which was previously approved and the Blue Eagles Air Show which is pending neighborhood review and will be discussed at the next Parks and Recreation Advisory Committee meeting. (The list of events and associated parks is atta.ched.) Motion passed. ITEM 9. - Announcements.
