HomeMy WebLinkAbout04-03 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING APRIL 3, 1996 ITEM # 1 Call to order. The meeting was called to order in the Lakeville Council Chambers by Vice Chair Larson at 6:00 PM. ITEM #2 Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, J. Larson, A. Raymond and P. Messinger. K. Ilia was unable to attend. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3 Minutes of March 20, 1996 Parks and Recreation Advisory Committee meeting. The minutes of the March 20, 1996 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4 Citizen comments. There were no citizens present for items not on the agenda. ITEM #5 Staff reports. At their April 1, 1996 work session, City Council reviewed several major park related projects. After much review and research, it is being recommended that the first four fields constructed at the King athletic complex consist of two 90-foot and two 75-foot baseball fields. When the remainder of the fields are developed, it is recommended they will also have 75-foot baselines. The City Council also reviewed a proposal to place modular warming houses at two neighborhood park sites. The Parks and Recreation Advisory Committee will receive more information on these buildings at a later meeting. Requests for Proposals for two trail feasibility studies have been received. Staff is recommending that SRF be contracted to complete the studies on Klamath Trail and 205th Street. A request to authorize these studies will be considered by City Council at their next regular meeting. Parks and Recreation Advisory Committee Minutes Apri13, 1996 Page -Z- The City Council reviewed the 1996 Park Development Fund and Trail Development Fund at their work session. Staff will request City Council consider approval of these budgets at their next meeting. During City Council discussions, an idea was presented concerning future permanent park shelter buildings. Staff and Council members felt it was important to locate permanent park buildings within expanded service areas in order to best serve the residents. These buildings would be similar to Parkview and North Park and are used for warming houses as well as community rooms. The Snowmobile Task Force will be holding their spring meeting on April 4, 1996 in the north meeting room of City Hall. The Dakota County Park and Recreation Advisory Committee (PARAC) will be holding their annual information sharing meeting on May 16th at Spring Lake Park. Steve Michaud will be attending and will give an update on Lakeville's accomplishments in the past year. RSVP's are requested by May 13th staff encouraged Parks and Recreation Committee members to attend. . ITEM #6 Review final plat of Kilkenny Pond 2nd Addition and make park and trail dedication recommendation to City Council. The Parks and Recreation Advisory Committee previously reviewed Kilkenny Pond 2nd Addition and recommended cash for the entire preliminary plat. The developer is also being required to escrow funds to construct trails on the east side of Flagstaff Avenue and the north side of 170th Street. A trail connection will also be made in the northwest corner of the plat from the residential area to Flagstaff Avenue through Fire Station #2 property. Cost of trail construction will be shared by the City. 96.07 Motion was made by Messinger, seconded by Raymond, to recommend to City Council approval of the final plat of Kilkenny Pond 2nd Addition with a cash contribution being required to satisfy both the park and trail dedication requirements. It is further recommended that the developer be required to escrow funds to construct trails along the north side of 170th Street and the east side of Flagstaff Avenue. Motion passed. ITEM #7 Review final plat of Rock Island Townhomes 2nd Addition and make park and trail dedication recommendation to City Council. The Parks and Recreation Advisory Committee previously reviewed Rock Island Townhomes and recommended a cash contribution to satisfy both the park and Parks and Recreation Advisory Committee Minutes Apri13, 1996 Page -3- trail dedication fees. Rock Island 2nd Addition consists of 32 lots. The developer's requirement to escrow funds to construct future trails along Klamath Trail west of the development was waived in lieu of the off-street trail project to be constructed between County Road 5 and the development access. 96.08 Motion was made by Raymond, seconded by Lulf, to recommend to City Council approval of the final plat of Rock Island Townhomes 2nd Addition with a cash contribution being required to satisfy both the park and trail dedication requirements. Motion passed. ITEM #8-- Unfinished business. At this time there was no unfinished business. ITEM #9 New business. There was no new business at this time. ITEM # 10. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled • for April 17, 1996 at 6:00 PM. ITEM # 11. - - Adjournment. The meeting adjourned at 6:25 PM.
