PARKS AND RECREATION ADVISORY COMMITTEE MEETING
January 3, 1996
ITEM # 1 Call to order.
The meeting was called to order in the Lakeville Council Chambers by Vice
Chair Messinger at 6:00 PM.
ITEM #2 Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, P. Messinger, J. Larson, and
A. Raymond. K. Illa was unable to attend due to illness. Also present were Park
Director Steve Michaud and recording secretary Judi Ryan.
ITEM #3 Approval of minutes of the December 6, 1995 Parks and
Recreation Advisory Committee meeting.
The minutes of the December 6, 1995 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the
minutes were approved as printed.
ITEM #4. Citizen comments.
• There were no citizens present for items not on the agenda.
ITEM #5. Staff reports.
Staff suggested this item be taken up later in the meeting.
ITEM #6. Presentation by Nels Nelson of Barr Engineering concerning
proposed drainage improvement project at Rolling Oaks Park.
Several citizens were present for this agenda item. Prior to introducing Nels
Nelson, staff gave a brief history of the drainage problems at Rolling Oaks Park.
Poor drainage has created an area which is consistently too wet to be properly
mowed and maintained. Residents' complaints concerning the tall weeds have
prompted staff to investigate potential solutions. An outlet pipe exists in the
corner of the park, however, positive drainage is difficult to achieve due to the
very flat topography.. Several attempts have been made to correct the situation,
including cleaning the storm drainage outlet pipes.
A proposal has been developed by Barr Engineering to fill the ditch line behind
the affected homes and install a storm water drainage pond. The area around
the pond would be sodded to make it maintainable and more aesthetic. The
pond would also serve as a sedimentation basin prior to eventual runoff into
Crystal Lake.

Nets Nelson stated that the extremely flat grade in the park is good for ballfields
and hockey rinks, but not so good for runoff following a rain. He stressed that
this is in no way associated with a flood plain. A pond of approximately one
quarter acre would help alleviate this wetland nuisance situation while
removing nutrients from the water prior to it running off into Oak Shores Park
pond and eventually into Crystal Lake. The pond is proposed to be built with 6:1
and 10:1 side slopes, which is very manageable and should not create a safety
issue. Some natural vegetation would grow around the pond and the pond area
may attract wildlife.
Mr. Nelson stated there would not be a great deal of water depth fluctuation, or
"bounce," in the pond. The average depth would be approximately 1.8 feet with
a maximum depth of four feet. The greatest possible depth would be 5.6 feet,
which would occur immediately following a large storm. It would take about
half a day for the water to dissipate to a normal level.
Staff has been contacted by several area residents, most of whom were very
supportive of the project. He stated that the proposal's design is typical of
Lakeville's high standards. The project is still in a planning stage and no
decisions have been made by staff. Estimated cost to establish the pond would be
• approximately $15,000, not including any potential easements which may be
necessary.
Steve Gothmann, 16635 Jonray Court, stated he is concerned with safety for the
many small children in the immediate area, but at the same time sees a need for
an improvement to the drainage situation.
Bill Schommer, 16604 Jonray Court, stated he is also concerned with safely. He
stated his family and his neighbors use the park all the time and he would prefer
to leave it as is. It was suggested that the pond be moved to a smaller, more
maintainable location out further into the park. He is also concerned about
children walking out onto the .pond during the winter when thin ice is a hazard.
Committee member Messinger noted that the pond may be more of an asset than
residents think it would be in terms of aesthetics and property values. Staff
suggested that if residents are willing to put up with the inconveniences of
standing water and weeds, it would be possible to observe the situation over
another summer to see if any improvements are noticed. It was also suggested
that staff check on the possibility of a French drain file system in a portion of the
area. Staff told residents that the Maintenance Dept. would take advantage of
the dry days to maintain the area to the best of their ability and also do some
• scarifying to dry up the area.

i ITEM #5. Staff reports.
Park Maintenance began the season with a good stretch of cold weather,
however, some very mild weather followed which made it difficult to build ice.
Committee members Lulf and Messinger commented on how well the trails had
been plowed in both of their areas.
A number of snowmobile complaints have been received from throughout the
City. Larry Lulf has contributed many hours to resolving issues and re-signing
problem areas. The Police Department has a new snowmobile, donated by Jeff
Belzer, which will be used for enforcement this year. Another article will be
published in "Messages" to remind residents of the ordinance. Several parks
and school sites continue to be problem areas.
Winter recreation programs have been very popular this year, especially cross
country ski and ice skating lessons.
Eileen Fondell's retirement Open House will be held on Sunday, January 21st
from 2:00 to 4:00 PM. Committee members are encouraged to attend.
Recreation Assistant Shelli Heinsch's first day with the Parks and Recreation
• Department was Tuesday, January 2nd. Senior Center Coordinator Linda Walter
will begin on Friday, January 5th.
ITEM #7. Update on bond referendum acquisitions and projects.
Most items on the Parkview punch list are completed. The plumbing contractor
re-installed the flush valves but some problems remain, indicating there may be
some water restriction. The Utility Superintendent is assisting with trying to
find a cause for the problem.
Staff is putting together a bond referendum status update report for the City
Council work session on January 10th. In addition to this agenda item, Council
members will hear a presentation from a representative of ISD # 194 concerning
future school projects and sites. Pat Messinger volunteered to represent the
Parks and Recreation Advisory Committee at this work session.
Walt King, owner of property on the east side of Dodd, approached the City with
a proposal to sell 48 acres for a potential youth athletic complex. A purchase
agreement is in the process of being prepared.
Staff is ready to begin planning and design with SRF on several projects for 1996
which will be Phase Two of the bond referendum.

ITEM #8 Elect 1996 Parks and Recreation Advisory Committee officers.
In the absence of Chair Illa, it was decided to postpone committee elections until
the next meeting. Members were asked to please call Judi at the Parks and
Recreation office prior to the next meeting if they are interested in serving as an
officer in 1996.
ITEM #9 Unfinished business.
There was discussion at a previous meeting concerning storage of blacktop
construction materials at Jaycee Park. Staff had been under the impression that
it was one of several sites which may be available for this purpose, but has since
learned that there are few alternatives. The contractor would very much prefer
using this site. Committee member Messinger stated that she would be opposed
to the storage proposal. Restoration of the park following the storage would be
mandatory. Staff will communicate to the Engineering Dept. that the site is okay
to use but must be restored fully when the project is complete.
ITEM #9 New business.
Staff informed committee of a request for a zoning change in the Golden Pond
plat, south of 210th Street and east of Dodd Blvd. Due to a high water table, the
developer has decided to rezone some single family lots to PUD so slab-style
duplexes can be built. Park and trail dedication fees will be paid for each new
lot when they are administratively subdivided.
ITEM # 10. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled
for January 17, 1996 at 6:00 PM.

The meeting adjourned at 8:00 PM.
