HomeMy WebLinkAbout09-20 i CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE MEETING September 20, 1995 ITEM # 1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Vice Chairperson Messinger at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, P. Messinger, J. Larson and A. Raymond. Chair Illa was unable to attend due to a work conflict. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3. Approval of minutes of September 6, 1995 Parks and Recreation Advisory Committee meeting. The minutes of the September 6, 1995 Parks and Recreation Advisory Committee meeting were discussed. Messinger asked about the Farmington school district purchasing 40 acres of land for the Meadow Brook school/park complex. Staff explained that ten acres of the property will be acquired by the City of Lakeville which will constitute the park portion of the complex. Bond referendum funds will be used for that acquisition. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. There were no citizens present for items not on the agenda. ITEM #5. Staff reports. ? The Park Maintenance Dept. is finishing with top dressing at North Park, Quigley-Sime, Independence Park and several other City owned properties. Turf cutting continues. ? Senior Coordinator Eileen Fondell has submitted her letter of resignation. She will retire from her position in February, 1996. ITEM #6. Update on Park Bond Referendum acquisitions and Phase One projects. Staff reported good progress on all projects. ? The basketball standard and benches have been installed at Bassett Park. Transplanting of trees from Ritter Farm Park to Bassett will take place later this week. Larson said that at the Community Fair he had spoken to citizens who were wondering about the various court markings and games. ? The contractor is working on the Ritter Park shelter mostly on the weekends. It is progressing very nicely with shingling of the roof nearly complete. Parks and Recreation Advisory. Committee Minutes September 20,1995 Page #2 ? Wayside Park has been seeded and is complete. ? Bunker Hill Park tennis courts are complete. ? Sewer and water installations are to begin this week on the Parkview Park shelter building. Anticipated completion of this project is the end of October or early November. Plans have started for a dedication ceremony naming the building in honor of Paul Baarson when the building is complete. There have been a few problems with vandalism at the site. ? The City of Lakeville is the successful recipient of a $50,000 Outdoor Recreation Grant for the Juno Trail project. Staff will be meeting with grant coordinator Tom Kranz of the Department of Natural Resources on Friday to discuss eligible expenses. ? Acquisition agreements for the Eisele property have been drafted. Some concept plans are still being worked out for compatible zoning, future platting and development of the remaining Eisele property. The emphasis of this park will be playground area, skating facilities, a small ballfield and parking area. ? Closing on the Studer property will take place on September 21, 1995. ? An early October closing is anticipated for the Stewart property, five acres on Minnewauken Bay. ? Lights have been installed at the Meadows and Rolling Oaks rinks and construction of the hockey boards are nearly complete at the Meadows. ? Grading is complete for the playground installation at Casperson. Actual installation of equipment should start about October 1. Staff is working with a local Boy Scout who has volunteered to do the ground cover .placement as his Eagle Scout project. ITEM #7. Review preliminary and final plat of Dakota Plaza Second Addition and. site plan for Ole Piper Inn and make park and trail dedication recommendation to City Council. This small commercial plat is part of the overall plan to expand Valley Iake Park. Committee members were shown a concept plan of the proposed plat at their September 6, 1995 meeting. Several meetings were held with Valley Park residents and the Valley Lake Homeowners Association. Overall there has been a positive response. 95.28 Motion was made by Raymond, seconded by Wanless-Sobel, to recommend City Council approve the preliminary and final plat of Dakota Plaza Second Addition and accept a cash contribution to satisfy the park and trail dedication requirements, based on the approved agreement between the City of Lakeville and the developer. The Lakeville Parks and Recreation Department will have a display at the MRPA State Conference Hall of Ideas on November 1-3, in St. Cloud. Steve Michaud will be attending the conference and urged committee members to attend if possible. There was no other unfinished business. ITEM #9 New business. A revised November meeting schedule was suggested to take into consideration the State Conference and Thanksgiving. It was agreed to reschedule the first meeting to November 8th. The November 15th meeting will be rescheduled to November 29th. Committee member Larson mentioned a light out on the trail near Meadows Park. Member Lovelace mentioned a tree that needed to be trimmed. Staff will have these items remedied. There was no other new business. ITEM # 10. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for October 4, 1995 at 6:00 PM. ITEM # 11. Adjournment. The meeting adjourned at 6:45 PM.
