PARKS AND RECREATION ADVISORY COMMITTEE MEETING
September 6, 1995
ITEM # 1 Call to order.
The meeting was called to order in the Lakeville Council Chambers by
Chairperson Illa at 6:00 PM.
ITEM #2 Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson,
A. Raymond and P. Messinger. Also present were Park Director Steve Michaud
and recording secretary Judi Ryan.
ITEM #3 Approval of minutes of August 2, 1995 Parks and
Recreation Advisory Committee meeting.
The minutes of the August 2, 1995 Parks and Recreation Advisory Committee
meeting were discussed. There were no additions or corrections and the
minutes were approved as printed.
ITEM #4. Citizen comments.
There were no citizens present for items not on the agenda.
ITEM #5. Staff reports.
Staff stated that a complaint had been received from residents adjacent to
Rolling Oaks Park concerning drainage in the park area. Staff has met with
Barr Engineering and other City staff and is proposing to create a holding
pond on park property so that the private yards and park property can be
properly maintained. Staff will keep committee updated on this issue.
The Park Maintenance Dept. is trying to keep up with cutting of turf areas and
boulevards, although it has been very difficult with the season's heavy growth.
Maintenance crews will also begin top dressing and seeding at several areas
including Rolling Oaks, Independence and Quigley-Sime. Two soccer decks
will also be top dressed and re-seeded at North Park.
Rosemount's tree spade will be used to transplant six to eight coniferous trees
from the Ritter Farm Park nursery to Wayside Park. Some plantings will also
be done at Hypointe Crossing and a row of coniferous trees planted at
Bracketts Park along the boulevard.
• A five-foot concrete sidewalk is presently being installed along 175th Street.
Committee members agreed this would be a great asset.

Bunker Hill tennis court resurfacing is complete. New tennis court rule signs
have been delivered and will be installed at all tennis courts stating no in-line
skating, skateboarding, bicycles, etc. are allowed. Hopefully this will help to
preserve all court surfaces.
Committee members received a copy of a letter from Paul Baarson thanking
the city for the distinction of having the Parkview shelter named in his honor.
Staff stated that when the building is completed, some kind of a ceremony will
be held at the site with Mr. Baarson. Committee member Messinger suggested
involving the school children from Parkview Elementary.
Construction crews are completing the curb around the North Park parking
lot. Large trees will be brought in soon to be strategically planted to screen the
base of the tower. An adequate number of parking spaces is expected to be
available when the parking lot is striped. This entire project should be
completed within the next couple of weeks.
The Farmington school district has purchased 40 acres for the MeadowBrook
school/park complex. Lakeville City staff is working with the City of
Farmington on the concept including field layout design. The complex is
proposed to include two soccer fields, three softball fields, one baseball field,
four basketball courts, a hockey rink and a warming house. Information on
the Farmington bond referendum should be available to residents soon.
ITEM #6. Update on Park Bond Referendum acquisitions and Phase
One projects.
Staff updated the committee on several Phase One projects which are
underway:
~ Meadows hockey boards are under construction.
* Lighting systems at Meadows and Rolling Oaks hockey rinks have been
installed.
* .Materials for the shelter at Ritter Farm Park have been delivered.
* Bassett Addition Park is complete with the exception of the color coat on
the basketball court and the basketball hoops.
* Tennis and basketball court resurfacing is finished at Bunker Hill Park.
* Wayside Park is completed with the exception of several trees which will
be planted.
* Parkview shelter construction has experienced some minor delays, however
• the electrical and plumbing is completed and the roof is now being

shingled. Sewer and water installation should be done this week and the
entire project is anticipated to be completed by mid-October.
Current acquisitions which are in progress were also discussed:
* Paperwork for the Eisele acquisition is nearly complete. Rezoning issues
are currently being processed through Community Development.
* The Tutewohl and Miller acquisitions are still pending. No Commissioners
hearing has yet been scheduled.
* Acquisition for the expansion of Valley Lake Park is nearly completed. Staff
showed committee a concept plan of the proposed area along the south side
of County Road 46 from Cedar Avenue through the existing park property.
ITEM #7. Cherryview Neighborhood Park concept plan discussion
with Cherryview neighbors.
Five residents who live near the proposed Cherryview Park were present to see
the concept plan of the park. Staff explained that the 1994 Park Bond
Referendum had authorized the acquisition of ten acres of property, which is a
good size for a neighborhood park. City officials worked with several families
in the search area outside of the MUSA. In a contract with the Studer family,
the City agreed to purchase 8.5 acres, with an additional piece on the north
side of 175th Street to make the total park acreage just over ten acres. Access
to the park was a main consideration.
Several concept plans were prepared, working toward a preferred concept.
Staff feels the plan meets the principles of park planning and neighborhood
needs. It is generally the policy not to promote organized league plan at
neighborhood parks, however if the need arises, space would be available. A
20-car parking lot is planned for those who wish to drive to the park. Other
proposed park amenities include a hard surface court, shelter, hockey rink
with lights, a ballfield with skinned infield and a playground structure.
Staff described the proposed 175th Street underpass and showed a colored
rendering. This was chosen as opposed to an overpass due to cost and because
the design worked well with the layout of 175th Street. The underpass will be
lit at a future time when trail connections are completed. The developer of
Cherryview 5th Addition will install an 8-foot bituminous trail up to the park
property. Staff suggested that priorities be established for development of the
park,. as cost of the underpass was not part of the original bond budget. The
remaining budget would be expended based on the following recommended
priorities: grading and seeding; trail connection to the parking lot; installation
of a gravel parking lot; playground structure; development of hockey and

pleasure skating area; move Rolling Oaks warming house to site; finish trail
loops, build boards for hockey rink and install lighting; insta114-square court.
Trees for the park are available from City nurseries and could be planted over
the next few years.
Kris Picken, 17483 Grove Ave., asked how bright the lighting would be on the
hockey rink and if it would be disturbing to the neighbors. Staff explained
that Level-8 Musco lighting uses a special lens to create a non-spill
concentrated beam which is non-obtrusive to the neighborhood.
Mark Edwards, 17440 Halifax Path, commented that he would rather have
seen the park developed on the north side of 175th Street. He also suggested
that more trees be planted along Dodd Blvd. to screen the traffic noise from
the neighborhood.. Staff suggested that Ginella Maple or other fast growing
trees or hedges or possibly a berm could be installed.
Janet Johnson, 17490 Grove Ave., asked whether this park had been planned
for a while. Staff explained the 3/4-mile service area of several years ago and
how policy has changed over the years due to social concerns. The 1994 Park
Bond Referendum had been strongly supported by neighborhood groups of
concerned citizens who wished to have parks closer to their homes.
Mr. Edwards suggested that the construction of the underpass be postponed
due to the costs. Committee member Messinger stated that the trails will be
connected at a later date and to delay installation of the underpass would add
costs in the future to tear up the road. Also, construction costs continue to
rise. 175th Street will be two 12-foot lanes with a striped on-street bike lane.
Citizens asked what type of playground equipment would be installed. Staff
stated that a typical playground is designed for 5 to 12 year olds, however, he
feels it is important to work with the neighbors to determine an age-
appropriate structure to meet the needs. There is a large variety of equipment
materials and designs available. Staff suggested that a small separate toddler
area be considered. Staff also stated that an early summer of 1996
construction start is anticipated.
Mr. Edwards asked what the effect would be to the park if Dodd Blvd. went to
a four-lane road. Staff responded that due to continued growth along Dodd,
especially near the downtown area, the City is attempting to convince the
County to enter Dodd Blvd, into its capital improvement plan. Cherryview
• Park development is thought to be far enough away from the road so that the
park would not be impacted by road improvements.

Citizens stated they do not receive the Lakeville Life and Times. Staff will try
to get their neighborhood on the route.
Staff thanked the citizens for their time and told them they would be contacted
prior to choosing the playground structure.
ITEM #8. Review Kilkenny Pond final plat and make park and trail
dedication recommendation to City Council.
Kilkenny Pond is located between 170th Street and Dodd Blvd., north of
Flagstaff Avenue and consists of approximately 81 single family lots. The
Parks and Recreation Committee previously reviewed the preliminary plat, at
which time staff recommended a cash contribution to satisfy both the park
and trail dedication fee requirements.
In addition, as part of the first phase, the developer will be required to
construct an 8 -foot off street trail along the east side of Flagstaff Avenue and a
trail between Lots 5 and 6, Block 3, from Firestone Way to the existing
Lakeville Fire Station property. From that point, the trail will continue along
the westerly border of Lot 3, down to Flagstaff Avenue. In addition the
developer should be required to escrow the appropriate amount for future
trail construction along 170th Street W. and Dodd Boulevard the length of the
plat. The 8 -foot off street trail on Flagstaff Avenue will be a 518 3/8 share
cost with the developer paying 5/8 of the cost.
95.26 Motion was made by Messinger, seconded by Raymond, to recommend City
Council accept a cash contribution of $900.00 per lot for parks and $225.00
per lot for trails to satisfy the park and trail dedication requirements for
Kilkenny Pond. It is further recommended that the developer be required to
construct trails and escrow funds for future trail construction as proposed by
staff and stated above.
Motion passed.
ITEM #9. Review Hypointe Crossing 5th Addition final plat and make
park and trail dedication recommendation to City Council.
The 5th Addition of Hypointe Crossing is located south of 165th Street and
abuts private property owned by Messiah Lutheran Church. The plat consists
of 37 single family lots. Staff is recommending a cash contribution to satisfy
both the park and trail dedication requirements. The developer will be
required to complete off street 8 --foot trails along 165th Street.

95.27 Motion was made by Larson, seconded by Lulf, to recommend City Council
accept a cash contribution at the rate in effect at the time of plat submittal to
satisfy the park and trail dedication requirements for Hypointe Crossing 5th
Addition. It is further recommended that the developer be required to
construct 8 -foot off street trails along 165th Street. Trail construction will be
a 5/8 3/8 cost share with the developer paying 5/8 of the cost.
Motion passed.
ITEM 10. Unfinished business.
Committee members had received a memo asking for their help at the
Community Fair. Committee members Larson, Illa, Messinger and Wanless-
Sobel will help.
ITEM 11. New business.
There was no new business at this time.
ITEM 12. Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled
for September 20, 1995 at 6:00 PM.
ITEM #13. Adjournment.
The meeting adjourned at 8:00 PM.
