The meeting was called to order in the Lakeville Council Chambers by Chairperson Ilia at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Ilia, A. Raymond and P. Messinger. Committee member J. Larson, was unable to attend. Also present were Park Director Steve Michaud and Recording Secretary Judi Ryan. ITEM #3. Minutes of June Z1, 1995. The minutes of the June 21, 1995 Parks and Recreation Advisory Committee meeting were discussed. There were no additions or corrections and the minutes were approved as printed. ITEM #4. Citizen comments. • Colette Gutierrez, 8931 - 163rd Street, Lakeville, addressed the committee concerning what she perceives to be a problem with trash in the parks, specifically cigarette butts. Mrs. Gutierrez had spoken to the Park Director concerning this issue approximately one month ago and it was his suggestion that she voice her concerns to the Parks and Recreation Committee. She stated that there seems to be a need for receptacles where smokers can properly dispose of their cigarette butts or some signage asking that they dispose of them properly. She feels this is a health hazard to children and dangerous to the environment. She suggested more signs and more police patrol. Park Director Steve Michaud stated that it is the intent of the Park Dept. to keep signage in the parks to a minimum so as not to deter from the beauty of the parks, however he agreed the public should be made aware of the problem. He stated that an education and awareness campaign may be more appropriate and probably more effective. Mrs. Gutierrez suggested that certain areas where there is likely to be high concentrations of children, such as playgrounds, could be made smoke free. She stated she had also called the Burnsville Parks Dept. about cigarette butts and people not cleaning up after their pets and Burnsville put up a sign at one park asking people to use receptacles for all trash but failed to address cigarette butts. Parks and Recreation Advisory Committee Minutes July 19, 1995 Committee member Raymond asked if cigarette butts would fall into the littering category and if perpetrators could be fined. Staff stated that it would technically be littering, however, enforcement may be difficult. Chair Ilia suggested a letter to the editor of Life and Times since a high percentage of Lakeville residents regularly read the paper. This could be the beginning of the public awareness/education campaign. It was also suggested that receptacles be placed in areas where problems with cigarette butts seem to be greatest. Committee member Messinger stated that some consideration should be given to making certain park areas such as playgrounds smoke-free due to the high concentration of children in those areas. ITEM #5. Staff reports. Staff reported that the fencing project at Quigley-Sime is nearly complete and the remainder of the fabric will be installed soon. Other projects at Quigley- Sime are progressing in preparation for the August National AAU Tournament. The trail from Antlers Park to Dodd Blvd. which needed to be rerouted due to the construction of a holding pond in the Friedges development has been completed. • The Ewald/Abraham dock has been installed but needs a few adjustments to meet the City's obligations. Staff has received plans for the 160th Street trail from Pilot Knob to Cedar Avenue. Trails are proposed to be ten feet wide for this section and for future sections which are built by Dakota County. Staff also informed the committee that the trail section along Juno Trail trailway will be 12 feet wide. Consideration is .being given to future trail sections being constructed at a standard ten feet width. All community parks, beaches and boat launches are very busy, especially on the weekends. Summer recreation programs have been very popular and are going well. ITEM #6. Update on bond referendum acquisitions and projects. The condemnation hearing on the Christensen property is scheduled for July 20, 1995. Staff expects to be notified shortly of the date for the Miller and Tutewohl hearings. Purchase agreements have been forwarded to the Studer and Eisele families for • review. At their July 17th meeting the City Council authorized condemnation Page #2 Parks and Recreation Advisory Committee Minutes July 19, 1995 of 8.5 acres of property owned by the Studer's. Negotiations will continue during the condemnation process. ITEM #7. Update on Phase One Bond Referendum projects. A building permit has been issued for the Parkview shelter building. The warming house which was on this site has been moved to Rolling Oaks Park. Wayside Park development is progressing and blacktopping of the parking area is expected to be completed shortly. Reconstruction of the Bunker Hill tennis courts will be completed immediately following the end of Parks and Recreation tennis lessons at that site, approximately August 1st. ITEM #8. Review community survey results. Staff informed the committee that overall the community survey results had been extremely favorable. The Police and Park Departments rated exceptionally high with people feeling very safe in their community and taking advantage of the many parks and trails. People seem to feel they are getting a good value for their tax dollar. The City feels their grades were very high on this bi-annual "report card". ITEM #9. Review Cherryview Third Addition final plat and make park • and trail dedication recommendation to City Council. Cherryview Third Addition is located north of 175th Street and east of Hayes Avenue. This plat consists of 34 single family residential lots and is the final phase of the Cherryview development. The developer will be required to donate Outlots E and C, located in the southeast corner of the plat north and south of 175th Street. These outlots will accommodate trail connections under 175th Street via a future underpass. It is recommended that the developer be given credits for Outlots E and C against his total park dedication fees. The developer will be required to construct the 175th Street underpass which will be reimbursed by bond referendum funds. The developer will provide a pedestrian trail access between lots 10 and 11 and through the outlot to connect with the proposed underpass. In addition the developer will be required to construct an 8-foot off-street trail on the north side of 175th Street the length of the proposed street improvement. A spur trail from the north side of 175th Street will be constructed down into the outlot, also providing access to the underpass. The developer will be required to share cost the trail on 175th Street with the developer paying 5/8 of the cost of base material and paving and the City paying the balance. Page #3 Parks and Recreation Advisory Committee Minutes July 19, 1995 The developer will be reimbursed 100% for the trail through lots 10 and 11 leading to the underpass and the spur trail coming down from 175th Street to the underpass. The developer will also be required to install arborvitae plantings between lots 10 and 11 which will also be 100% reimbursable. Any credits exceeding their required park and trail dedication fees will be paid through the park dedication fund. 95.20 Motion was made by Messinger, seconded by Raymond, to recommend to City Council a cash contribution for parks and trails be required to satisfy the park dedication requirements for Cherryview Third Addition final plat. It is further recommended: 1. the developer be required to donate Outlots E and C to accommodate trail connections under 175th Street via a future underpass and that the developer be given credits for Outlots E and C against his total park dedication fees; 2. the developer be required to construct the 175th Street underpass which will be 100% reimbursed by bond referendum funds; 3. the developer be required to provide a pedestrian trail access between lots 10 and 11 through the outlot to connect with the proposed underpass. Any credits exceeding their required park and trail dedication fees will be paid through the park dedication fund. Motion passed. ITEM # 10. Review Kilkenny Pond preliminary plat and make recommendation to City Council. This plat is located in the northeast corner of Flagstaff Avenue and 170th Street, south of Dodd Boulevard and consists of 81 single family residential lots. Approximately one quarter of a mile east of this plat is the proposed Meadow Brook school/park complex site. The Park and Open Space System Plan does not identify the need for an additional neighborhood park in this plat. Page #4 Parks and Recreation Advisory Committee Minutes July 19, 1995 An 8-foot trail exists on the west side of Flagstaff Avenue. The developer will be required to provide a cash escrow for the future upgrade of Dodd Boulevard to an urban street section with. trails. Staff is recommending the developer construct an 8-foot wide bituminous trail on the east side of Flagstaff Avenue from Dodd Blvd. to 170th Street. The City will credit the developer for 3/8th of the trail construction cost for the portion of trail along Flagstaff Ave. adjacent to the plat and 100% for the portion of trail along Flagstaff Ave. adjacent to the City's Fire Station #Z property. A trail escrow will also be required for future trail construction along 170th Street. 95.21 Motion was made by Lulf, seconded by Lovelace to recommend City Council require a cash contribution to satisfy the park and trail dedication requirements for Kilkenny Pond. It is further recommended that the developer be required to construct the trail along the east side of Flagstaff Avenue and bear a 5/8 share of the cost. The developer will also be required to provide a cash escrow for future trails along Dodd Boulevard and 170th Street. Motion passed. ITEM # 11. Review All Saints Catholic Church preliminary and .final plat and make park and trail dedication recommendation to City Council. • Plans submitted by All Saints Catholic Church propose the construction of a new church sanctuary on a 40-acre parcel on the west side of Holyoke Avenue, south of 195th Street, north of City Hall. A parochial school building addition is also proposed on this site at a future date. One softball field and a soccer field are proposed to be constructed with the development of this site for church use. Staff is recommending a cash contribution and escrow of funds for future urbanization of streets and trails. 95.22 Motion was made by Wanless-Sobel, seconded by Messinger, to recommend City Council require a cash contribution equal to one dwelling unit to satisfy the park and trail dedication requirements for All Saints Catholic Church, It is further recommended that the developer be required to escrow funds for the future urbanization of streets and trails along Holyoke Avenue. Motion passed. ITEM # 12. Review Airlake Development Addition (J & E Manufac- turing) final plat and make park and trail dedication recommendation to City Council, J & E Manufacturing is requesting aone-lot plat. Staff is recommending a single park dedication fee based on the commercial rate of 5% of the assessed • market value. Page #5 Parks and Recreation Advisory Committee Minutes July 19, 1995 95.23 Motion was made by Lovelace, seconded by Wanless-Sobel to recommend City Council require a cash contribution to satisfy the park and trail dedication requirements for Airlake Development Addition (j & E Manufacturing) at the commercial rate of 5% of the assessed market value. Motion passed. ITEM # 13. - New business. Chair Illa mentioned a maintenance issue with the trail along 185th Street east of Highway 50. Staff will investigate the bolt and chain in the trail. ITEM # 14. - Unfinished business. Committee member Lulf commended the City and the Parks and Recreation Department for another successful Pan-O-Prog celebration. Committee member Messinger commented that the new soccer fields at Parkview look very nice and are being used extensively. ITEM # 15. - Announcements. The next meeting of the Parks and Recreation Advisory Committee is scheduled for August 2, 1995 at 6:00 PM. ITEM # 16. Adjournment. The meeting adjourned at 7:20 PM.
