PARKS AND RECREATION ADVISORY COMMITTEE MEETING
MAY 3, 1995
ITEM # 1. Call to order.
The meeting was called to .order in the Lakeville Council Chambers by
Chairperson Illa at 6:00 PM.
ITEM #Z. Roll call.
Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Ilia, J. Larson,
A. Raymond and P. Messinger. Also present were Park Director Steve Michaud
and recording secretary Judi Ryan.
ITEM #3. Minutes of April 19, 1995.
The minutes of the April 19, 1995 Parks and Recreation Advisory Committee
meeting were discussed. Committee member Messinger made a correction on
page Z under Item 6. She was referring to walking the trails of Lebanon Hills
county park, which is located in Eagan.
• ITEM #4. Citizen comments.
There were no comments from citizens concerning items which were not on
the agenda.
ITEM #5. Discussions with Bassett Addition neighborhood concerning
upgrade of Bassett Park.
Staff addressed committee members and four citizens who were present to
discuss the Bassett Addition Park and gave them a brief history of the park.
Citizens present included: Mary Ann Maxwell, Barb Maxwell and Jeremy
Morgan, 18900 Orchard Trail, and Shu Hakes, 18892 Orchard Court. Staff
has discussed the possibility of upgrading the park for several years but until
now funds have not been budgeted. The park is very small, approximately the
size of a residential lot, and currently contains a basketball court which has
badly deteriorated. The preliminary proposal was to remove the old court and
replace it with aquarter-size court for basketball and other hard surface
games. Several phone calls had been received by staff as a result of a recent
letter which was sent to neighborhood residents asking for their input
concerning the park. Items requested included a playground, trails, and
benches along the trail by the lake. Staff stated it is doubtful that a bituminous
trail would be installed, but a woodchip trail would be more feasible. Also,
there is one small flat area in the park and staff would like to preserve that
• open space rather than installing a shelter or a playground.

Mary Ann Maxwell, 18900 Orchard Trail, stated she has lived in the
neighborhood for 29 years. She feels there is an age group of 5-10 year olds
in the neighborhood who need activities. Ms. Maxwell also stated she would
prefer to have evergreen trees planted in the .park as opposed to deciduous
species as there are already so many leaves that blow from the park into the
neighborhood. She feels a path is a good idea for the park because a lot of
people walk down to the lake.
Mrs. Maxwell's grandson, Jeremy Morgan, who also lives in the
neighborhood, stated he loves to play basketball and would also love to play on
a playground. Jeremy's mother, Barb Maxwell, likes the idea of the basketball
court because the adults also use it.
Staff stated the phone calls he had received indicated residents would prefer a
basketball court to a playground. He suggested the court be installed first,
with a set of swings put in if there are any funds remaining in the budget.
Shu Hakes, 18892 Orchard Court, lives across from the park. She stated there
are several children in the 1-3 age range and at least three in the 5-8 age
range. She feels it is important for the path to be installed as kids. now do in-
line skating in the street.
Staff stated the upgrade of this park is part of the first phase bid package with
Barton-Aschman consulting on cost estimates and specifications. Bids are
planned to be opened by mid June with construction planned for this summer.
Committee member Messinger suggested that if a swing set is installed, a tire
swing is a popular item which might be considered.
95.16 Motion was made by Messinger, seconded by Lulf, to accept the concept plan
of Bassett Addition Neighborhood Park as shown and to consider the
comments of the citizens who had expressed their opinions at the meeting and
to staff.
Motion passed.
ITEM #6. Staff reports.
Staff updated the committee on several items which have been completed or
are currently in progress.
O The fishing pier has been installed at Antlers Park. There may be a need for
an additional section or two to bring the end out into some deeper water.
• Some new "No Parking" signs are needed by the bike path and along Co.
Rd. 64.

D Prairie Restoration, Inc. has completed the burn of approximately seven
acres at Ritter Farm Park in preparation for the prairie restoration project.
Staff described steps which will follow in the process. The operation is
being video taped and will be used as an educational tool.
~ Three Outdoor Recreation Grants Program applications and one
Cooperative Trail Grant Program application have been submitted. The
projects are for Juno Trail Trailway, Northeast Sector Community Park and
a Youth Athletic Complex.
O The STS crew has been in Lakeville this week and have begun their chores
by walking and cleaning up trash in every Lakeville park.
O The tiling project at Antlers Park restrooms is underway. New partition
doors have been ordered for the Women's restroom and will be installed in
approximately 10 days. The project should be completely finished prior to
beach opening on June 9th.
O Specifications and requests for bids have been sent out for ballfield fencing
at Quigley Sime Park and for seal coating of trails. Bids are due next week.
O The Snowmobile Task Force held a meeting on Wednesday, April 26th to
summarize the season. It was the general consensus of the task force
members that this was not a good season to make any judgments on
improvements which may have been made due to the lack of snow. The
task force had decided to implement the recommendations one year later
than planned.
O Nicollet Nursery donated 125 lilac bushes which the Park Dept. will begin
to distribute throughout the park system including along the property line
between the Ka.ler property and Wayside Park.
~ The Park Maintenance Dept. is also preparing for another tournament at
Quigley-Sime Park this weekend.
O City Council authorized the expenditure of $25,000 for fencing for the
Quigley-Sime ballfields. The Lakeville Baseball Association has pledged
$75,000 over the next three years to purchase scoreboards and other park
amenities.
O The DNR Fisheries has denied a permit request to repair the retaining wall
at Orchard Lake Park. Several options exist, one of which is to move the
wall back a short distance then proceed with repairs.
O Committee member Lulf asked about cost comparisons of contract mowing
of several parks. Staff stated it has proven to be very cost effective as all
that needs to be done are inspections. Lulf commented that the crews do a
very nice job on the park that is near his home.
• O Staff is working on a Showmobile Letter of Agreement concerning
maintenance and scheduling with the City of Farmington. It has been

decided to purchase a new sound system, generator, lights, some chairs,
and to do the repairs in-house. The unit should be ready for use for Pan-
O-Prog.
ITEM #7. Unfinished business.
Staff reported that the mountain bikers who had been at the April 19th Parks
and Recreation Advisory Committee meeting had decided that the
responsibilities and concerns were too great and they would not be pursuing
mountain biking in Ritter Farm Park. They also had stated that enforcement of
regulations was a large factor in their decision.
Chair I11a stated that the meeting with ice arena officials and city staff
concerning dry floor time at the arena has still not been set up. Kevin will call
city staff to try to set up a time to discuss this.
Messinger asked whether RAAA had contacted Park Department staff to
request use of Parkview soccer fields following the baseball season. Messinger
was of the understanding that RAAA did not know the fields would be
available and had informed a representative. RAAA will let staff know what
• sizes of fields would be needed and if they need any goals.
ITEM #9. - New Business.
(a) Lakeview Estates Final Plat.
Committee members received the planning and engineering reports
concerning Lakeview Estates. The Parks and Recreation Advisory Committee
had previously reviewed the preliminary plat at their March 15, 1995
meeting and there were no changes in their recommendation. Staff will be
meeting with the Pexa family next week concerning purchase of property for
park purposes.
95.17 Motion was made by Raymond, seconded by Wanless-Sobel, to recommend
City Council approve the Lakeview Estates final plat and require a cash
contribution to satisfy both the park and trail dedication requirements. It is
also recommended:
1. That a 20-foot wide outlot for trail access to the future park be provided
between Lot 1, Block 6 and Lot 8, Block 7; and that the outlot be graded to
accommodate a public trail to be approved by the Parks and Recreation
Director, The outlot must be marked with signs designating the outlot as a
"future trail" and placed at the property corners facing the residential road.
Signs must be installed as soon as possible when construction of that phase
• begins.

2. That a trail access be provided from Court E to the Fairfield Business
Campus property; and
3. That the developer be required to provide a cash escrow for future
construction of a trail on the south side of 205th Street.
4. That staff begin acquisition efforts for a future neighborhood park from the
Pexa family.
Motion passed.
ITEM # 10. - Announcements.
The next meeting of the Parks and Recreation Advisory Committee is scheduled
for May 17, 1995 at 5:30 PM and will be the annual park tour. This year's
tour will largely consist of the Phase I bond referendum projects and several
Land acquisitions.
ITEM # 11. Adjournment.
The meeting adjourned at 7:30 PM.
