HomeMy WebLinkAbout04-26 • CITY OF LAKEVILLE PARKS AND RECREATION ADVISORY COMMITTEE PUBLIC HEARING APRIL 26, 1995 ITEM # 1. Call to order. The meeting was called to order in the Lakeville Council Chambers by Chairperson Illa at 6:00 PM. ITEM #2. Roll call. Present were H. Lovelace, L. Lulf, C. Wanless-Sobel, K. Illa, J. Larson, and P. Messinger. Committee member Raymond was unable to attend. Also present were Park Director Steve Michaud and recording secretary Judi Ryan. ITEM #3. Review applications for Outdoor Recreation Grant Projects. Parks and Recreation Director Steve Michaud stated that the purpose of the public hearing is to receive public input on the proposed Outdoor Recreation Grant Projects applications. Limited state funds are available in the form of matching grants. If grant applications are successful, the City's match will come from bond . referendum funds. At their April 17, 1995 meeting, the Lakeville City Council authorized a resolution supporting the submittal of these grant applications a. Acquisition of Northeast Sector Community Park. Acquisition of a Northeast Sector Community Park has been pursued by the City for several years. The property which the City is attempting to purchase is approximately 43 acres and is located on the east side of Pilot Knob Road, north of 170th Street. The City has also considered long range plans in this area. Property to the north is owned by Model Stone and will be developed when their gravel mining operation is complete. It is staff s intent to someday have a trail corridor through the Northeast Sector Community Park and the present Model Stone property which will connect with other trail segments to provide overland trail experiences for area residents. The property is outside the Metropolitan Urban Service Area. A preliminary concept was shown which included ballfields, trails and several passive areas in the proposed park. At the current time, this is an acquisition project only and no development is planned for the near future. No capital improvement funds have been budgeted. Leo Tutewohl, current owner of the 43-acre parcel plus several acres to the south, • addressed the Parks and Recreation Advisory committee. Mr. Tutewohl stated that Parks and Recreation Advisory Committee Fublic Hearing Apri126, 1995 his original intent when he purchased the property was for development. He stated he has allowed the trees along the creek-line to mature which he feels has enhanced the beauty and value of the property. This property was the focus of a condemnation hearing on April 26th. At that time Mr. Tutewohl agreed to the public taking of the property. The judge will now appoint three commissioners to determine an appropriate price for the property. The appraisal which is being completed will be one tool which the commissioners will use to reach a conclusion. Mr. Jerome Trevis, who resides at 5469 - 170th Street, stated he has lived in his home since 1953. Mr. Trevis went on to complain about water in his basement which he contends is caused by Apple Valley pumping water downstream through Lakeville. Mr. Trevis did not state any objection to the location of the park. Michael Smith, another property owner to the south of the proposed park, stated he sold 17 of his original 160 acres to the City last year for an easement. It was his hope that someday his property would become part of the park system in the form of a trail. He urged the City to look at the whole area when considering long range park plans. He sees a need for a park in the area with the tremendous growth • which has happened and which will continue in that section of the City. b. Acquisition and development of Youth Athletic Complex. The proposed 62-acre Youth Athletic Complex is located adjacent to Cedar Avenue south of Dodd Blvd. Staff showed committee and citizens a design concept of the complex which is proposed to consist of eight ballfields, ashelter/restroom building, parking lots, trails and other amenities. Staff stated that the ballfields are needed to keep up with continued baseball program growth. There are 1,600 children registered for softball and baseball programs this year. This property is also outside the Metropolitan Urban Service Area. There were no public comments concerning the Youth Athletic Complex. Committee members expressed their support of the park location and design. c. Acquisition and development of Juno Trail Trailway. Juno Trail trailway is proposed to be located on the west side of Lake Marion. The trail is proposed to begin at County Road 64 and Juno Trail and continue approximately one mile to the existing Casperson Community Park. City staff is aware of the high demand which is placed on trails in the Lakeville area and has made it one of the highest priorities for development. The preservation of the Lake Marion shoreline also makes this an important project with many unique amenities. There were no public comments concerning the Juno Trail Trailway • and Committee members stated their strong support for the proposed project. .Parks and Recreation Advisory Committee Public Hearing April 26, 1995 Committee member Messinger thanked staff for the hard work in putting these grants together. Other committee members echoed her sentiments that the Tutewohl property could someday be enjoyed as a park by the citizens of Lakeville. Chair Ilia thanked the citizens for their input and for expressing their concerns. ITEM #4. Public comments. Public comments had been solicited following each of the presentations ITEM #5. Unfinished business. There was no unfinished business at this time. ITEM #6. New business. There was no new business at this time. ITEM #7. - Announcements.
